SAN DIEGO (KGTV) — Whether or not the Padres head to the World Series, Petco Park may still see playoff baseball this season.Under a plan by the MLB, a neutral-site playoff format with teams living in a "bubble" may be finalized next week, though it is awaiting approval by the Players Association, according to ESPN.The plan states that playoffs would start with the top four seeds in the AL and NL hosting all the games in a best-of-three wild-card series: the AL games between Sept. 29 and Oct. 1 and the NL games between Sept. 30 and Oct. 2.The highest AL seed would be the home team for the division series at Petco Park in San Diego, while the other series heads to Dodger Stadium in Los Angeles. The AL championship series would then be played at Petco Park.On the NL side, the top seed into the division series would play at Globe Life Field in Arlington, Texas, and the next-highest seed would play at Minute Maid Park in Houston. The NL championship series would be hosted in Arlington.The MLB's reported plan would begin the World Series on Oct. 20 at Arlington and end no later than Oct. 28.ESPN reports that the Players Association is considering concerns from players who have lived outside of the bubble format, similar to how the NBA has operated this season, with the ability to be around family and friends. SAN DIEGO (KGTV) – Wednesday’s boycott by the Milwaukee Bucks of the team’s own NBA playoff game follows through on players’ promise to use their platform to demand change and social justice.Six years ago, players pressed league brass to take action against racism ignited by vulgar bigoted comments made by then-NBA team owner Donald Sterling.In 2014, the Los Angeles Clippers players were planning to walk off the floor during Game 5 of the Western Conference playoffs versus the Golden State Warriors. Players on both sides said they were frustrated over the league's soft punishment on Sterling and demanded the owner be banned.With pressure mounting for swift action, Adam Silver, the league's newly appointed commissioner, banned Sterling for life just three days after the scandal broke averting the boycott.Coincidentally, the Milwaukee Bucks staged Wednesday's boycott during Game 5 of the Eastern Conference playoffs.In a 10-minute audio clip posted by TMZ, Sterling chastised then-girlfriend V.Stiviano for posting pictures online of herself with African-Americans, including basketball Hall of Famer Earvin "Magic" Johnson.Sterling made the comments during an argument with Stiviano, who is part African-American."In your lousy f***ing Instagrams, you don't have to have yourself with -- walking with black people," he said in the audio clip."If it's white people, it's OK?" asked Stiviano, according to the recording. SAN DIEGO (KGTV) - The Padres utilized the team's newly-expanded protective netting for the first time Friday afternoon while hosting a high school baseball game between La Costa Canyon and Vista.The net now extends beyond both dugouts, stretching from section 115 down the left field line to section 116 down the right field line.  Most of the net stretches 24 feet high, before tapering.  Netting will also be added above the dugouts and the wall along the warning track.In a statement revealing the details of the changes, Padres Executive Chairman Ron Fowler and General Partner Peter Seidler said, "We feel the new design drastically improves the safety of our patrons, while the state-of-the-art materials will have a minimal effect on the fan experience as it pertains to the view of the field and sightlines of our ballpark."10News spoke with several fans at Petco Park Friday. While all said they understood and appreciated the safety concerns, not all of them like the change. "I would probably lean toward keeping it the way it was," said Mark Stephens, a Padres ticket plan holder. "Stephens expressed concern that the netting could be an obstruction to the view from some seating locations. He also worries that the netting will reduce the opportunities for fans in those sections to catch foul balls, which is a reason many people choose to sit in the areas behind and just past the dugouts. Stephens believes fans should be paying more attention to the action on the field, so they can see a ball coming their way. "My personal feeling is that people could avoid 85% of the problem if they just watch the game."Another fan, Brian Beaumont, agrees, saying too many people at games are distracted. "The netting might be a sign of the phone age. The smart phone and the not-so-smart fan."The Padres are one of several teams who have extending their netting this off-season.  It follows an incident last September at Yankee Stadium when a foul ball hit a one-year-old girl in the head. She suffered several broken bones and could have permanent damage from the impact.In a similar incident last season, a man in Chicago, Peter Loos, was hit squarely in the eye by a foul ball while watching a game at Wrigley Field. San Diego (KGTV) - A San Diego doctor convicted and deported due to child pornography charges is back working in the medical field.In 2006, Dr. Jacques Lemire pled guilty to possessing child pornography.More than a decade after he was stripped of his medical license in California, the Toronto Star discovered Lemire was able to get a new license in Canada."I'm not working with patients; I think it shouldn't be disclosed,” said Lemire.He explained in a phone interview with a Toronto Star reporter that he doesn't think the disciplinary actions he was dealt in the United States should be listed on his current license in Quebec.“The fact that I’m doing administrative, I’m not working with patients. I think it shouldn’t be disclosed,” he said. “I’m not even close to any patient.”In the late 90s, Lemire was at the top of his medical game in San Diego.He specialized in pediatric kidney transplants and 10 News even featured him in a 2001 story. But, in January 2004 that rising career came crashing down.Lemire was arrested for possessing child pornography. Investigators were tipped off when Lemire took his laptop in for repairs. A technician found images of children engaged in sexual acts.Lemire pled guilty to possessing child pornography in 2006. Also, his medical license was revoked, according to records Team 10 obtained from the Medical Board of California.In sentencing transcripts, the court noted that although Lemire is guilty of possession of child pornography, examining professionals did not determine him to be a pedophile.Lemire spent about year behind bars and was deported to Canada around 2008.A decade later, reporters for the Toronto Star found Lemire working in a medical setting. They discovered he now “reviews medical files for Quebec's public health insurance program.”The publication's series, “Bad Doctors who Cross the Border can Hide Their Dirty Secrets” reveals how doctors crisscross the Canada-U.S. border while a broken system keeps the records of their crimes, malpractice and disciplinary rulings secret.The Toronto Star discovered, “A year after the U.S. government deported Lemire, Quebec's physicians' college granted him a license." According to their investigation, “From 2010 to 2014, Lemire was permitted to practice only in Quebec ‘institutions,’ and he spent three years at an old-age home for retired nuns. He was not explicitly restricted from treating children, and the institutions category includes child and youth protection centres.”On its website the Quebec College lists Lemire as having an active status, but his practice is limited to administrative tasks without clinical activity.What's not listed in his profile is any disciplinary action taken against Lemire by the California Medical Board or U.S. courts. It lists a phone number to call for more information.Team 10 asked the Medical Board of California to comment on Lemire’s current situation in Canada.In a statement a spokesperson said, “The Medical Board of California (Board) is committed to consumer protection, transparency, and notifying consumers and out-of-state jurisdictions when a physician has been disciplined in California. The Board posts disciplinary actions on its website and sends subscriber alerts whenever a doctor has been disciplined. In addition, the Board regularly posts updates on its Twitter and Facebook pages whenever a doctor is disciplined. The Board works with the Federation of State Medical Boards and National Practitioner Data Bank to notify jurisdictions outside of California when doctors have been disciplined here.”Team 10 investigator Adam Racusin asked how situations are handled if a doctor is disciplined in another country, then applies for a license in California? The spokesperson said, “Whenever a doctor who is disciplined in a jurisdiction outside of California and applies for a license in California, the Board reviews the discipline as part of the licensure process.”In his interview with the Toronto Star, Lemire said officials with the medical college were presented with all the information and they agreed that he would get his license back. SAN DIEGO (KGTV) -- Years of emails and persistence finally paid off for a Del Cerro man whose sister died while crossing the street five years ago. Vahid Hamzavi's sister, Mina, was killed while crossing the street at the intersection of Navajo Road and Margerum Avenue. There are crossing signs and buttons, but no designated, marked crosswalk. Hamzavi started asking for a crosswalk at the deadly intersection in 2016. In February, he reached out to 10News because nothing had been done. City Councilmember Scott Sherman's office told us there would be a crosswalk installed by March or April, but still nothing. Last week, Hamzavi called the councilmember's office again. Sherman's office told him they expedited the work order with the Department of Transportation and Storm Water and that the crosswalk would be in place by Friday. On Monday, crews were already out measuring and outlining the design for the crosswalk. The work is expected to be complete on Tuesday.Hamzavi says the wait was worth it and he hopes the intersection will now be safer for those walking in the neighborhood.  1153
