SAN DIEGO (KGTV) - In celebration of National Pool Opening Day and in anticipation of the summer season, San Diego leaders will hold a community water safety festival Saturday.The 10th annual "April Pools Day" event will be held at Bud Kearns Pool, at 2229 Morely Field Dr., featuring swim assessments, CPR demonstrations, and safety presentations to educate about safe water practices.The event will also hold a cannonball kickoff and giant inflatable obstacle course for kids.RELATED: National Pool Opening Day signals summertime swimmingThe community water festival is aimed at waterproofing San Diego, through a multi-step approach to drowning prevention, swimming lessons, and beach safety training.As San Diego readies itself for the summer, the Prevent Drowning Foundation of San Diego will also hold a number of free swimming lessons and CPR demonstrations around the county. SAN DIEGO (KGTV) - Inside the 3D Innovations Lab at Rady Children's Hospital, the hearts, bones, skulls, and spines of patients are brought to life in a new way.Justin Ryan, Ph.D. is director of the lab. Using 3D printers, they can replicate a patient's anatomy down to every precise detail, giving doctors critical information before surgery.“The concept is by giving our doctors more information they can perform a better procedure; they can even perform it with less time. So that means less time under bypass, less time under anesthesia, which is great for the patients themselves," said Ryan.For example, if a patient is a candidate for a stent or valve, doctors could use the 3D model to try different sizes before entering the operating room. “We give them more information to plan a better procedure," said Ryan. While some of the models take several hours, many can be created within the day. “There isn’t an average day, I might have a cardiac case in the morning, an ortho case in the evening, I'll have a doctor have an idea for a medical device that they wanted to design or develop, and that all happens here," said Ryan. Ryan says the 3D models are also useful when explaining the procedure to families. The technology is currently being funded by grants and donations, at no extra cost to families. SAN DIEGO (KGTV) - Marine biologists and other experts are at Fiesta Island Tuesday morning to try to determine what caused the death of a large whale.The gray whale was discovered by lifeguards on the shore of Blacks Beach Monday at about 11 a.m.The dead whale was eventually towed from the Torrey Pines area to Fiesta Island, arriving at 3:30 p.m.Officials with the National Marine Fisheries were called to Fiesta Island to perform a necropsy.After Tuesday's examination, the whale is expected to be transported to the Miramar Landfill.  552

SAN DIEGO (KGTV) – Major developments came late Tuesday to create countywide policy changes related to policing reforms. After several hours of testimony and public comments, all three parts of a policy package were voted on and passed by the San Diego County Board of Supervisors during a special meeting.It was introduced by Supervisor Nathan Fletcher who said it was designed to create more transparency and to start to change systemic and structural racism that has caused pain and harm to generations of African American people.The three proposals that passed include launching mobile crisis response teams made of social workers and clinicians instead of law enforcement for some mental health and homeless services and emergency calls, increasing independence and strengthening oversight of the Citizen’s Law Enforcement Review Board and establishing an Office of Equity and Racial Justice.ABC10 News listened in as callers weighed in on both sides of the debate over the creation of an Office of Equity and Racial Justice. Many callers were in favor of its creation. Others argued that the County should consider a bolstered version brought forth by civil rights activist Rev. Shane Harris who recommended that the County increase the number of staffers assigned to the Office and increase its budget to million.The Board of Supervisors decided that the passed proposal for the Office of Equity and Racial Justice will need to be reviewed by an independent consultant and the Human Relations Commission will need to provide guidance on the Office’s mission.Late Tuesday, the Office of Supervisor Nathan Fletcher sent ABC10 News the following statement:“The Board of Supervisors today voted to support the entire Racial Justice and Law Enforcement Realignment Policy Package authored by Supervisor Nathan Fletcher and crafted in partnership with respected leaders from the Black community. The group released the following statement after the vote:‘The community called for change, and today’s action is a step forward. Tackling deep seeded issues of systemic and structural racism is not going to be easy and at times it will be uncomfortable, but, we will be a better organization and a better people because of the actions we take to support racial justice and realigning law enforcement. We are thankful for the considerable community input we received to shape these policies and tremendous support that helped ensure their passage. SAN DIEGO (KGTV) — Lifeguards say a swimmer who disappeared early Saturday in Pacific Beach has been found safe.San Diego Lifeguards say four friends went into the ocean around 1:30 a.m. across from the Ocean Blvd. and Garnet Ave. beach entrance. But one of the friends did not return, prompting searches throughout the morning by U.S. Coast Guard and lifeguard crews.Later Saturday, the missing person was located safe at a friend's house, the Coast Guard told 10News.The swimmer was reportedly celebrating his 21st birthday at the nearby Waterbar before the group went for a swim, according to San Diego Lifeguard Lieutenant Rich Stropky.Though the group told lifeguards the water was only waist deep in the area they were swimming, the swimmer somehow became separated. The person's clothes, wallet, and phone were also left behind when the group returned to shore, Stropky said.Saturday morning, a U.S. Coast Guard cutter and helicopter assisted in the search. 972
