SAN DIEGO (KGTV) -- San Diego Police are investigating an attempted kidnapping after a man reportedly tried to grab a woman holding an infant in La Jolla Wednesday afternoon.Police say the woman was on the 5100 block of La Jolla Hermosa Avenue around 4:30 p.m. when a man walked by and grabbed her arm as she held a 1-year-old.The man then left the area on a bicycle that didn’t have any tires before ditching the bike and running away on foot.The woman, identified as the child’s nanny, received a scratch on her arm, but the baby is uninjured, police say.The suspect was arrested after running into the water and floating. Lifeguards helped police get the man out of the water. Police identified the suspect as 51-year-old Michael Hudson. Jail records show Hudson was booked on four counts, including felony kidnapping and battery.Hudson is being held on 0,000 bail. An Oct. 30 date has been scheduled for his arraignment. 935

SAN DIEGO (KGTV) -- San Diego County health officials have warned at least three local churches about having services indoors. The county sent out three letters to Skyline Church in La Mesa; Lighthouse Baptist Church in Lemon Grove; and Awaken Church's campus on Balboa Avenue in Kearny Mesa.The letters to Skyline and Lighthouse were very similar, saying indoor services create "significant risk of spreading COVID-19," encouraging the churches to move their in-person services outside. The third document is a cease-and-desist letter sent to Awaken Church ordering the church to stop indoor operations. All three letters are dated July 17 and are signed by County Public Health Officer Dr. Wilma Wooten. The letters state that failure to comply with these orders can mean criminal misdemeanor citations with a fine of ,000 for each violation. SAN DIEGO (KGTV) – San Diego City Councilmember Jennifer Campbell on Tuesday is expected to formally announce enforcement plans to help with concerns over crowd control in Ocean Beach.Campbell, who represents District 2, said in a news release, “Our office continues to field calls regarding increased crowds gathering at Veteran’s Plaza in Ocean Beach on Wednesday evenings. While I appreciate the San Diego Police Department’s increased presence last week, it’s clear more comprehensive action needs to be taken to keep San Diegans safe.”Residents in the area say large gatherings have been consistently happening despite San Diego County public health orders restricting mass gatherings.According to OB residents, big crowds assemble Wednesday nights at Veteran’s Plaza, and many attendees are seen not wearing masks or practicing social distancing.Ocean Beach Town Council President Mark Winkie told ABC 10News in a previous interview that residents “want people to understand this is our community. You’re welcome to be here, but you need to adhere to social distancing rules and respect our community.”Winkie has met with City of San Diego officials about the gatherings in OB. About 34,000 homes and businesses received 48 hours' notice of the possible shut-off to lower the hazard posed by power lines, according to SDG&E. The utility company issued two additional notices Thursday and downgraded the number of affected customers to about 18,000 at 4:45 p.m."Notifications are made via multiple channels: outbound dialer calls, text messages, and emails. "You have to make sure that it [the generator] is working so that we have some power. Get us through this little event. SAN DIEGO (KGTV) - San Diego Gas & Electric is warning customers of a scam in which people are getting phone calls and emails saying they owe hundreds of dollars for a new electrical meter.San Diego resident Maria Genova almost fell victim to the scam."It was very elaborate, very credible, very persistent and very convincing," she said.Genova showed 10News an email she received, and Iit had the SDG&E logo and even a QR code. The email said she owed 8.63 for a meter upgrade and if she didn't pay it, her service would be suspended.It also promised hundreds of dollars of other fees for removal, locksmith services and more.Genova also got a pair of phone calls about the issue, which had her convinced that it was legitimate."I was about ready to pay," said Genova. "I had my credit card in hand. But as soon as he said I had to pay cash, I knew there was something wrong."Genova called SDG&E, and Tthey told her the email and phone calls were not from the company.In a statement, SDG&E told 10News that they will never charge customers to replace a smart electric meter and that if they need to do any maintenance on a meter, technicians will contact the resident before doing any work.SDG&E said they've received reports of more than 13,600 scam phone calls already in 2019. It's something they constantly monitor, and they have a page on their website dedicated to helping people identify and avoid scams.Genova said she's glad she didn't lose any money and hopes other people can learn from her close call."Ask questions if you have any doubt," she said. "Call the company themselves, ask if this is true or not before you give anyone your information."Here is the full statement from SDG&E:"We can confirm that this particular case is indeed a scam. The important thing for our customers to know is that SDG&E will not charge them to come out and replace a smart electric meter.
