SAN DIEGO (CNS) - A man who fired a pellet gun at Navy SEAL instructors and trainees conducting a nighttime training exercise near Liberty Station was sentenced on Thursday to a year in jail.Scott Douglass Weaver, 48, pleaded guilty last month to making an attempted threat on a witness and brandishing a replica firearm.Because of credit for time already served, Weaver will spend about 80 more days in local custody before being released, authorities said.Dispatchers received a report of a man shooting at Navy officers shortly before 10:45 p.m. on July 23 in the 2500 block of Laning Road and Weaver was arrested. No military personnel were injured, according to the Navy.Police did not say if Weaver had a motive for firing at the SEALs or if he was even aware of who he was shooting at.In light of the shooting, the Naval Special Warfare Command said it would evaluate its training procedures. SAN DIEGO (CNS) - Authorities Monday publicly identified a 39-year-old firefighter killed over the weekend in a suspected DUI motorcycle crash near Lakeside.Ryan Ferrara, an engineer with the San Diego Fire-Rescue Department, was riding on the back of a westbound 2018 Harley-Davidson that crashed into a parked vehicle in the 13000 block of Piping Rock Lane about 9:30 p.m. Saturday, according to the county Medical Examiner's Office and California Highway Patrol.Ferrara died at a trauma center about an hour later, and the 36-year-old El Cajon resident who had been piloting the two-wheeler was hospitalized for treatment of severe injuries, CHP public-affairs Officer Jeff Christy said.Neither man -- the driver was not publicly identified -- was wearing a helmet at the time of the wreck, according to the Highway Patrol."Alcohol and/or drug impairment is suspected as a factor in the collision, and (it) is still under investigation with possible charges pending," Christy said.In a prepared statement, San Diego Fire Chief Colin Stowell said his and his employees' "hearts are broken by the news" of the death of Ferrara, who had been with the city emergency-services agency for 13 years. 1203

SAN DIEGO (CNS) - An annual reading program by United Way of San Diego County helped nearly 500 students in the City Heights neighborhood improve their literacy skills, the nonprofit announced today.The "Readers in the Heights" summer reading initiative included 479 students from elementary schools in the City Heights area, a sharp increase from the program's 40 participants just two years ago. The program is intended to combat "summer slide," when students lose literacy gains they made during the school year. According to United Way, 86 percent of students assessed at the beginning and end of the program maintained or improved their reading comprehension."We use proven assessment tools to measure impact and they show that these literacy practices have made significant progress in student reading," United Way of San Diego County President and CEO Nancy Sasaki said. "These practices help close learning gaps and open new worlds by creating happy, excited and confident readers."United Way partnered with the San Diego Unified School District, the San Diego Public Library, the San Diego Police Department, PrimeTime SAY San Diego and Words Alive to produce the program.Members of the literacy group Words Alive trained members of the program's staff on how to implement evidence-based reading practices across the program's seven sites, including four elementary schools in and around City Heights. SAN DIEGO (CNS) - Narcotics officers raided a Hillcrest smoke shop and arrested a clerk suspected of possessing a third of a pound of the synthetic drug spice and nearly ,000 in cash, authorities said Thursday.The raid Tuesday at Godfather Smoke Shop in the 3500 block of Fifth Avenue resulted in the arrest of 55-year-old Loay Lawrence, who's also suspected of possessing 375 pills of the synthetic drug Kratom.Both spice and Kratom are banned under the city of San Diego's synthetic drug ordinance, which was enacted in June of last year "in response to a high number of synthetic drug related overdoses," San Diego police Narcotics Unit Lt. Matt Novak said.Narcotics detectives began investigating the Godfather Smoke Shop after receiving a tip that spice was being sold there, Novak said. Lawrence's case will be turned over to the San Diego City Attorney's Office for prosecution. He faces criminal and civil penalties up to six months in jail, 959
