CHULA VISTA, Calif. (KGTV) -- Chula Vista firefighters quickly put out a fire that started Sunday night near the Teresina Apartments on Santa Cora Avenue. Fire department officials say the call came in at about 9:20 p.m. when a person who lives at the apartments heard noises coming from outside their window. The person who reported the fire told firefighters they saw two kids setting the fire and recording themselves on their cell phones. The witness yelled at them and the kids ran away. The fire burned several trees and got dangerously close to the apartments, forcing the evacuation of one of the buildings. Witnesses tried to use a fire extinguisher to put out the flames while fire crews arrived. A 16-year-old was transported to the hospital for inhaling some of that substance. Chula Vista Fire officials say the incident is possibly related to another fire that broke out on Santa Cora near the same apartments on October 25th. Police are still looking for the two kids responsible, no description was immediately available.  1096

China’s government says all 9 million people in the eastern city of Qingdao will be tested for the coronavirus this week after nine cases linked to a hospital were found. The announcement broke a string of weeks without any locally transmitted infections reported in China, though the country has a practice of not reporting asymptomatic cases. The National Health Commission said authorities were investigating the source of the infections found in eight patients at Qingdao’s Municipal Chest Hospital and one family member. CHULA VISTA, Calif. (KGTV) -- Free coronavirus testing will soon be available to students and staff in the Chula Vista Elementary School District. This week, the board voted to approve a plan to make that happen.Testing would move the state’s largest elementary school district closer to in-person learning. The district is partnering with bioscience company, Kahala, to provide the free tests.Testing would be voluntary for students, teachers and staff. Participants would be tested every two weeks for the virus and once for antibodies.RELATED: Poway Unified School District approves campus return plan for some studentsOn-site testing would be available at five schools to start and would later expand to more locations. Kahala will bill the participant’s insurance to cover the cost.The district says the idea is to determine the level of active cases so they can mitigate the spread.The plan is already drawing some criticism from teachers. Susan Skala with the Chula Vista Educators Union is worried about working with Kahala since the company formed early this year.“We simply don’t know enough about it because this program has been what we feel has been rushed through,” said Skala. “We’re not sure about how our medical data would be secure, we’re not sure about the confidentially and integrity of the program.”Dr. Michael Miyamoto is the Chief Medical Officer of Kahala. He says their staff is composed of practicing physicians. They have current partnerships with private companies and health care facilities for employee testing.Miyamoto says their tests are authorized by the FDA for emergency use.“Many, if not most of the diagnostic tests and treatments for COVID-19 are authorized under an Emergency Use Authorization,” said Miyamoto. “This was done because a lot of the regulatory review of these needed to be done very quickly in order to get these test and therapeutics out for use by healthcare practitioners.”He says the more people that volunteer, the better.“If we have a reasonable sampling the information will be very helpful in making decisions but also as a model for other school systems around the country,” he said.The Chula Vista Elementary District says they haven’t decided which schools to use as testing sites yet, but they will be available to anyone in the district.“Our learning community from any of our systems can access any of those five to six sites for that testing,” said Anthony Millican with CVESD.The district is also partnering with the County Health and Human Services Agency as well as the City of Chula Vista. Those programs have free testing options for families without health insurance.The district does not have a scheduled date for returning to in-person learning. Cigarette use among American adults is at the lowest it's been since the Centers for Disease Control and Prevention started collecting data on the issue in 1965, according to a report released Thursday."The good news is that cigarette smoking has reached unprecedented lows, which is a tremendous public health win, down to 14 percent from over 40 percent in the mid-1960s," said Brian King, senior author of the report and deputy director for research translation at the CDC's Office on Smoking and Health. About 47.4 million Americans, or 19.3%, used any tobacco product in 2017, the report says.He believes that the decline is due to proven interventions, such as smoke-free policies and rises in the price of tobacco products.As stated in the report, the data is from the National Health Interview Survey, "an annual, nationally representative, in-person survey of the noninstitutionalized U.S. civilian population." The 2017 sample included 26,742 adults and had a response rate of 53%.Researchers assessed the use of five types of tobacco products: cigarettes, cigars, pipes (including water pipes and hookahs), e-cigarettes and smokeless tobacco (such as snuff or dip)."During 2016-2017 declines occurred in current use of any tobacco product; any combustible tobacco product, [two or more] tobacco products; cigarettes; and smokeless tobacco," the report says.King added, "on balance, we still have some public health hurdles in that there is still 47 million Americans that are using some form of tobacco products, and we still have significant disparities among the groups in the country in terms of tobacco product use."So, who is still using these products, and what are they using?Beyond the 14% of Americans smoking cigarettes, 3.8% are smoking cigars, 2.8% are using e-cigarettes or vaping, 2.1% use smokeless tobacco products, and 1% are using pipes.Males (24.8%) were more likely to be smoking than females (14.2%). The highest age group for smoking was among those between 25 to 44 (22.5%); those 65 and older smoked the least (11%). Southerners and Midwesterners (20.8% and 23.5%, respectively) smoked more than those in the Northeast (15.6%) and the West (15.9%)The researchers also looked at race, education level, income level, sexuality, insurance provider and marital status to determine smoking rates.Although cigarettes are the leading cause of tobacco-related deaths and diseases in the country, according to King, he also believes other tobacco products, such as e-cigarettes, need to be considered to continue declining rates of overall tobacco product use."It's critical that we not only modernize our strategies in terms of population but also modernize our interventions to be sure that we are capturing the full diversity of tobacco products that the American public are using," King said. 2850
