HANOI, Oct. 11 (Xinhua) -- China and Vietnam vowed to promote healthy, stable and long-term development of bilateral ties with the guideline of "long-term stability, future-orientation, good-neighborliness and comprehensive cooperation," according to a joint press communique issued here on Monday by the two defense ministries.The two countries vowed to advance bilateral comprehensive strategic and cooperative partnership and always be good neighbors, friends, comrades and partners, according to the joint communique issued on the occasion of Chinese State Councilor and Defense Minister Liang Guanglie' s visit to Vietnam.According to the communique, China and Vietnam will continue to strengthen defense cooperation to promote military ties and bilateral relations.The two sides agreed to maintain the fine tradition of exchanging high-level military delegations and give full play to the bilateral defense and security consultation mechanism, said the communique.China and Vietnam are committed to settling all disputes though peaceful means and safeguarding regional peace and stability, said the communique.The two countries reiterated to enhance coordination and interaction in multilateral forums like United Nations and ASEAN Defense Ministers' Meeting Plus (ADMM-Plus), an enlarged ADMM with participation of eight dialogue partners, according to the communique.China and Vietnam also expressed the willingness to deepen cooperation in tackling non-traditional security challenges under the framework of ADMM-Plus and deepen cooperation in humanitarian efforts like disaster relief, said the communique.Liang arrived in Vietnam on Sunday for an official and friendly visit. He has met with General Secretary of the Communist Party of Vietnam Central Committee Nong Duc Manh and Vietnamese Prime Minister Nguyen Tan Dung respectively. BEIJING, Oct. 8 (Xinhua) -- The central parity rate of the yuan, China's currency Renminbi (RMB), jumped 181 basis points, or 0.27 percent, Friday to a new record high at 6.6830 per U.S. dollar, according to the data released by the China Foreign Exchange Trading System.Friday's central parity rate beat the previous record of 6.6936 on Sept. 29.The yuan has picked up its strength against the U.S. dollars and seen increased volatility in the trading days since the People's Bank of China (PBOC), the central bank, announced on June 19 this year to increase exchange rate flexibility.Based on Friday's central parity, the Chinese currency has strengthened against the U.S. dollar by 2.12 percent from the rate of 6.8275 per U.S. dollar that was set a day before the PBOC's pledge to increase flexibility.On China's foreign exchange spot market, the yuan can rise or fall 0.5 percent from the central parity rate during trading each day.The PBOC released the yuan's central parity rates against a basket of currencies -- the U.S. dollar, the euro, the Japanese yen, the Hong Kong dollar, the British pound and the Malaysian Ringgit.The yuan's parity rate against the euro was set by the central bank at 9.2951 Friday, higher from 9.1329 on Sept. 30, the last trading day.The yuan's rate against 100 yen was 8.1040 Friday, compared with 7.9999 on Sept. 30.The Chinese currency fell 61 basis points against the British pound with the central parity rate being set at 10.6079 from 10.6018 on the previous trading day.The central parity of RMB against the U.S. dollar is based on a weighted average of enquired prices from all market makers before the opening of the market in each business day.The central parity of RMB against the other five currencies is based on the central rate of RMB against the U.S. dollar of the same business day as well as the exchange rates of the five currencies against the U.S. dollar at 9 a.m. (0100 GMT) of the same business day in the international foreign exchange market.

BEIJING, Aug. 29 (Xinhua) -- Xie Yun, a 24-year-old new graduate, felt excited when he opened the door of the 50-square-meter apartment he rented in Changzhou city of east China's Jiangsu Province.Starting work in a computer company in July, Xie is one of the lucky few who enjoyed lower rents offered as part of the local government's affordable housing program. He pays 4.5 yuan per square meter for one month, around 10 percent of his monthly income.Also, the apartment is equipped with an air conditioner, a TV set and automatic drying racks."I'm quite satisfied, and I prefer to rent such an apartment rather than buy one," said Xie.Xie's home is one of 133 small-sized public-rent apartments purchased by the Changzhou government and rented to low-income families and the newly employed. Monthly rents varied from 3.5 yuan to 4.5 yuan per square meter, about 30 percent of the average price in Changzhou.In the city's southern section, migrant workers pay even lower costs."I only need to pay one yuan per day for renting a bed in the dormitory-like apartment, sharing a balcony and a toilet with eight people," said Chen Ling, an 18-year-old worker in an electronic firm in Changzhou.The 260,000-square-meter residential community provides 5,000 migrant workers with basic living facilities, including a supermarket, shopping mall, bank, Internet bar and dining hall.The Changzhou government has so far built as well as bought 10,500 units of public-rent housing, and offered 11,400 units of low-rent homes to migrant workers.
