SAN DIEGO (CNS) - The San Diego Police Department conducted a bicycle and pedestrian safety enforcement operation Monday from 10 a.m. to 6 p.m. Officers focused on enforcing safety laws involving motorists, bicyclists and pedestrians in the Northern Division, which includes Clairemont, Mission Beach, Pacific Beach, La Jolla and University City. They looked for drivers who were speeding, making illegal turns, failing to stop for signs and signals, failing to yield to pedestrians in crosswalks, or any other violations. They also searched for pedestrians who crossed the street illegally or failed to yield to drivers who have the right of way. Pedestrians should cross the street only in marked crosswalks or at intersections. Police have investigated several collisions involving bicyclists and pedestrians during the past three years. Police say drivers should follow these safety tips:- Look out for bicyclists, pedestrians and scooter riders, especially at night or in bad weather.- Slow down and be prepared to stop when turning or entering a crosswalk.- Stop at the crosswalk stop line to give drivers in other lanes an opportunity to see, and yield to pedestrians.- Be cautious when backing up.- Share the road with bicyclists.- California law requires at least three feet of clearance when passing a bike rider.- Look for cyclists before opening a car door or pulling out from a parking space.- Yield to cyclists at intersections and as directed by signs and signals.- Watch out for bike riders when making turns.Tips for pedestrians:- Cross at crosswalks or intersections, and obey signs and signals.- Walk facing traffic.- Don't text or talk on a cell phone while walking.- Make eye contact with drivers as they approach.- Wear bright clothing during the day and reflective materials, or use a flashlight, at night.- Look left-right-left before crossing a street.Tips for scooter riders:- Wear properly fitted helmets.- Riders are considered vehicle operators; they are required to obey the same rules of the road as other vehicle operators, including obeying traffic signs, signals, and lane markings.- When riding a scooter in the street, cyclists must ride in the same direction as traffic.- When riding at night, scooter riders are required to have a front light and a red reflector to the rear- No passengers are allowed on any scooter. SAN DIEGO (CNS) - The San Diego City Council will take a look at the Riverwalk San Diego project Tuesday, a proposed transit-oriented neighborhood development along the San Diego River in Mission Valley.International real estate firm Hines has proposed the 200-acre project, which is intended to transform the existing Riverwalk golf course into a neighborhood as well as restore the stretch of the San Diego River that runs through it.According to Hines, if the plan is approved Tuesday, the company plans to break ground during the second half of 2021.The San Diego Planning Commission recommended approval of Riverwalk San Diego project on Oct. 22 with five in favor, one abstention and one commissioner absent.The Hines plan includes 4,300 homes -- 10% of which are planned to be affordable housing -- a Metropolitan Transit System Green Line trolley stop, 152,000-square-feet of retail space, 1 million square feet of office space, 100 acres of parks and new bike and pedestrian paths, including an extension of the San Diego River Trail."I think it could be something to set the standard for what transit- oriented development can look like," said San Diego Planning Commissioner Vicki Granowitz.The Riverwalk plan, established through a partnership between Hines and the Levi-Cushman family landowners, incorporates community input gathered over several years by the Hines team in nearly 100 stakeholder and community planning group meetings."We appreciate that the planning commissioners recognized the extensive community outreach and collaboration that helped form our plan and the care we're taking to create an environmentally responsible, transit- oriented legacy project for San Diego," said Eric Hepfer, managing director at Hines. 1754

SAN DIEGO (CNS) - The San Diego Airport Authority announced Monday that the Pacific Highway Economy parking lot will permanently close to the public the day after Christmas.The lot will be converted into employee parking, according to airport officials. The need for a new employee lot was brought on by construction of a new stormwater infiltration system at the south side of the runway, where employees currently park. The new system is part of the airport's Stormwater Management Plan to control and reduce pollution caused by the airport's day-to-day operations.Airport travelers will still be able to use the parking lots at both terminals, the Terminal 2 parking plaza and the airport's long-term parking lot. SAN DIEGO (CNS) - Researchers at the UC San Diego School of Medicine released a study Friday looking into loneliness in elderly adults, and found it can be overcome in a variety of ways.The researchers noticed what appeared to be an epidemic of loneliness among adults in senior living or retirement communities, and sought to identify why. According to the study, 85% of the interviewed residents reported moderate to severe levels of loneliness.Dr. Dilip V. Jeste, senior author of the study and senior associate dean for the Center of Healthy Aging and professor of psychiatry and neurosciences at UC San Diego School of Medicine, said loneliness can be deadly.``Loneliness rivals smoking and obesity in its impact on shortening longevity,'' Jeste said. ``It is a growing public health concern, and it's important that we identify the underlying causes of loneliness from the seniors' own perspectives so we can help resolve it and improve the overall health, well-being and longevity of our aging population.''RELATED: Resource guide: keeping seniors protected from abuseJeste said he found few published, qualitative studies about loneliness among older adults, particularly in the independent living section of senior housing communities.He said several personal and environmental factors impacted the study subjects, all 100 of whom lived in an independent housing section of senior- living centers in San Diego.``Loneliness is subjective,'' Jeste said. ``Different people feel lonely for different reasons despite having opportunities and resources for socialization. Losing spouses, siblings and friends can be difficult at any age, but as contacts from younger years dwindle, Jeste said he found that many residents found making new friends difficult and not as fulfilling as those with whom they grew up. I'm not afraid of it. I used to climb mountains. I want to keep moving, even if I have to crawl. I have to be realistic about getting older, but I consider and accept life as a transition,''' Jeste said. ``Another resident responded, 'I may feel alone, but that doesn't mean I'm lonely. SAN DIEGO (CNS) - San Diego Mayor Kevin Faulconer accepted a nine-figure loan from the U.S. Environmental Protection Agency Tuesday to help the city finance phase one of the Pure Water San Diego water recycling program.Faulconer joined EPA Acting Administrator Andrew Wheeler to formally claim the 4 million Water Infrastructure Finance and Innovation Act loan. The city estimates that the first phase of the program will cost roughly .4 billion, including funding from the loan.San Diego will provide one-third of the city's drinking water through the Pure Water program by 2035, according to city officials. The city plans to break ground on the project's first phase in 2019."This federal funding is validation that our Pure Water Program is cutting-edge technology and a worthy investment for San Diego's future water independence,'' Faulconer said. "This is going to be one of the most significant infrastructure projects in San Diego history and will deliver clean, reliable water to our residents for decades to come.''As part of the first phase, the city will upgrade existing water facilities and construct new ones, like the North City Pure Water Facility near Eastgate Mall. Phases two and three will result in new water pipelines and facilities in central San Diego and South Bay.Congress enacted the WIFIA loan program in 2014. The EPA has loaned more than .5 billion in WIFIA assistance for five projects over the last two years."This WIFIA loan will help San Diego construct a state-of-the-art water purification facility that will produce 30 million gallons of clean drinking water each day,'' Wheeler said.City officials estimate that the Pure Water project will add nearly 500 jobs in the next five years.
