Rosa is facing one felony charge of cruelty to an animal and one misdemeanor charge of failing to provide animal care.In January, a video surfaced showing a woman, who appeared to be Rosa, riding a motorized scooter, dragging a dog. The video went viral. Charges were filed on Feb. 15 by the District Attorney's Office against Rosa for animal abuse and neglect.
