A 3.8 earthquake shook Southern California Monday morning.The quake happened about 10:44 a.m., 18 kilometers east-southeast of Anza, in Riverside County.10News received reports of shaking in Escondido, Spring Valley, and San Marcos.There are no reports of damage or injuries, according to Riverside County Sheriff's Deputy Armando Mu?oz.10News is monitoring breaking developments. 432

The White House and Congress are far apart on the size, scope and approach on relief for households, schools and a national strategy to contain the virus. President Donald Trump’s top negotiator, Treasury Secretary Steven Mnuchin, tried to revive stalled talks Wednesday. But House Speaker Nancy Pelosi and Senate Democratic leader Chuck Schumer dismissed what they called an “overture,” saying the Trump administration is still refusing to meet them halfway. Trump said Democrats are “holding the American people hostage.”While the White House said they believe a compromise can be made on some issues, the two sides remain far apart on funding state and local governments. Many states and municipalities are struggling due to decreased revenues and increased costs amid the pandemic.There is also disagreement among the parties, including Senate Republicans, on unemployment supplements as unemployment figures remain over 10%. From April into July, unemployed workers received an additional weekly 0 unemployment supplement on top of standard unemployment benefits. But many Republicans grumbled that the supplement gave incentive for workers to stay home amid the pandemic.On Saturday, Trump announced the signing of an executive order, which in part would extend weekly unemployment supplements, but the order raised many questions. The supplement would provide 0 a week for unemployed Americans through the end of the year and would call on states to chip in 25%, but many cash-strapped states might not be able to provide the additional funds. There are also questions on how Trump can fund the order without Congressional approval. ANDERSON, Indiana — An inmate on work release in an Indiana county is accused of stealing election equipment. The Madison County Clerk says no voting was compromised. Indiana State Police said Tyler Sink, 26, was on work release in Madison County and was authorized to work at the clerk's office. Investigators said an employee with the Madison County Justice Center told police they found a personal electronic ballot and a memory card hidden in Sink's personal belongings. State police say they believe Sink stole the equipment after he volunteered to set up a voting site while on work release. Madison County Clerk Darlene Likens says the compromised machines are not being used in early voting and that no voter information was stolen. "There is nothing, nothing was compromised," said Likens. ANDERSON, Ind. — A convicted killer already serving two life sentences without parole and accused of killing a fellow prisoner last summer told a Madison County judge this week he will keep killing people until he's given the death penalty.Tommy Holland, 45, made the statement Tuesday during a hearing in Madison Circuit Court. Madison County Prosecutor Rodney Cummings said Holland had been expected to plead guilty to the Aug. 9, 2019 stabbing death of Clifford Bagget, 28. In exchange for the plea, Holland was expected to receive his third life sentence, Cummings said.The stabbing happened inside the Pendleton Correctional Facility. Holland was serving two life sentences for murder out of Marion County. Bagget, of Florida, was serving time for aggravated battery, battery, and possession of methamphetamine, according to court records.Instead, the scene inside the Madison County courtroom was much different."His lawyer said [Holland] wanted to make a statement and that it was coming against the advice of counsel," Cummings said. "What he basically said was, if you don't give me the death penalty I'm going to keep killing people until you give it to me."The hearing did not proceed with the entering of a guilty plea. Instead, the judge ordered Holland to undergo a competency evaluation.Cummings said he will consider the unusual request but there are other factors under consideration as well."I don't want to waste taxpayer money," Cummings said.In addition, the 7th Circuit Court of Appeals in Chicago has not upheld a death penalty sentence brought to them on appeal in 11 years so the likelihood of a sentence of death being carried out against Holland is slim, Cummings said.Holland is currently being housed in segregation at Indiana State Prison in Michigan City, Cummings said.
