NEWMAN, Calif. (KGTV and AP) - Newman Police Chief Randy Richardson had tears in his eyes Thursday as he talked about the grief in his department over the loss of Corporal Ronil Singh. Singh, 33, was shot early Wednesday morning, a few minutes after radioing that he was pulling over a gray pickup truck that had no license plate in Newman, a town of about 10,000 people some 100 miles southeast of San Francisco. He died at a hospital. Singh was one of 12 Newman Police officers. “My department is hurting,” said Richardson at a morning news conference. “We’re not an agency; we’re a family.” Watch the news conference:The Stanislaus County Sheriff’s Department took over the investigation from Newman Police, releasing surveillance photos of a man seen at a convenience store just before Singh’s murder. Officials pleaded for information about the attacker's identity from the public, and the California Highway Patrol sent an alert to smartphones Wednesday asking drivers to keep an eye out for the pickup truck. A truck believed to have been the one stopped by Singh was later found in a garage in a mobile home park about 4 miles from the shooting, where law enforcement officers were serving a search warrant, The Modesto Bee reported. Investigators were examining the vehicle, police said. Earlier in his career, Ronil Singh worked as a deputy with the Merced County Sheriff's Department. "He was living the American dream," said Stanislaus County sheriff's Deputy Royjinder Singh, who is not related to the slain officer but knew him. "He loved camping, loved hunting, loved fishing, loved his family." On his Facebook page, Ronil Singh posted pictures on Christmas Eve from a deep-sea fishing trip that produced a big haul of crabs and fish. His profile picture shows him smiling as he stands at a patrol car with his K9 partner, Sam — the same photograph of the officer released by the Sheriff's Department. “He will never see his son walk,” Chief Richardson said. Outgoing California Gov. Jerry Brown offered condolences to Singh's family and said flags at the Capitol would fly at half-staff in his honor. "Our hearts are with the entire community of Newman and law enforcement officers across the state who risk their lives every day to protect and serve the people of California," Brown said. NEW YORK — New York Gov. Andrew Cuomo announced new guidance for bars and restaurants statewide Thursday.The governor says bars and restaurants in the state are now only allowed to serve alcohol to those who order food. He also announced that all service at bar tops must only be for those seated six feet apart or separated by physical barriers.Cuomo cited a lack of compliance on social distancing and the wearing of face coverings in bars and restaurants across the state."As we continue our science-based phased reopening, the number of hospitalizations and our rate of positive tests remain steady and low," Cuomo said. "But we need to remember our success fighting this virus is a function of our own actions. Mask wearing, social distancing and hand washing — basic as they may seem — are critical to controlling the spread of this virus. Especially now that we are seeing spikes in cases throughout the country, this is not the time to let up — especially on compliance enforcement. We know the prescription, and we know it works — we just need to be smart and do it."Cuomo's order was met with hesitancy by some local politicians. Erie County Legislature Minority Joe Lorigo said he planned to challenge the order in court."The Governor's announcement that bars and restaurants are no longer able to serve customers unless they order food with drinks is another egregious overreach of power. It is also yet another blow to bars, restaurants, and their employees that have taken multiple financial hits due to COVID-19," Lorigo said. New mandates for stores, cities and regions require many of us to wear masks in public, but researchers say it's important to treat them like a biohazard.Professor and Department Chair of Community, Environment and Policy at the University of Arizona Public Health College Kelly Reynolds said, while in public, the virus can get on the front of the mask and live on it for several days."By design, the mask could really be contaminated, so we recommend that people think of their masks as a biohazard," Reynolds said.The virus can live on surgical and N95 masks for up to seven days. Normally, they would be thrown out after one use, but a shortage in Personal Protective Equipment prevents that."You can’t just throw them in the washer machine -- that would destroy their fibers," Reynolds said. "For those (N95 and surgical), the best recommendation is to let the natural course of the virus dying off to run its course, so the recommendation is to take those masks and put them in a paper bag and wait seven days before you use them again."More commonly though, she said people in the community are wearing homemade, cloth masks, which can hold the virus for two days.She said one advantage in Arizona to clean those is the summer heat, which means leaving it in a car for at least 20 minutes."When it is 110 outside, in no time our cars will get really hot, so the coronavirus can survive in our cars for 20 minutes in up to 130 degrees and five minutes at 150 degrees, so that can be a very effective tool for decontaminating our masks," Reynolds said.She recommends removing the masks from the elastic around the ears using your pinkies. She said this is because those are the fingers you're least likely to use touching your face.After that, make sure to put it in a central location and sanitize or wash your hands."If you think about why we are wearing the mask in the first place, it is to prevent our exposure," Reynolds said. New studies confirm that multiple types of steroids improve survival for severely ill COVID-19 patients, cementing the cheap drugs as a standard of care.An analysis of pooled results from seven studies found that steroids reduced the risk of death in the first month by about one-third compared to placebo treatment or usual care alone in these seriously ill patients who needed extra oxygen.The work was led by the World Health Organization and published Wednesday by the Journal of the American Medical Association.Based on the results of the studies, the WHO has made two recommendations. The first, it says a strong corticosteroid therapy for 7 to 10 days should be used in patients with severe or critical COVID-19. The second, this therapy should not be used in patients with non-severe COVID-19, because it may increase the risk of death.“In contrast, in patients with non-severe COVID-19, based on data from 1,535 patients in one study, systemic corticosteroids may increase the risk of 28-day mortality,” researchers wrote.Compared to other treatments for COVID-19, these types of steroids are generally low cost, easy to administer and readily available across the globe.“Dexamethasone and prednisolone are among the most commonly listed medicines in national essential medicines lists; listed by 95% of countries. Dexamethasone was first listed by WHO as an essential medicine in 1977, while prednisolone was listed 2 years later,” the WHO wrote.The WHO added that clinicians should exercise caution in use of corticosteroids in patients with diabetes or those who are immunocompromised and could become severely ill do to COVID-19. 1651
