BEIJING, Dec. 16 (Xinhua) -- China issued rules for pilot programs of RMB Qualified Foreign Institutional Investors (RQFII) on Friday, formally giving a green light to investment of overseas RMB funds in mainland securities markets.The move is expected to widen the investment channel of overseas RMB funds and add new momentum to the country's bid to make the RMB an international currency.Hong Kong subsidiaries of fund management companies and securities firms can use RMB funds raised in Hong Kong to invest in mainland securities within a permitted quota, according to the rules jointly released by the China Securities Regulatory Commission (CSRC), the People's Bank of China and the State Administration of Foreign Exchange.The total investment quota of RQFII pilot programs is set at around 20 billion yuan (3.15 billion U.S. dollars), according to the rules.To control risks, qualified investors should invest no less than 80 percent of the RMB funds they raised in fixed-income securities, while investment in stocks and equity funds should account for no more than 20 percent.The CSRC will join other related departments to study the possibility of further expanding the trial program after its launch, said a CSRC official who declined to be identified.The launch of the RQFII will open another significant channel for overseas RMB funds to flow back into the country, said the CSRC official.It will also help diversify investment products for overseas RMB funds and facilitate off-shore RMB business, the official said.The RMB is not fully convertible under the capital account but China has stepped up efforts to make the currency more international over the past few years.The government has encouraged the use of the RMB in cross-border trade and investment settlement and approved foreign direct investment in overseas RMB funds obtained overseas.It also allowed Hong Kong to establish an offshore yuan market and has expanded trade settlement agreements and currency swaps to create more channels for the yuan to circulate outside the mainland.

For example, there was a trial that was conducted in Thailand in which there was a modest degree of efficacy, about 31 percent of protection."That's not enough to have a vaccine available for widespread use but give us some important clues into what next generation of vaccines would be," said Fauci.As to the "three zeros" target adopted by the United Nations this year, Fauci said that it's "aspirational but not gonna be easy.""It is good to set very high goals for the future. I don't think that we realistically are gonna get to zero new infections, zero new discrimination, zero (AIDS-related) death in the next few years," said Fauci. "I think it will take several years to get there. I believe that if more countries and the international community are engaged to play a role in trying to stop HIV, to prevent and treat and care for HIV-infected individuals, that we will automatically achieve that objective."

BEIJING, Nov. 10 (Xinhuanet) -- Awareness in three vegetative patients were detected in a portable electrode test, a new study shows. If replicated, the method may change standards in treating such patients.The new study, published online in the journal The Lancet Wednesday, was reported to be the first to detect signs of awareness in patients living in the unresponsive state through more accessible electroencephalogram (EEG) machine.The EEG is a portable and more affordable technique than Magnetic Resonance Imaging (MRI) scanner, but it is as effective as the MRI to diagnose patients in the vegetative state, according to the research team led by Damian Cruse and Adrian M. Owen of the University of Western Ontario.In the research test, the team hooked 16 previously determined to be vegetative patients to EEG machines and gave simple instructions to them like moving their fingers and toes.The machines show that the patterns in the premotor cortex, the area of the brain that plans and prepares movements, in three of 16 patients were exactly the same as those of healthy volunteers.While the patients were able to follow simple instructions, they were not able to make their own decisions about their state, the researchers said.
