SAN DIEGO (KGTV) -- Thousa---nds of businesses across California have permanently closed their doors due to the COVID-19 pandemic.According to Yelp's local economic report, restaurants and retail continue to struggle, and total closures nationwide have started to increase.The September report noted more than 19,000 businesses in California have permanently closed."The states with the most closures are home to the hardest-hit metros: Las Vegas in Nevada, Honolulu in Hawaii, and several of the largest California urban areas all are among the metro areas with the highest total closure and permanent closure rates (San Diego, San Francisco, San Jose, Los Angeles and others), with roughly 20 businesses per thousand temporarily or permanently closing their doors since March 1," the report stated.The report said professional services and solo proprietors generally have been able to weather the storm and maintain a relatively low fraction of closures since March 1."Small business, the one thing you know for sure is you're going to have to adapt and figure out real quick what you have to do no matter what comes your way," said AJ Williams, of Hammonds Gourmet Ice Cream.Williams said he remembers the exact moment he learned about the initial stay at home order."I saw the news flash come across and immediately told my entire staff, hey, in the middle of a shift, shut the doors and close things down," he said.Williams said he kept Hammonds Gourmet Ice Cream closed for the first few weeks of the stay at home order. As an essential business, he was able to slowly reopen with new restrictions and safety measures in place.Through a steady stream of customers and some cost-cutting measures, Williams has been able to keep the lights on."If you compare it to when COVID-19 started, we're doing great," he said. "If you compare it to where we were last year, not so great."Williams considers himself lucky. Not every business has survived."We've lost permanently now 13 percent of our businesses," said Jason Wells, executive director of the San Ysidro Chamber of Commerce. "That's about 97 businesses."Wells explained that COVID is having an impact on the border businesses, but in that region, it’s the border restrictions put in place because of COVID that's keeping tens of thousands of shoppers from doing business.In March, the United States restricted all non-essential travel across its borders. According to the Department of Homeland Security (DHS), "non-essential" travel includes travel that is considered tourism or recreational in nature.On Twitter, acting DHS Secretary Chad Wolf released a statement saying, "We continue to work with our Canadian and Mexican partners to slow the spread of COVID-19. SAN DIEGO (KGTV) -- Three Port of San Diego Harbor Police officers tested positive for coronavirus, the department announced Wednesday.After learning of the positive results, the Port of San Diego says it notified the department and port staff.The officers are isolated and undergoing treatment at their homes and will seek further care should it be necessary. SAN DIEGO (KGTV) - The trial for a former San Diego County sheriff's deputy accused of sexual misconduct while wearing his uniform began Monday in Vista.More than a dozen women claim Deputy Richard Fischer made unwanted advances."I think he's a bad guy," a San Marcos woman, who filed ,000,000 claim against the County, said.She said in August of 2017 two sheriff's deputies knocked on her door in the middle of the night for a welfare check. There was no problem and they left but she said Fischer returned alone an hour later, saying he needed to use her restroom; then told her she was cute and hugged her, several times."I was stunned shocked, it was very fast and confusing...I felt very vulnerable, intimidated, felt weak. I felt little." She said, next to tears. "It's just a mess! Everything is a mess! This is hard to do. He shouldn't have come back to my house and I don't ... Everything's a mess!"Similar instances were described by other women. In October of 2017, near the entryway of a 64-year-old woman's condo, Fischer took her report for a domestic violence incident and then made his move."His hands went all the way down to her butt and he squeezed both of her buttocks... he took her hand and pulled it down to his groin area," Lawyer Dan Gilleon said. He represents several women who filed claims against Fischer.Gilleon made a theme apparent, "he knows that she's alone, and she's vulnerable, and she's scared." SAN DIEGO (KGTV) - The Sisu Academy, a free boarding school for at-risk teenage girls, needs help to get the school year started."We are a little cash strapped right now," says school founder Jabez Labret. "We need to get some cash in the door to get over the starting line so we can access those grant dollars coming this fall to keep the program running."Labret says the school has plenty of money lined up in grants and in-kind donations once classes begin, they need some bridge funding until then.He says the school's mission makes it a worthy cause for donations."This is more than just another school," Labret says. "This is truly about changing these girls' lives."The school will enroll 20 girls this fall, all of them from at-risk situations. They hope to add a freshman class each fall and eventually have 350 students."It could be drug or alcohol issues at home, domestic abuse, homelessness," he says. "It could be that mom and dad both work two jobs and are just struggling to be able to keep food on the table."Labret says a boarding school puts the girls in a stable, focused environment that will help them establish a foundation for the future."We don't just teach the academic side," he says. "We teach them social and emotional skills, the entrepreneurial side, we go out into the community and do community service. It gives us a lot of options to get out of the learning environment."One student who will enroll this fall says she's excited about the prospect."Going to school would help me so that I can get my mind off my troubles at home," says Analys Franklin.
