SAN FRANCISCO (AP) — A firefighter who died while helping people evacuate a Northern California blaze was killed by a fire tornado that at one point reached a temperature of 2,700 degrees Fahrenheit (1,480 degrees Celsius), officials said.Redding firefighter Jeremy Stoke died after he was enveloped in seconds by a fire tornado with a diameter of 1,000 feet (300 meters) and winds up to 165 mph (265 kph), the California Department of Forestry and Fire Protection said in a report released Wednesday detailing his death and the death of a bulldozer operator.Videos released with the report show the massive blaze burning in a populated area and sending a cloud of thick smoke up into the air with flames swirling up into the sky.RELATED: Firefighter killed battling Mendocino Complex fire  The tornado ripped roofs off houses and flung power line towers, cars and a shipping container into the air near the spot where Stoke was overtaken by the flames, according to the report.Cal Fire officials said that on July 26, the 37-year-old fire inspector was driving his pickup truck down a Redding road, working on evacuating people. One minute later he radioed out a "mayday" call saying he was getting burned and needed help.Stoke "identified himself by his radio call sign, and stated that he needed a water drop and was getting burned over," the report said.When an engine captain tried to contact him shortly after, there was no response, it said."Observations from witnesses and other evidence suggest that either several fire tornadoes occurred at different locations and times, or one fire tornado formed and then periodically weakened and strengthened causing several separate damage areas," the report said.Stoke, whose remains were found the following day, was one of eight people killed since the blaze started on July 23 with a spark from a vehicle driving on a flat tire.RELATED: A flat tire started the deadly Carr Fire and days of devastation in California  The wildfire has destroyed nearly 1,100 homes. It was 71 percent contained as of Thursday.The report also detailed the death of private bulldozer operator Don Smith, 81, of Pollock Pines, who was killed when his bulldozer was caught in the flames while trying to improve a fire line, defending a home during what the officials say were "extraordinary fire weather conditions."Both deaths and the injuries occurred within an hour and 50 minutes in one 3-mile (5-kilometer) stretch.Smith was trying to improve a previously constructed a fire line near the Buckeye Water Treatment Plant outside Redding after 5 p.m. on July 26 when other firefighters noticed "a rapid increase in fire activity."It jumped the fire line and a Cal Fire crew chief said he made several radio attempts to tell Smith to "get out of there." Two firefighters in the area also "recognized the urgency of the situation" and tried to reach Smith on foot but had to turn back because of the encroaching flames.Smith reported that he was cut off by the fire and was pushing on in his 2002 John Deere open cab bulldozer in an attempt to reach a safe area. He also requested water drops and four helicopters began dropping water through the smoke and flames around Smith's last known location.Once the smoke cleared, a pilot saw that Smith's dozer had been engulfed in flames and there was no sign of the protective metallic tent that firefighters deploy as a desperate measure when they are about to be overrun by fire. After two attempts, a fire captain was able to reach the bulldozer two hours later and confirmed that Smith was dead. 3592

There is an exception for businesses like rural wineries that have dominantly outdoor, spread out seating. For the food rule, a bag of chips does not count. An outline of the rules states businesses have to offer a sit down, dine-in meal and any alcohol purchased has to be on the same transaction of the meal.The co-owners of Carriage House Lounge said they don’t meet this requirement, but they’re brainstorming ways to add food so they can stay open.“Now we gotta close again? At least if we can open a little bit with some food, maybe we can make enough to pay the rent anyway so we don’t get deeper behind,” said Andrew Haines.Haines said he and his business partner Rachel Dymond been back open for less than three weeks before this second closure. During that span when they were open between closures, they barely hit 50% for sales, which has been enough to pay rent and paychecks, but not bring in a profit. They said they can’t consider a second closure, so they’re talking about bringing in catering or partnering with a local restaurant to have food and be able to stay open.They’re not alone in this plan.Chad Cline has ownership in multiple San Diego bars and restaurants, which he says have also been hurting financially through the last three months. He said his businesses that don’t serve food are also going to now have a food option so they can meet new regulations and be able to stay open. Cline said he doesn’t agree with the thought process behind the new law.“I don’t think any rational person is going to be able to wrap their head around the difference between going to a table and having a drink and then going to that same table and having a drink and a hamburger and the second trip is okay but the first trip is not okay,” said Cline.When asked why the food distinction was made, Supervisor Nathan Fletcher said bars lead to impaired judgement which can impact carefulness, people spend more time in bars, the loud setting requires people to yell which can spread droplets and the congregating makes contact tracing more difficult.Cline said they’ll follow the rules but he isn’t happy with the leaders who made this decision.“We just play the game and go okay we have to serve food so we’ll serve food, but if I’m being completely clear it is kind of a game at this point because we’re just trying to exist and we just have to figure out how to follow the guidelines,” said Cline. 2922

SAN DIEGO (KGTV) -The extended patio seating in the Gaslamp Quarter is here to stay for now, according to the Gaslamp Quarter Association.Thanks to a special events permit, as long as social distancing is required, restaurants will overflow into the streets with patio dining Thursday through Saturday each weekend through the end of the year.Manager at The Field Phil Nestor was thrilled to see how busy it was Saturday, saying the patios made a "100%, a million times over," difference to recuperating after being shut down during the pandemic.He said people feel more comfortable sitting outside, and diners said they enjoyed the atmosphere."I think it's actually a pretty good idea, it reminds me of my time in Europe so I think it's pretty cool," Luis Morales said.Fifth Avenue shut down between G and L Streets Thursday through Saturday to make way for the patios, and was slow to start."I think the first day everyone was finding their feet I guess, they were seeing how many tables they could put in their area," Nestor said.By Saturday nearly a dozen restaurants expanded into the streets.Morales said they enjoyed themselves, "we came out to get together with the boys and just finally get a sense of normalcy."Right now normalcy comes with hand sanitizing stations at each table and masks while you're waiting to be seated."I always take my precautions," one diner said. The man said he came down from Los Angeles to celebrate his birthday and felt safer in San Diego compared to up north where Orange County reduced their mask policy to "strongly recommended."Last weekend images of crowds not social distancing, or wearing masks in the Gaslamp Quarter garnered harsh words from County Supervisor Nathan Fletcher. He said earlier this week targeted enforcement would ensure this doesn't happen again.Nestor said the weight falls on restaurants to enforce the county's policies, "we're responsible for our patio and the surrounding areas and making sure people are in the line wearing masks and they're social distancing.""You can't just run into the street and tell someone to do something but you're doing your best and I think most people whether they're drunk or not, I think taking responsibility for themselves too which is a good thing to see," he said.He and other businesses are hopeful as long as the patio dining is successful and they keep everyone healthy this could become a more permanent fixture."I hope it becomes a permanent thing, a lot of the restaurants do," Nestor said, hopeful business will continue to climb, helping them recover from the pandemic. 2592
