SAN DIEGO (KGTV) — The month of love is upon us, which means couples planning to tie the knot on Valentine's Day don't have long to request a ceremony with the county.The San Diego County Clerk’s office is accepting appointments for couples wanting to renew their vows or get married on Feb. 14."We are excited to offer walk-in services at our historic downtown office on the waterfront for Valentine’s Day and don’t want couples to miss their chance at a Valentine’s Day wedding," said County Clerk Ernie Dronenburg. The downtown office (at 1600 Pacific Highway, Suite 273) will be open from 8 a.m. to 5 p.m. for marriage licenses and ceremony appointments. Ceremonies can be performed at Waterfront Park or inside at ceremony rooks overlooking the bay.The County Clerk accepts walk-in services at its downtown location only and appointments are required at Chula Vista, San Marcos, and Santee offices.Non-confidential marriage licenses cost and an additional if a couple would like their ceremony to be performed by city staff in English or Spanish.Appointments can be made online at County Clerk's website or by phone at 619-237-0502. 1153

SAN DIEGO (KGTV) - Thanksgiving with the Salvation Army will be different in 2020 because of the coronavirus pandemic."We knew that we were going to do something," says Captain Sean Kelsley, who oversees the Salvation Army East County Operations. "The question was, what would it look like?"For the past 30 years, the Salvation Army held large, family-style gatherings to feed people experiencing homelessness, the disabled, and families in need at Golden Hall for Thanksgiving. They plan for 1,800 people, plus volunteers.But a gathering of 2,000+ people is strictly forbidden under California and San Diego County COVID-19 guidelines.In its place, the Salvation Army will offer "grab-and-go" style meals at four locations around the county."We're just glad to be able to be here," says Captain Kelsey. "However people celebrate the holidays, they'll at least be able to get some turkey and some gravy and all that good stuff."People will also receive an additional bag of fruit and snacks with their meals.In addition to providing food, Captain Kelsey says it's a way to connect with people and help them through whatever hardships they face."It allows us to encourage people and find out about a situation that is so dire, that maybe we can wrap around that individual that family, get them plugged in, and get them connected so they can get back on their feet," he says.Service for the meals will start at 11 am at the following locations:Oceanside Corps: 3935 Lake Blvd, Oceanside, CA 92056Centre City Corps: 825 7th Avenue, San Diego, CA 92101Citadel Corps: 4170 Balboa Ave, San Diego, CA 92117El Cajon Red Shield Center: 1025 E. SAN DIEGO (KGTV) - The Downtown Central Courthouse plans to resume jury trials in two weeks after a six-month postponement during the shutdown, but there are concerns about the massive backlog of cases and keeping jurors safe. Non-jury trials are currently in progress through a remote virtual process.“I do have an incredible backlog, not only in criminal but also in civil cases,” said San Diego Superior Court Presiding Judge Lorna Alksne on Monday. So far, 900 jury duty summonses have been sent out for telephonic standby for in-person appearances in groups of 70 people. “The jury lounge [holds] 500 to 600 people but instead of that were going to bring in 70 [people and] socially distance them,” she added.Those people who are selected for jury will sit in courtrooms which have been retrofitted with protective measures like plexiglass barriers. Judge Alksne said there around about 2,400 criminal cases ready for trial that must be reset. Beyond that, there are thousands of other criminal proceedings to get to. “There's about 17,000 other things that need to be reset before they can even get to a trial,” she added.Civil cases are another obstacle. A spokesperson for the Courthouse confirmed that there are approximately 54,000 civil cases that are pending. There are about 2,800 that are ready to go to trial but Judge Alksne said Monday that civil jury trials likely won't resume until sometime in 2021.“The only way that I'm going to beat this backlog is if jurors come in for jury service so if you feel like you're able to serve, we would ask you to respond to the summons and come into court and help us get the jury trials started again,” she added.She noted that civil bench trials will start in mid-October and in-person arraignments will start on November 1st. 1792

  

SAN DIEGO (KGTV) -- The FBI is asking for the public’s help identifying the man who reportedly robbed a San Diego bank. According to the agency, the man robbed a U.S. Bank located inside a Vons grocery store at 665 Saturn Boulevard. The suspect reportedly approached the teller and made a verbal demand for cash, telling the employee he had a gun. The man made off with an unspecified amount of cash. Pictures show the man wearing a hooded Padres sweatshirt and mirrored sunglasses. He is described as a white or possibly Middle Eastern man in his late 20s or early 30s. Anyone with information is asked to call the San Diego FBI at 858-320-1800 or Crime Stoppers at 888-580-8477. 689

  

SAN DIEGO (KGTV) - The City of San Diego released Friday body-worn camera video and hundreds of pages of documents related to a 2018 officer-involved shooting. Raul Rivera was shot and killed by police on Hollister Street and Tocayo Avenue in May 2018 after police say he came at them with a knife. The new documents show police collected 28 9mm cartridge casings, nine bean bag cartridge casings, and four Taser cartridges from the scene. At one point, the video shows police tasing Rivera. He appears to rip off the barbs and continued to struggle. After several minutes, the violent scene comes to an end when police shoot and kill Rivera. They say he charged them with a knife. The San Diego County District Attorney's office did not bring charges against any of the three officers who fired.The report noted, "law enforcement officers were confronted by an agitated subject who was armed with a knife and was under the influence of narcotics. Mr. Rivera urged officers to shoot him as he advanced toward them."  At the time of the shooting, family members told 10News Rivera was in a bad mental state and wished the police had helped him, not hurt him. On Friday Rivera's sister told Team 10 investigator Adam Racusin she was too shaken to talk about the loss of her brother. She would only say that she loves him and is disappointed in the way police have handled things to this point.  1495
