SAN DIEGO (KGTV) - More than 700 underclassmen moved into dorms at San Diego State University Thursday, and a new report says a growing number of them are from out of state.A new analysis by USA Today says 78 percent of SDSU's incoming freshman were from California students in 2017. That compares to 88 percent in 2012. Out-of-state students pay an extra ,880 in tuition each year. "The cost is definitely a part of it, but, just, Florida isn't as appealing. Too hot, too humid," said Jackson Noye, an incoming freshman from Jacksonville. "Nothing can really beat San Diego."The University called the study "a bit misleading." In a statement, it said enrollment for in-state and out-of-state students is increasing, and that any suggestion it is prioritizing out-of-state students is untrue. "The number of students SDSU can admit and teach, as defined by the resident target enrollments, is contingent upon the amount of state funding allocated," the statement read in part. "SDSU is given an enrollment target for in-state students every year, and the state only provides funding to teach the targeted number of students. For that reason, SDSU currently enrolls the number of students funded."While freshman admission may be getting more competitive, many times students have a better chance of getting in to their top choice as a transfer. "The most selective public four-year universities often have higher acceptance rates for transfer applicants than first-year applicants," said Craig Meister, an admissions consultant. Rob Franek, editor and chief of the Princeton Review, said in addition to having solid test scores and a high GPA, students can set themselves apart by showing their desire to go to their top choice. SAN DIEGO (KGTV) - Mortgage brokers spent the past week calling and emailing clients around San Diego, telling people it's time to buy."Whenever I see a rate dip like that, my first reaction is to call everyone as fast as I can," says Broker Scott Davenport. "I try to get a hold of as many people that have been on that fence to jump on it as quickly as they can."The frenzy started when mortgage rates dropped .22% on March 27, to 4.06% on a 30-year fixed rate mortgage.It was the biggest single-week rate drop in more than a decade.RELATED: San Diego among top hot housing markets for 2019, Zillow reports"That could mean a savings of hundreds of dollars per month," says Davenport. "Or even hundreds of thousands of dollars over the course of a 30 year mortgage."Analysts say the drop came after the Federal Reserve said it was worried about the economy slowing down. It caused concern among investors, which led to good news for buyers."It's not gonna last," says Davenport. "You never know where the market's going to go. I expect rates to stay low through the summer, but at the same time, I don't expect them to stay low for long."Rates hit historic lows in 2012, around 3%, after the recession and housing bubble burst. Davenport says he doesn't see conditions that would create rates that low any time soon. That's why he's telling people to take advantage of the current rate near 4% now.He says anyone thinking of buying, or of refinancing a mortgage should get in touch with their broker now."Have the numbers run. It's something we do all the time," he says. "We can see if there's a benefit for a refinance with it, with the rate drop for you right now. SAN DIEGO (KGTV) - New advertisements against Measure B riled up supporters, who spoke out against the massive development Friday.The commercial states, "Measure B the Newland Sierra project, is a luxury development," something supporters vehemently deny."What I think is disingenuous is making people feel fearful of what can happen in this development," supporter Melinda Vasquez said.Friday, dozens gathered in Kearny Mesa to advocate for Newland Sierra's development project. She is a first generation American (her parents moved from Mexico) and a teacher. She teaches first- and second-graders, and comes home to a 12-month-old."Even though she's a toddler we're going to be expanding soon in the future and we're going to need that space, that affordable space to grow our family," Lopez said she is always budget conscious for her family.The county's existing general plan calls for 99 homes and up to 2,000,000 square feet of commercial property with open space. They said the development will have a spread of apartments for seniors and low low income, affordable town-homes, and individual homes. The highest bracket in the chart showed 1,570 or more. SAN DIEGO (KGTV) -- Police Thursday released a picture of the vehicle used in a deadly hit-and-run in Logan Heights last week. 52-year-old Maria Estrada Romero was hit while walking near Cesar Chavez Parkway on her way to a bus stop on November 15. Two days later, she died at the hospital. Police say the driver didn’t call 911, or stop to render aid to Romero. RELATED: Woman critically injured in Logan Heights crashThe vehicle used in the hit-and-run is described as a 1997 to 2004 white Ford F-150 truck with stock wheels. 10News spoke with family members about the crash Wednesday. Romero was a mother of five and grandmother of five. "Always really happy, an outgoing person," said Brianda Ramos.The family says they rushed to the hospital after learning Romero was struck by a hit-and-run driver. Basically left her right there," said Ramos.Family members say Romero had become famous in the area for selling tamales at parks and schools in Southcrest and Bay Terraces. SAN DIEGO (KGTV) - Most above-ground power lines in San Diego may soon be gone.The City of San Diego has an aggressive plan to move the lines underground, and they want your input at a meeting next week.People in Ocean Beach aren’t looking forward to the headache during construction, but can’t wait until the power poles are gone.Wayne Samuel works at Ozzie's Import Auto in Ocean Beach. The process to move utility wires outside his business underground has already begun.“So far they’ve taken underground connections from building to power grid,” said Samuel.A map of the plan shows there are 1,000 miles left to transfer underground. The city plans to bury 15 miles a year.The project will be funded by a surcharge on your SDG&E power bill that you’ve been paying since 2002. The city says you won’t see an increase in your bill, even though the price tag is in the billions.The reason for going underground? Fire safety and aesthetics.“I think it’s a good idea getting billboards and power lines out of the visible view of the public,” Samuel said.Arthur Harral has lived in Ocean Beach for more than 40 years. He’s dealt with the pre-construction and paid for the surcharges, but doesn’t mind.“It’s a wonderful deal. In some states across the country, in Colorado, they have them underground, and I’m all for it in San Diego,” said Harral.Construction will last 18 to 36 months. Once the new underground utility lines are in place, the city will install curb ramps, replace street trees, and repair damaged pavement.A public meeting about the plans will take place downtown next Tuesday at 5:30 in the Auditorium at the San Diego Public Utilities Department located at 9192 Topaz Way. 1707
