Pinckney, along with a detachment from Helicopter Maritime Strike Squadron 75, deployed in January with the Theodore Roosevelt Carrier Strike Group to the U.S. 7th Fleet/East Asia/Pacific region. The Pinckney crew in April joined with the U.S. 4th Fleet's Caribbean and Central and South America areas of operation for counternarcotics operations.``The sailors of Pinckney have helped make the United States a safer place to live,'' said Cmdr. Andrew Roy, Pinckney's commanding officer. ``I thank all Pinckney sailors and U.S. Coast Guardsmen who overcame many obstacles to make sure illicit narcotics will never make it into our homes, schools or communities.''During Pinckney's deployment, the crew of the destroyer -- along with an embarked U.S. Coast Guard Law Enforcement Detachment -- recovered 9,800 kilograms of cocaine and 2,800 pounds of marijuana with an estimated wholesale value of 0 million. "This is going to be one of the most significant infrastructure projects in San Diego history and will deliver clean, reliable water to our residents for decades to come.''As part of the first phase, the city will upgrade existing water facilities and construct new ones, like the North City Pure Water Facility near Eastgate Mall. Phases two and three will result in new water pipelines and facilities in central San Diego and South Bay.Congress enacted the WIFIA loan program in 2014. SAN DIEGO (CNS) - San Diego City Council members Monica Montgomery and Georgette Gomez called on state officials Monday to open an independent investigation into the in-custody death of 24-year-old Aleah Jenkins. Montgomery and Gomez requested the inquiry in a joint statement in response to a news conference last Friday from District Attorney Summer Stephan in which she released body-camera video of Jenkins' time in police custody and said that Jenkins' death was caused by a lack of judgment rather than criminal negligence. The two officials called on the state's Department of Justice and Attorney General Xavier Becerra to open an investigation into the circumstances of Jenkins' death. Montgomery and Gomez also urged the San Diego Police Department to reform its policies regarding the treatment of people in custody. RELATED: Video, detailed report released in woman's San Diego Police custody death``It was very heart-wrenching to hear Ms. Jenkins asking for help and water for over an hour after vomiting and no assistance was rendered,'' Montgomery said. ``The treatment displayed in the video further supports the need to reform our policing policies.'' Jenkins died Dec. 6 nine days after being arrested during a traffic stop on an outstanding warrant for methamphetamine possession. Jenkins passed out while waiting at the SDPD's downtown headquarters and paramedics subsequently rushed her to the hospital. Stephan announced Friday that medical examiners found upward of 17 times the lethal dose of methamphetamine in Jenkins' blood system. Her official cause of death, according to the District Attorney's Office, was hypoxic-ischemic encephalopathy, a lack of blood and oxygen flow to the brain. SAN DIEGO (CNS) - Police Saturday were asking for the public's help in locating an elderly woman who went missing from her son's Mira Mesa home.Martha Carrington, 83, was seen leaving her son's apartment in Casa Mira View, east of Westview Parkway and north of Mira Mesa Boulevard, between 10:30 p.m. Friday and 2 a.m. Saturday, San Diego police said.Carrington suffers from schizophrenia, high blood pressure and the early stages of Alzheimer's disease, officers said.Her family doesn't believe she took any money with her, and she has no cell phone.Carrington was described as black and about 5-feet-8-inches tall. She was last seen in blue pajamas, but it's possible she changed clothes before leaving, police said.Officers asked anyone with information on the incident to call the San Diego Police Department at (619) 531-2000. 839
