SAN YSIDRO, Calif. (KGTV) — One man was killed in a shooting involving a Border Patrol officer Friday near the Las Americas Premium Outlets.Just before 6 p.m., a Border Patrol agent assigned to the San Diego Sector shot an unidentified 30-year-old man in the area of Dairy Mart Rd. and Camino De La Plaza, close to the international border, according to Aaron Heitke, Chief Patrol Agent with United States Border Patrol in San Diego.Heitke said the man was illegally trying to enter the U.S. west of the San Ysidro Port of Entry.During the arrest, an altercation between the man and agent began, during which the agent fired his service weapon, striking the man in the torso, according to Heitke. The details surrounding what led to the fight haven’t been released at this time.The agent received minor injuries, according to San Diego Police. That agent is not being identified at this time, police added.At about 6:25 p.m., first responders pronounced the man dead, Heitke added. The victim has been identified but his name was not released. He was described as an adult Mexican national.SDPD officers were also called to the scene. Border Patrol told ABC 10News that SDPD will be handling the investigation.After SDPD's Homicide Unit completes its investigation, the U.S. Attorney's Office will review the case. SANTA ANA (CNS) - A man who drove drunk and veered into oncoming traffic while making a turn, slamming head-on into a minivan and killing a mother of three in Lake Forest, was convicted today of second-degree murder.William Joseph Carroll, 51, of Mission Viejo, had a blood-alcohol level of about 0.23 -- nearly three times the legal limit -- when his Ford F- 250 pickup truck slammed into a Toyota Sienna minivan driven by 36-year-old Ana Martinez about 11:40 p.m. May 7, 2013, Deputy District Attorney Daniel Feldman told jurors during the trial.Martinez, who was driving to work at the time, was "crushed to death" in the crash, Feldman said.The prosecutor said Carroll was making a left turn from El Toro Road to Santa Margarita Parkway in Lake Forest when he veered into oncoming traffic.A witness told investigators that Carroll ran a red light, he said. Witnesses "describe Mr. Carroll's truck like a train out of nowhere," Feldman said, adding that the force of the collision was like "100 mph" when combining the speeds of both vehicles.Carroll's attorney, Sara Ross, told jurors it was " a case of government overreach." Ross acknowledged that Carroll was "responsible for the killing of Ana Martinez, but he's not guilty of murder."Both drivers attempted to avoid each other, she said, adding that the intersection is "a bit confusing." "It's a very confusing road and you're going to need that context to determine whether this was a murder," Ross told jurors.Feldman said Carroll was charged with second-degree murder rather than vehicular manslaughter because when he was convicted of DUI on Sept. 11, 2008, he was warned he would be charged with murder in the event of involvement in a DUI-related death.Carroll faces 15 years to life in prison when he is sentenced Jan. 19. 1797

SANTA BARBARA (KGTV) - Mandatory storm evacuation orders were lifted Tuesday morning for areas burned in Santa Barbara County's fires.Residents of some vulnerable communities were ordered to leave Monday night by the Santa Barbara County Sheriff's Office.By Tuesday morning, the National Weather Service determined the critical levels of rain did not arrive, lowering the risk of debris flow.The SBCSO said several weather systems are due in the area this week but none appear to be a mudslide hazard.Evacuation and debris flow maps will be updated as needed, the SBCSO said. 593

SAN YSIDRO, Calif. (KGTV) -- The new Mexican president is hoping a new deal with three Central American leaders will stop or slow the flow of migrants seeking asylum in the United States. Andres Manuel Lopez-Obrador signed the new deal within hours of taking office. The deal with Guatemala, El Salvador, and Honduras, promises to create a fund that would fight poverty, create jobs and make sure migrants feel safe in their home countries. It will also create a re-integration program for those traveling with the caravan who wish to go back.University of San Diego professor, Ev Meade, says this deal looks good on paper but no one will know for sure until more specifics are released. Professor Meade has been traveling to Tijuana to meet and speak with the migrants. He says most leave because of instability. "What I hear from a lot of people is indirect effects of violence, so it's someone that might say I can't afford to feed my family but when you start asking them questions about what they do, the business that they worked for, why they were laid off, the violence is always there. It might be one degree, two degrees, three degrees of separation but the violence is always there," says Meade. It is still unclear how much funding will go towards those Central American countries but Meade says it will be years before we see the effects of the deal.
