SAN DIEGO (KGTV) -- Los Angeles County health officials are scrambling to prevent the spread of hepatitis A after three people became infected with the potentially deadly virus while in San Diego two months ago.In a motion filed by Los Angeles County's Fifth District Supervisor Kathryn Barger, she is asking the Dept. of Public Health to provide a report within 14 days on current efforts to stop an outbreak and a plan for response should one occur."At this time Public Health does not consider there to be a hepatitis A outbreak in Los Angeles County, however it is important that the County proactively educate the community on ways to prevent hepatitis A infection, and have a response plan in the event that the County does see an increase in hepatitis A cases," Barger said in her prevention plan.Citing public health officials, Barger says that the three people who acquired the infection had been in San Diego in mid-July.READ: Most hand sanitizers will not kill Hepatitis A?San Diego County health officials are in the midst of an hepatitis A epidemic with the first cases reported early this year. SAN DIEGO (KGTV) - In an exclusive interview with ABC10 News, a firefighter shared his heroic story of helping battle the massive fire that erupted aboard the USS Bonhomme Richard this past July.“It was a crazy situation,” said Deputy Fire Chief Robert Sepulveda with Navy Region Southwest Fire Emergency Services. “We [had] about 400-plus firefighters on-scene at the time,” he stated and added, “I was on the front lines with the firefighters and was directing the fire attack on the forward side of the ship at that time.”His first shift lasted for 30 hours. It took almost a week to knock it all down. “What I was feeling at that time was obviously fear and wanting to make sure that everyone was safe on-scene and make sure I had that command presence to be able to unify everybody,” he told ABC10 NewsHe has now received a civilian of the year award for his heroic actions. On Monday, Navy officials announced that the warship would be decommissioned after it was gutted this summer during the explosive fire at Naval Base San Diego. The Navy reported that it’s not cost effective to bring the ship back, which could require up to billion and seven years to restore. At the time of the fire, more than 60 personnel including sailors and civilians were treated for injuries like heat exhaustion and smoke inhalation. In August, ABC10 News was the first to report that the fire was being investigated as an arson and the lead suspect is a navy sailor, according to multiple sources with close ties to NCIS.To date, the Navy will only confirm that the cause is still under investigation.Sepulveda remains grateful to the many sailors who ran to help just minutes after the flames erupted. “These ships are like homes to them and to see them in action and put everything on the line to make sure that their home was safe at the end of the day [was] incredible,” he added. The time lines for towing and dismantling the decommissioned ship are still being finalized. 1973

SAN DIEGO (KGTV) - Interstate 15 Express Lane signs are being changed from white to green, with other improvements, at a cost of .5 million, the San Diego County Association of Governments said Thursday.A research effort determined that the existing signs could be difficult for drivers to read, and that information about toll rates and permission to use the lanes was unclear, according to SANDAG."There's quite a bit of confusion on the motorists part, trying to understand, can I actually get in there as a carpool or not?" said Ray Traynor, SANDAG's director of operations. "Having a system that's clear to the end users is vitally important so that the lanes operate effectively."A spokesman for Caltrans says research showed a green sign with white text was more difficult to read, with the amount of information on the sign. The I-15 Express Lanes stretch for 20 miles between SR-78 in Escondido and SR-163 in Kearny Mesa. There are more than 16 access points where drivers can move in or out of the lanes.WHAT WILL CHANGEThe upgraded signs were designed to address the concerns from I-15 commuters.Improvements include: 1153

SAN DIEGO (KGTV) — Military families say the squalid living conditions detailed in a new report by the Military Family Advisory Network released Wednesday don't fully portray their struggle. In Murphy Canyon, the issues range from mice, to dry rot to rust. Shelby Stevens' husband is in the Navy, and they've been stationed in San Diego for three years. On the porch she pointed out what looked like half painted pergolas and said they were full of dry rot. Inside there is no microwave, and the kitchen was much the same as it was originally in the 1990's. "We've got ant problems, roaches, mice," Stevens showed 10News her shed in the back yard. Inside there's half a dozen mice traps, with little black dots covering the floor. Stevens says those are mice droppings. On her phone, an image of a dead mouse, she said her dog killed. These issues echoed throughout the military community.A woman who didn't wish to be identified, for fear of retaliation, said her closet door had loose rusted screws she had to keep out of her toddlers' reach. She said the repair work on a clogged toilet was shoddy, saying the men left mold, and poop around the base of the toilet. The new report by the Military Family Advisory Network breaks down the problems renters face by base. For San Diego military families, the top two issues are maintenance and mold."We absolutely know that the nearly 17,000 who responded to our questionnaire, this is their reality," Shannon Razsadin, Executive Director of MFAN, said. The survey went out last January and ran for a week. Razsadin hopes the report gives military families a tool to create change. The military moms who spoke with 10News say it's not a complete picture of what they're dealing with. Stevens said 17,000 people across the country is a very small part of the military community as a whole. She said in the last several months their service has declined."We've had no shows from maintenance men, we've had no shows from contractors who are scheduled to come out to my house, no show, no call. The office hasn't been in contact with any of us," she says. Her sense of despair growing, "these are the kinds of conditions we're living in," she said tearing up.The women said they pay more than ,000 a month and say the high cost of living is what keeps them in the military housing.10News reached out to Lincoln MIlitary Housing and recieved a comment Thursday morning: 2416

SAN DIEGO (KGTV) -- Keep an eye out for two new residents at the San Diego Zoo - two penguin chicks named Lucas and Dot. The three-month-old penguin chicks will reside in the Cape Fynbos habitat with a colony of 29 adult penguins. After weeks of careful planning—including providing the chicks with a private pool, where they learned how to swim the hand raised penguins got to see their new home. The two juveniles immediately started swimming and climbing rocks, while keepers vigilantly monitored their progress. Animal care staff said the initial introduction went very smoothly and the birds behaved exactly as keepers had hoped, but they plan to allow only closely monitored interactions for the next few days.“We will be pulling [Lucas and Dot] back at night,” said Debbie Denton, keeper. “We don’t want to leave them out unsupervised yet. We just want to give them a few days out here with the rest of the colony, and make sure that they are comfortable enough to do OK on their own overnight.”Lucas and Dot were hatched in San Diego from eggs supplied though a breeding loan by the Minnesota Zoo, which has successfully hatched more than 24 eggs since opening its African penguin habitat in 2011.    Guests can visit Lucas and Dot at their home in the Cape Fynbos habitat, inside Africa Rocks at the Zoo.    1379
