SAN DIEGO (KGTV) — The community is coming together for the family of a San Diego mother of two who died this week while acting as a surrogate for another family.Michelle Reaves was helping a family have children of their own, according to a GoFundMe set up to help her family. It was her second surrogacy for the same family when complications arose and she died while giving birth, the campaign explained.The baby Reaves was carrying survived.Reaves leaves behind two children, Gage and Monroe, and her husband, Chris.The organizer of the GoFundMe campaign is hoping the community will "be there for Michelle’s family like they would for us.""I can’t even begin to imagine what her husband Chris and her two babies are going through so I want to start this page to help raise money for help with the kids, for Chris as they all adjust, funeral services, or anything at all to make it as easy as we can on them," wrote organizer Jaime Herwehe. SAN DIEGO (KGTV) -- Surveillance video captured the moment after a thief stole a woman's wallet inside a Midway District grocery store.According to San Diego Crime Stoppers, the theft happened on Sept. 23 inside the Ralph’s grocery store located at 3345 Sports Arena Blvd.While the 73-year-old female victim was in the freezer section, the man waited for the victim to open a freezer door and then approached her shopping cart. The suspect quickly removed the victim's wallet from her purse, which was placed at the top of the shopping cart.The victim was right next to the cart but was looking inside a freezer when the theft occurred.The suspected thief walked away without the victim realizing what had happened. The total loss of the wallet and cash inside it is over ,500.Investigators reviewed store surveillance footage, which showed the man following the victim throughout the store and appearing to target her.The suspected thief is described as a white male, approximately 5’10“ tall, 175 lbs., with tanned skin. SAN DIEGO (KGTV) — The leader of a maritime smuggling ring operating in San Diego and Baja California has been arrested, according to officials.Guillermo Barba, 29, was arraigned Thursday and charged with conspiracy to bring in illegal aliens for financial gain and conspiracy to transport illegal aliens for financial gain, according to the Office Of The United States Attorney Southern District Of California.Barba is accused of being the leader of a smuggling ring based out of San Diego and Baja California, in which panga boats, pleasure crafts, and multiple load vehicles were used in maritime smuggling. Officials say the ring is believed to be responsible for at least 25 smuggling events since November 2017."In addition to undermining this nation’s border security, smuggling on the ocean is extremely dangerous for the individuals being smuggled," said U.S. Attorney Robert Brewer. "Barba’s arrest and the dismantling of this alien smuggling group is the product of outstanding federal and international law enforcement cooperation."Barba is scheduled for a detention hearing on Aug. 4.If convicted, he could face a mandatory minimum of three years in custody and up to 10 years in prison. 1208

SAN DIEGO (KGTV) - Tempers flared at a meeting of the Community Review Board On Police Practices Tuesday night. Dozens spoke out against the San Diego Police Department’s chokehold policy. Members of the Racial Justice Coalition wants to ban the practice, saying it’s excessive force and potentially deadly.  San Diego’s new police Chief David Nisleit called the comments at the meeting “passionate.” He said he heard them loud and clear but had questions about the doing away with the chokehold as some law enforcement agencies around the country have done.“Anytime you take a use of force tactic away from an officer, they generally have to go a higher level,” Nisleit said. “So my concern on that, and why I’m hitting pause to take a hard look at this, is I want to make sure that if we continue or discontinue, it's for the very right reasons. I want to look at the LAPD and the Chicago Police Department and their information on what has happened prior to and more importantly, what has happened afterward to see if more higher level of force had to be used.”The chokehold is expected to come to the review board again at their May meeting. 1163

SAN DIEGO (KGTV) - The California Attorney General’s office sent a warning to HiCaliber Horse Rescue in Valley Center, days after a Team 10 investigation into the group’s practices.The rescue is delinquent with the Registry of Charitable Trusts for failing, in part, to submit its 2016 taxes, according to the Attorney General’s office.HiCaliber told Team 10 investigator Jennifer Kastner it was honest mistake that’s being addressed.RELATED: Questions of fraud and abuse at prominent horse rescueThe group told 10News it received an extension on its 2016 taxes because of a personal emergency.The rescue recently came under fire for euthanasia and questionable fundraising practices. 692
