BEIJING, Feb. 14 (Xinhua) -- A cold front is expected to sweep the northern part of China over the next three days, bringing strong wind and a temperature drop, the China Meteorological Administration (CMA) said Sunday.Small to moderate snow or sleet is forecast in the northern and southwestern part of Xinjiang Uygur Autonomous Region, western Tibet Autonomous Region and the northeastern part of China.The cold front will cause a temperature drop of four to six degrees Celsius since Feb. 15 in central and eastern parts of Inner Mongolia Autonomous Region, north China and northeastern China.The central and the eastern part of China will see a temperature drop of three to five degrees Celsius.Areas in Hunan and Guizhou provinces would expect freezing rain over the following three days.The CMA also said the blizzard condition which had stricken eastern Jiangsu and Zhejiang provinces had eased to small to moderate snow or sleet.The National Meteorological Center had cleared the blizzard warning by 6 p.m. Sunday, 24 hours after the issuance, the CMA said.

BEIJING, Jan. 17 (Xinhua) -- The United States needs to face up to its own imbalances rather than engage in more China bashing over trade, said world-renowned economist Stephen Roach.     "The West, especially the United States, needs to take a long hard look in the mirror and face up to its own imbalances. Hypocrisy is not a recipe for global statesmanship," wrote Roach in Singapore's leading financial daily Business Times this week.     As U.S. congress and the White House look toward the mid-term elections of 2010, Washington could well up the ante on China bashing -- moving from a rhetorical assault to widespread trade sanctions, predicted Roach, chairman of Morgan Stanley Asia.     He noted that the United States has already imposed trade sanctions on Chinese exports of tyres, coated paper product and steel piping and grating in recent month.     Roach argued that the expected salvo from Washington was apparently built on hypocrisy as the United States itself should also be held accountable for the global economic imbalances.     Meaningful progress on global rebalancing could not occur without progress by both China and the United States and that China has a more optimistic prospect of achieving rebalancing, he said.     "There is good reason to believe that China ... is about to take dramatic steps in rebalancing its domestic economy in a fashion that would provide a sustained and meaningful reduction in its current account surplus."     China viewed the recent crisis and recession as an unmistakable wake-up call, which left the country with little choice other than to shift the sources of its GDP growth from external to internal markets, he said.     However, it was hard to be sanguine about the outlook for America's saving and current account imbalance.     "The United States, with its massive shortfall in domestic saving, has come to rely heavily on surplus saving from abroad to fund economic growth. And it must run massive current account deficits in order to attract that capital," he said.     All nations need to be accountable for the role they need to play in driving a long overdue global rebalancing, said Roach. "It would be the height of folly to try and force China into a counter-productive approach, especially since it appears to be taking its own rebalancing agenda very seriously."

The volume is expected to rise Friday and Saturday, according to the Railways Bureau of Wuhan, the provincial capital.The railway station of Hefei, capital of Anhui Province in east China, has sent off about 30,000 passengers every day since Thursday to the major destinations of Beijing, Guangzhou, capital of Guangdong Province, and some other big cities.The station set up 50 ticket booths, including 20 additional ones, to meet the booming demand for departure.The railway station of Nanning, capital of Guangxi Zhuang Autonomous Region in south China, will see 34,000 passengers leaving for other regions Friday, up 17 percent as against that of Thursday.However, a passenger surnamed Huang failed to get a ticket to his workplace of Hangzhou in Zhejiang Province."Tickets are sold out, only those for training leaving after Feb. 25 are available," said Huang, carrying heavy luggage.The country's railways served about 5.44 million passengers nationwide on Thursday, an increase of 12.5 percent over the same day last year, according to the Ministry of Railways (MOR) Friday.The ministry said the number of long-distance travelers increased markedly as more people decided to make an earlier return trip to avoid the traffic boom, and the volume is expected to peak on Friday and Saturday.About 210 million passengers will travel during the 40-day rush period beginning January 30, a 9.5 percent rise compared with a year earlier, MOR had estimated.During the holiday period, 1,972.5 pairs of passenger trains were put into use every day on average, an increase of 156 pairs compared with the same period last year.The trains served with an average daily transport capacity of 5.57 million people, an increase of 430,000 people compared with the same period last year, according to the ministry.In Shandong Province, volume of coach passengers also kept increasing in the past few days.More than 90,000 people are expected to take coach Friday to leave Jinan, the provincial capital, said Zhu Mi, media officer with the city's long-distance coach station.The station is able to handle a maximum volume of 100,000 passengers a day, he said."I left home at 6 a.m. to catch the bus, but every coach has been fully loaded," said a migrant worker who planned to seek job in Guangzhou.Shenzhen, a popular workplace for migrant workers in Guangdong, has seen an increasing number of air passengers over the past several days. More than 45,000 passengers arrived in the city on Thursday and 47,000 others are coming, the airport authority said.The Lunar New Year fell on Feb. 14 this year and is an important traditional festival of family reunions.

  

BEIJING, March 10 (Xinhua) -- The Chinese government will adopt stricter measures to boost energy conservation this year to meet the goal set by an important five-year plan, Xie Zhenhua, vice minister of the National Development and Reform Commission, said Wednesday."It's the last and decisive year for us to realize the goals set by our country's 11th Five-Year Plan," Xie said at a press conference on the sidelines of the annual session of the National People's Congress, China's top legislature."The current energy conservation situation lags far behind the goal set in our plan and our task is still formidable," said Xie, one of China's leading negotiators for climate change talks.Under the 11th Five-Year Plan ending this year, China pledged to cut energy consumption per unit of gross domestic product (GDP) by 20 percent, or four percent each year, but consumption fell by a margin much smaller than the set target during the past four years.The per unit GDP energy consumption fell only 14.38 percent from the 2005 level.Xie said the Chinese government will enact a series of measures this year to boost energy conservation, including the introduction of an accountability mechanism for provincial governments and tight control of projects of high energy consumption and high pollution.China announced in November it aimed to reduce the intensity of carbon dioxide emissions per unit of GDP in 2020 by 40 to 45 percent compared with 2005 levels.

  

Beijing, Feb. 8 -- China's banks will outpace their peers in India and Indonesia, the best performers in Asia's banking industry over the past decade, to deliver the highest returns over the next five to 10 years, analysis firm CLSA Ltd said.The top eight performers among Asian banks over the past decade were all from India, with gains of 400 percent to 3,000 percent, CLSA said in a research report released today.Indonesian banks ranked second over a three-to-five-year period, as no data was available for 10 years, the report said.Shenzhen Development Bank Co, China's first commercial bank to launch an IPO and get listed on Shenzhen Stock Exchange (in 1987), is expected to show a more than eight-fold increase in net profit for 2009, boosted by lower provisions for bad loans and higher net interest and fee income, the Wall Street Journal saidThe two countries recorded the highest credit growth, as India's loans increased 622 percent over the past 10 years, followed by 508 percent growth in Indonesia, Daniel Tabbush and Suangsuda Sinsadok, analysts at CLSA, said in the report.That shows "positive" implications for China's banks given the nation's 326 percent increase in loan growth over that period, they wrote in their analysis."Where China stock price data is only recent, we can at least assume that the fact that those banks are returning the third-highest loan growth over the past five and 10 years can in fact mean strong total returns over the long term," the analysts wrote.China's loan growth of 79 percent was the highest over the past three years, according to the report by CLSA, which is "overweight" on the nation's bank stocks as well as those in India and Indonesia.
