SOLANA BEACH, Calif. (KGTV) - Solana Beach is one of San Diego County's most expensive places to live, but it has no affordable housing.Now, the City Council may pursue turning a part of the City Hall parking lot into a 19-unit mixed-use affordable housing complex. The council could vote Wednesday to issue a request for proposals for development of the site, with the hopes of selecting a company to build it by September. City Hall, by the way, is across the street from steps that lead to its famous beaches. "It'd be like winning the lottery," said Christian McDonough, one of the hundreds of people who work in Solana Beach's tourist-facing businesses, but can't afford to live there. "If you're in the service industry, you're most likely not living in Solana Beach."This would be the city's second attempt to add affordable housing. In 2014, the council approved a 10-unit complex called The Pearl, down the block from City Hall. It is still awaiting financing after surviving a legal challenge, developer Ginger Hitzke said.Richard Earle, who rented a blufftop condo for more than a month, said he supports the idea of affordable housing, but said it wouldn't solve the larger problem."It's going to turn into a gong show for 5,000 applicants and we're going to say, here's the lucky 20," Earle said. Zillow reports that the average rent in Solana Beach is ,837 a month, up 4.7 percent from a year ago.    1459

SPRING VALLEY, Calif. (KGTV) -- Monte Vista High School is increasing security Tuesday after finding a threatening message written in the men’s restroom. According to a statement from the Grossmont Union High School District, the threatening message was discovered written in marker on a partition wall in the men’s restroom.The district says the message referenced an act of violence but lacked any specifics. Several Hilltown, Pennsylvania, police officers helped save a distressed horse from a burning barn last week, which was captured by an officer’s body-worn camera.Officer Matthew Reiss told KYW-TV that he did not have much time to get Phoebe the horse out of the barn."Quickly improvise, and come up with a solution to get that animal out,” Reiss said.Other horses were in the barn at the time of the fire and were rescued by friends and family, but Phoebe was reportedly too spooked to follow.That’s when the officers and horse trainer Lena Obernesser teamed to get Phoebe out. Obernesser used a shirt to cover her eyes and push the horse to safety as Reiss used a rope to pull Phoebe to safety. Phoebe then ran to safety."She was definitely terrified, the cops were fantastic though, they jumped right in,” Obernesser told KYW. “I saw the footage and I was just in awe. Like oh my God, thank God they were here."Obernesser credited the officers for rescuing Phoebe.“They really stepped up, we had so many people reaching out,” she said. “it was, I was so proud to be a part of this community."After a week, Phoebe is reportedly in good health. The condition of the barn is still being calculated, but members of the community have started a fundraiser to help the Red Wing Farm care for their horses. 1309

SPRING VALLEY, Calif. (KGTV) - Surveillance video captured intruders surprised by an alarm during a burglary in Spring Valley Wednesday night.The break-in unfolded in Eva Bradley's home off Paradise Valley Road while she was at work. "I'm sad, upset and angry." said Bradley.Just before 11 p.m., a guest bedroom window was forced open. A surveillance camera was rolling in the bedroom of Bradley's 8-year-old son, who was not home. "Scary, scary. Just glad we weren't home. Such as violation," said Bradley.In the video, a person is seen shining a flashlight in the dark. He leaves and another intruder, wearing a hoodie, enter the room and opens a drawer. Moments later, the camera is struck and falls over. Soon after in the living room, the burglar with the flashlight - now toting a bag - is sneaking through the room before he triggers the motion sensor and the alarm. He and another figure then run out of the room.The break-in was cut short, but the thieves made off with iPads and jewelry, including a gold and diamond-shaped ruby ring which Bradley's grandmother wore every day before she died."I didn't get a chance to say goodbye before she passed away ... It's the only physical thing I have to remember her by," said Bradley. Bradley is likely not the only victim. A short time later, a person resembling the thief with the hoodie was recorded in the same area, ringing a doorbell and likely looking for another target.
