SAN DIEGO (KGTV) -- District Attorney Summer Stephan spoke about her new efforts to train officers and weed out “bad actors.”The push includes calls for a new independent Commission on Police Practices, which would replace the current Community Review Board on Police Practices. “Our communities need us to grieve with them, but they also need us as leaders to step up,” Stephan said. “Officers that are involved in abuse like what we saw with Mr. George Floyd have a history. They do not belong in a field where you supposed to serve and protect and you have the power between life and death.”She said part of the effort to train officers in de-escalating situations includes a new class that focuses on interactions with the public. “This is about interacting with someone that may have mental health issues, may appear not compliant, and how do you talk to them. How do you de-escalate? How do you show respect and communication?” she said.The goal is to train all 5,000 officers in the local departments.The independent Commission on Police Practices would have independent council and subpoena power. It still needs to qualify for the November ballot. Mayor Faulconer pledged his support for the ballot measure Monday. Stephan said she also supports it.“I support it because it is a balanced approach for oversight and transparency,” Stephan said. SAN DIEGO (KGTV) -- Family entertainment center Boomers! is reopening its Vista location this weekend with health and safety modifications in place.The location on 1525 W. Vista Way was closed over three months ago due to the COVID-19 pandemic, but on Saturday, June 20, guests will be allowed to return.In a press release, officials said, “Boomers Vista will build upon its longstanding commitment to cleanliness and safety by implementing a series of measures following the recommendations of the Centers for Disease Control & Prevention and best practices within the amusement and attractions industries.”The following measures will be in place at the Vista facility:-- The center and mini golf course will operate under limited capacity-- Face coverings/masks required for all guests and staff members; kids under 3 won’t be required to wear face coverings, guests can remove masks when eating-- Employees will be we wearing personal protective equipment such as face shields and gloves-- Six feet of social distancing between parties are required; markers are posted throughout the property, including parking lots and entrances-- Temperature checks will be conducted for all guests and workers upon entry-- Guests and all staff are being asked to frequently wash hands-- Hand sanitizer stations will be located throughout the center-- Staff will carry out frequent sanitization of high-touch surfaces and rides and high-traffic locationsFacility General Manager Garrett Gross said, “The health and safety of our Guests and Team Members continues to be our number one priority as we work to welcome guests back to the Park. SAN DIEGO (KGTV) -- Drivers in Torrey Highlands saw quite the sight as a hot air balloon landed in front of Westview High School Friday evening.A video circulating online shows traffic continuing to move around the balloon as it made a safe landing on Camino Del Sur.Lawrence and Andrea Sher said they are used to hot air balloons landing near their home on Bryn Glen Way, but said, this time, the hot air balloon was a bit too close for comfort. SAN DIEGO (KGTV) — Eighty-five people linked to the Sinaloa Cartel were charged Thursday for their roles in a massive East County drug trafficking network.Eight indictments were unsealed in a San Diego federal court charging the alleged members with federal drug trafficking, money laundering, and firearms offenses, according to the Office of the United States Attorney Southern District of California.Investigators executed more than a dozen search warrants Thursday in a coordinated takedown of locations around the East County. Investigators discovered at least four pounds of methamphetamine and two firearms.The networks reportedly supplied a variety of controlled substances — like meth, heroin, and fentanyl — to distributors around Southern California, and then laundered tens of thousands of dollars in narcotics proceeds back to Sinaloa Cartel traffickers in Mexico.As of 1 p.m., 47 of the 85 charged were in federal or state custody. Some of the charges carry potential 20-year sentences and millions in fines.“Today we sent a message to drug traffickers in our community. If you sell drugs in San Diego, we will find you and prosecute you to the full extent of the law,” said U.S. Attorney Robert Brewer.Authorities used surveillance, wire taps on phones, and undercover agents to obtain evidence and track encrypted communication by members through services like WhatsApp and Signal.Through wiretaps, investigators seized about 175 pounds of methamphetamine, heroin, and fentanyl; about ,000 in cash, multiple firearms; and a 2020 Cadillac Escalade valued at 5,000.Defendants will start to be arraigned Friday. 1638
