BEIJING, Aug. 13 (Xinhua) -- Chinese food and drug regulators are required to report food accidents to their superiors and local health authorities within six hours, according to a government draft regulation Thursday.     The draft, issued by the State Food and Drug Administration (SFDA), demands that once accidents occur involving 30 or more people, food and drug regulators at or above the county level should report them to their superiors and local health authorities within six hours.     With regard to food safety accidents that occur on campuses, during important nationwide festivities, involve 100 people or more, or kill one or more people, food and drug regulators should not only abide by the "six hour regulation," but also report them to the SFDA "in a timely manner," according to the draft.     Catering service runners, should they find food accidents, are asked to immediately stop using all suspicious food and cooking facilities and protect the site. They are also required to report to medical authorities and food regulators at or above the county level within two hours.     The draft regulation also stipulates that heads at schools, companies or government organs will be held accountable if food accidents occur twice in one year in their cafeterias.     The SFDA also asked food and drug regulators at all levels to formulate emergency plans to deal with food accidents based on local conditions.

PHUKET, Thailand, July 21 (Xinhua) -- China is willing to cooperate with the Philippines to push forward the relations between the two countries, said Chinese Foreign Minister Yang Jiechi in the meeting with his Philippine counterpart Alberto Romulo Tuesday.     The Chinese government encourages and supports competitive enterprises to invest in the Philippines, and it also promotes cooperation in areas such as agriculture and new energy, said Yang. PARIS, Sept. 18 (Xinhua) -- A Chinese delegation of human rights researchers on Friday had a detailed exchange of views on human rights issues with its French hosts during a four-day visit.     The delegation, led by Luo Haocai, vice chairman of the 10th Chinese People's Political Consultative Conference (CPPCC) National Committee, provided a broad introduction to the great progress the People's Republic of China had achieved on human rights since its founding 60 years ago, especially over the 30-year period since the adoption of the reform and opening-up policy.     The delegation expounded China's views and positions on human rights, and expressed its willingness to further promote exchanges and cooperation on human rights between the two countries.     During a meeting with Michel Forst, secretary general of the National Consultative Commission of Human Rights in France, Luo, also president of the China Society for Human Rights Studies (CSHRS), said human rights exchanges between China and France were to be deepened and extended as the two countries' friendship developed. The two sides could promote mutual understanding and broaden common ground in the communication process to better contribute to the world's human rights cause and world harmony.     Forst lauded China's human rights progress made concurrently with remarkable economic achievements, and said he was impressed by the universality and effectiveness of the work of the CSHRS.     Forst said he believed China would have much more influence in international human rights affairs along with the further promotion of its international status.     When talking with Pierre Bercis, president of New Human Rights League, Luo said China's theory and opinion of human rights was based on the principles of international human rights combined with China's own situation.     China stressed the unification of the universality and speciality of human rights, emphasized the right of survival and the right of development as the two basic human rights, encouraged equal communication and cooperation on international human rights, and opposed confrontation on human rights issues, Luo said. Pierre Bercis agreed with Luo's opinion.     While meeting Francis Verillaud, deputy president of Institute of political sciences of Paris, Luo hoped Chinese and French universities could strengthen exchanges and cooperation on human rights research, especially on human rights law, as a comprehensive law was the basis of human rights protection.     After the visit to France, the Chinese delegation will visit Belgium, the EU headquarters and Iceland.

CHENGDU, Oct. 16 (Xinhua) -- China's relatively poor western regions are to receive 296 billion yuan (about 43.3 billion U.S. dollars) of investment through 551 projects signed Friday with investors from both China and abroad.     Those deals were sealed at the tenth Western China International Economy and Trade Fair in Chengdu, provincial capital of southwest China's Sichuan Province.     The region has 12 provinces, autonomous regions and municipalities, with a combined population of about 370 million.     Chinese investors contributed 539 of the 551 projects, involving 288.9 billion yuan of investment. The rest 12 projects would be invested by foreign contractors, involving in around 1 billion U.S. dollars of investment.     Sectors involving local resources, equipment manufacturing, service and new and high technology were investors' favorite target areas.     According to agreements signed here, German industrial conglomerate Siemens would spend 30 million yuan in Chengdu to setup a "Global IT Operation Center", intending to provide better IT operation support for its customers.     Meanwhile, Taiwan's Foxconn Group, the world's top maker of outsourced electronics, would invest 1 billion dollars to build an industrial base in Chengdu, setting up production lines for products like LED-TV, LCD module, LED backlight module and LCD package. The new base will also develop software and sell 3C digital products as wells.
