Feeding America, a network of 200 food banks across the United States, expressed concern on Wednesday on pending legislation that could strip food stamps from the Supplemental Nutrition Assistance Program away from nearly 3 million Americans. House Resolution No. 2 is up for consideration by the House of Representatives, which would add employment stipulations to some food stamp recipients, and their families. Feeding America's primary concern is that the nation's food banks will not be able to handle increased demand if the legislation becomes law. "Feeding America's nationwide network of member food banks will not be able to make up for the lost meals," Feeding America said in a statement. "We urge lawmakers in the House to reconsider their approach and amend their legislation before sending it to the Senate to ensure that the final legislation does not take food off the table for families who need it."According to a Congressional Budget Office projection, the federal government would reduce spending on direct benefits by .2 billion from 2019 to 2028. But the CBO claims it would cost the federal government in additional .7 billion in administrative costs to enforce the employment requirement. Overall, the federal government would be projected to save .5 billion over the 10-year period if the employment requirement is enacted. The CBO said that beginning in 2021, food stamp recipients between the ages of 18 and 59 who are neither disabled nor caring for a child under the age of 6 would need to either work or participate in a training program for 20 hours each week; that requirement would increase to 25 hours each week in 2026.The push to add work requirements to those receiving government assistance got a boost last month when President Donald Trump signed an executive order, which was intended to reduce poverty. "As part of our pledge to increase opportunities for those in need, the Federal Government must first enforce work requirements that are required by law," the executive order, signed by Trump on April 10, reads. "It must also strengthen requirements that promote obtaining and maintaining employment in order to move people to independence."Spending on food stamps is part of a larger "Farm Bill" legislation. The total cost for the Farm Bill is 7 billion from 2019 to 2028. The farm bill includes spending on rural development, farm subsidies, crop insurance, in addition to food stamps.  According to USDA figures, 41.2 million people lived in food-insecure households. Nearly 40 million people received Supplemental Nutrition Assistance Program benefits, as of February 2018. The 3 million who would stand to lose access to food stamps represent 6.5 percent of recipients. "The harsh cuts to the Supplemental Nutrition Assistance Program included in the House Farm Bill would hurt Americans facing hunger across the country and reverse decades of progress in addressing food insecurity across the United States," Feeding America added in a statement. 3111

FORT YATES, N.D. – After years of fighting over the Dakota Access Pipeline, the Stand Rock Sioux Tribe feels vindicated now that a judge has ruled it be shut down pending an environmental review.John Buckley was on the front lines of the Dakota Access Pipeline protests, which started almost four years ago.Buckley lives on the Standing Rock Sioux reservation just south of Bismarck, North Dakota. Four years ago, he was fighting for his right to drink clean water.“If that pipeline ever leaks, that’s going to cause a major problem,” he said.The pipeline carries hundreds of thousands of gallons of crude oil from western North Dakota to an oil terminal in Illinois. It crosses the Missouri River just a few miles north of the Standing Rock reservation.“Like the old ones say, Mini Wiconi, water is life. Without water, we can’t survive, as humans. So, it’s a way of life, it’s our life,” said Mike Faith, the tribal chairman of Standing Rock Sioux.The tribe's biggest issue was the Army Corp of Engineers and Energy Transfer Partners, the company that owns the pipeline, never completed an environmental impact statement.“The judge I think made the right decision, as far as telling the court, get an environmental impact statement. The EA, the little blanket resolution that allowed the environmental assessment. That hurt a lot of cultural resources, it did danger to a lot of species, it’s a danger in our existence,” said Faith.That disagreement sparked seven months of protests and drew people from all over the world. Thousands gathered and squared off with police. The clashes sometimes turned violent.Eventually, law enforcement cleared the protesters and oil began flowing through the pipeline. But that didn’t mean the fight was over.“Appeals, appeals, appeals. Standing Rock is here, we didn’t go away. We’re still here.”Three years after the first barrels of North Dakota crude started moving through the pipeline, a federal judge ordered an environmental impact study needed to be completed. The judge ordered that the pipeline will be drained of oil by the beginning of August. Since that ruling, the US District Court of Appeals in Washington, D.C. has granted an administrative stay on draining the pipeline while the appeal of the ruling plays out.“The decision by Judge Boasberg last week, last Monday, took us just completely by surprise," said Ron Ness, the President of the North Dakota Petroleum Council.Ness represents the oil industry in the state. He says there are huge economic impacts from shutting down the pipeline.“For every dollar in North Dakota that we get less for a barrel of oil, that’s like million a year to the state of North Dakota,” he said.And he says shutting the pipeline down means more oil on trucks and trains.“Prior to DAPL, we were putting almost 800,000 barrels of Bakken oil on rail cars, moving them to various markets. This pipeline not only offered a safety component, it took trucks off the road in counties across western North Dakota,” said Ness.But for the people of Standing Rock, this fight has always been about respect and preserving the environment“The federal government, the Army Corps of Engineers, did not do true government to government consultation. Economics vs. environmental, I would say that they have to be balanced,” said Faith.Faith and Buckley say we need to think about more than just money."All that water comes down this way and all that water is going to be fouled and it's not going to be worth drinking," said Buckley.“The almighty dollar sometimes, you’re not looking realistically into the future of future generations to come that can enjoy clean clear water," said Faith. 3674

  

FRANKFORT, Ky. — Kentucky Attorney General Daniel Cameron on Thursday joined a coalition of 22 state attorneys general in sending a letter to the United States Senate, urging the body to immediately hold a hearing and vote to confirm Judge Amy Coney Barrett to the Supreme Court.In the letter, Cameron wrote that Barrett's "unwavering commitment to a judicial philosophy that prioritizes restraint, humility, and respect for the rule of law" should lead to a quick approval from the Senate.Cameron released the following statement in support of Barrett."I'm proud to join this coalition of attorneys general in support of Judge Barrett, and I'm confident that Senate Majority Leader McConnell will make sure she is confirmed. As former legal counsel to Senator McConnell, I was fortunate to be involved in the confirmation process for Justice Neil Gorsuch, and I know the qualifications and legal background required to be confirmed to our nation's highest court. Judge Barrett has these qualifications, and her experience, judicial philosophy, and commitment to the rule of law make her ideally suited to serve as an Associate Justice."McConnell has also come out in support of President Donald Trump's decision to nominate Barrett, who currently serves on the 7th U.S. Circuit Court of Appeals and spent several years as a professor at Notre Dame Law School, where she also earned her own law degree.The letter was led by the Attorney General of Louisiana and, in addition to Attorney General Cameron, was co-signed by the attorneys general of Alabama, Alaska, Arizona, Arkansas, Florida, Georgia, Indiana, Kansas, Mississippi, Missouri, Montana, Nebraska, North Dakota, Ohio, Oklahoma, South Carolina, South Dakota, Texas, Utah, and West Virginia.A copy of the letter is available here.Cameron has gained national attention in recent weeks as the lead investigator into the police shooting that led to the death of Breonna Taylor. Last week, a grand jury announced that no charges would be filed against the officers who shot Taylor during a narcotics raid on her apartment on March 13.Cameron has said the officers' use of force against Taylor was justified, as officers were fired upon first by Taylor's boyfriend.A member of the grand jury has filed a motion to make proceedings form the case public.
