SAN DIEGO, Calif. (KGTV) -- An appeals court today overturned a ruling that would have allowed the conditional release of the “Bolder Than Most” rapist, Alvin Quarles. The ruling was issued by the 4th District Court of Appeals Monday. The court said, in part that “Quarles is a serial rapist whose crimes were shockingly brutal and destructive. If he fails after he is conditionally released, considering his past, we shudder to contemplate the consequences of such a failure.”After news broke of the reversal, Dianne Jacob, who serves on the San Diego County Board of Supervisors and has been adamantly against the release, spoke out on Twitter. We must continue to fight the placement of sexually violent predators into our communities,” Jacob said in part. The ruling comes after San Diego County Superior Court Judge David M. Gill's decision to release Quarles to a home somewhere in San Diego County. After his release, he would have undergone treatment through a conditional release program.Gill's ruling followed a series of closed-door hearings that involved testimony from psychiatrists and other experts. Quarles was dubbed the "Bolder Than Most" rapist due to the way he attacked his victims at knifepoint, sometimes forcing the women's husbands or boyfriends to watch. In 1989, he pleaded guilty to committing over a dozen sexual assaults in the mid-to-late 1980s. He was sentenced to 50 years in prison. San Diego (KGTV)- Heart- pounding moments for visitors at the San Diego Zoo Safari Park. Powerful gusts tossed riders on the Balloon Safari from side to side. Riders on the balloon held on tight during the gusty landing. “There were some points where the basket was almost tipped completely sideways,” says Jordan Lapidot, who was visiting the park with her family yesterday afternoon. “I have this image in my mind of this guy, and he’s grabbing the outside of the cage as they get just thrown.”The San Diego Zoo Safari Park says the balloon has a long cable in the middle of the cage that safely brings it down from the sky. That cable never broke during the windy ride. “They were trying to get it down as quickly as possible,” says Lapidot. The Safari Park tells 10News if the wind reads over 29 miles per hour they will shut the ride down. They sent us a statement about the incident, saying in part: “As the sudden storm arrived and winds picked up, some operations at the Park, like Balloon Safari and Flightline were closed to public use.”No one was hurt while on the ride. 1090

SAN DIEGO (KGTV)-- Parents, trying to balance working at home, and becoming their children's teachers, are turning to outside help. Many are desperately looking for qualified tutors as families safely go back to school. But we found that the demand for tutors is not matching up with what is currently available.As the start of the distance-learning school year approaches, parents are beginning to feel the pressure."Desperate," parent, Cortney Lemos-Crawford laughed. "Desperate because of my own sanity!"Lemos-Crawford says she and her husband are fortunate to still have their jobs during the pandemic. But it is demanding. Distance learning for their 8-year-old daughter in March was not easy."It's very difficult, as you can imagine, to work full-time and have your child present, let alone present and needing your interaction," she said.She says it was hard for her daughter to concentrate at home, in a relaxing environment, with toys all around. She also does not want her daughter's formative years to suffer because of her own work schedule. So for weeks, she has been searching for a personal tutor.Jamie Evans and her partner Hannah Obradovich are former teachers who now run Ignite Learning Center in La Jolla. They provide K through 12 and Special education support around the county."We have been inundated with parents wanting us to form 'Pandemic pods,' garage groups, working outside, working with small groups with different age children to hire us to be their teachers," Evans said.But Evans says the supply of accredited teachers and tutors are not even close to the recent demand from desperate parents."We are in a rush to hire more teachers," Evans said. "I already talked to three people this morning, and I'm going to an interview right now."Lemos-Crawford says her tutor search so far has come up empty."I've had a couple of leads, but those people have been snatched up," she said.But she is not giving up.
