BRASILIA, March 15 (Xinhua) -- A nationwide program aimed at providing internet access to 80 percent of the country's population by 2014 is forging ahead in Brazil, Communications Minister Paulo Bernardo said on Tuesday.The National Broadband Plan (PNBL), with participation of 13 ministries, is coordinated by Bernardo, who explained details about the project on Tuesday along with Joao Santana, president of Telebras, the state-owned enterprise responsible for managing the project.The authorities have criticized companies that offer internet service for failing to spread internet use in Brazil, offering an expensive service with prices amounting to about 50 U.S. dollars monthly, inaccessible to low-income families."We ended 2010 with 34 percent of Brazilian households with Internet access, and service is also very poor. Almost half of connections are of 256 mbps. We are out-of-date, with the aggravating circumstance that the connections are very expensive," Bernardo said.To speed up the process, the government started negotiating with concessionaire phone companies to improve the service quality and lower the price to about 30 reais (18 dollars), which would allow 80 percent of the population to access internet."During (former president) Lula da Silva's government, we developed a program to interconnect all schools with internet access, but we also want the private sector to do its share," he said.

WASHINGTON, May 25 (Xinhua) -- Two U.S. astronauts conducted the third of four scheduled spacewalks for space shuttle Endeavour 's STS-134 mission on Wednesday morning, the U.S. National Aeronautics and Space Administration (NASA) announced.Endeavour's mission specialists Drew Feustel and Mike Fincke completed a six-hour-54-minute spacewalk at 8:37 a.m. EDT (1437 GMT). They completed all planned tasks, installing cables to increase redundancy for the power system on the Russian segment of the station, completing the external wireless antenna system work Feustel and Greg Chamitoff began during the first spacewalk, and installing a power and data grapple fixture to Zarya. The fixture will allow the station's robotic arm to "walk" to the Russian segment, extending its reach by using that grapple fixture as a base.It was the 247th spacewalk conducted by U.S. astronauts, and the 158th in support of space station assembly and maintenance, totaling 995 hours and 13 minutes. If everything goes as planned, the 1,000th hour of space station assembly and maintenance will be logged on Friday.Endeavour lifted off on May 16 from the Kennedy Space Center in Florida, to deliver to the International Space Station a 2-billion- dollar, multinational particle detector known as the Alpha Magnetic Spectrometer (AMS).AMS, a particle physics detector, is designed to search for various types of unusual matter by measuring cosmic rays. IWATE, Japan, March 14 (Xinhua) -- A 15-strong Chinese international search and rescue team Monday morning set out to join the relief work in Oofunato, Iwate, a city severely damaged by a 9.0-magnitude earthquake Friday.The Chinese international search and rescue team, which arrived in Oofunato at around 10:30 p.m. Sunday night, is the first overseas team to join and help out the relief work in the city.Team leader Yin Guangfui said they have brought along life exploration device and some other equipment to help carrying out the rescue.The team, with good experience in search and rescue, will strive to do the relief work, Yin added.The team members, including rescue and medical personnel, gathered at a primary school in Oofunato on Sunday and set off at 7:30 a.m. to the disaster-hit area together with the Japanese rescue teams after a briefing. The team is expected to be here for seven to 10 days.The catastrophic earthquake hit northeast of Japan on March 11, triggering severe tsunami and causing extensive damage and loss in different areas. According to local media, a total of 985 people have been confirmed dead, 707 others injured and over 1,700 others missing.
