SHIJIAZHUANG, Sept. 23 (Xinhua) -- Four Japanese are being investigated in China for having entered a military zone without authorization and illegally videotaped military targets in northern Hebei Province, local state security authorities said Thursday.The state security authorities in Shijiazhuang, capital of Hebei, have taken measures against the four people according to law after receiving a report about their illegal activities.The authorities only gave one name of the four Japanese nationals, Sada Takahashi."Currently, the case is being investigated," the state security authorities in Shijiazhuang said in a statement.No further details were provided.

URUMQI, Sept. 5 (Xinhua) - China will upgrade an annual trade fair held in Urumqi, capital of Xinjiang Uygur Autonomous Region, to a leading trade platform in the heart of Eurasia and to boost cross-border economic cooperation in a region vulnerable to unrest and violence.The China Urumqi Foreign Economic Relations and Trade Fair, which closed here Sunday, will be re-launched as China-Eurasia Expo beginning next year, government organizers said, and it will become an important exchange platform for the Shanghai Cooperation Organization, which includes China, Kazakhstan, Kyrgyzstan, Russia, Tajikistan, and Uzbekistan."The upgrading is overall and comprehensive," said China's Minister of Commerce Chen Deming, who heads the China-Eurasia Expo Organizing Committee.He said the Expo will serve as China's platform to reach out to the entire Asia and Europe rather than just central and south Asia.People visit the 19th Urumqi Trade Fair in Urumqi, capital of northwest China's Xinjiang Uygur Autonomous Region, Sept. 4, 2010. BEIJING, Oct. 20 (Xinhua) - China's State Council, or the Cabinet, unveiled a set of guidelines Wednesday, aiming at helping reconstruction work in landslide-hit Zhouqu County in Gansu Province.The guidelines affect taxation, finance, education and employment policies in the region which was devastated by the massive mudslide on Aug. 8.The document clarified that funds for the reconstruction would come primarily from central government subsidies.It said that priority would be given to rebuild damaged residential houses, public services, infrastructure and prevent the spreading of diseases.It specified tax reduction measures for enterprises and individuals who had organized and collected donations, and encouraged banks and financial institutions to increase loans to the mudslide-hit areas.Land required for housing, infrastructure and reconstructing public facilities will be allocated by the local government, according to the document.Local governments or universities have also been directed to financially assist Zhouqu-born college students, while high-school students in the landslide-affected areas have been exempted from paying tuition fees, the document said.A massive mudslide triggered by rainstorms slammed Zhouqu county in northwest China's Gansu Province on Aug. 8, leaving 1,472 dead, 294 missing and more than 15,000 people homeless.
