It's a solution for homelessness."People go into treatment, they get out, they relapse and the go back in and they get stuck in this thing we call the churn of in and out, and in and out of services."So Chris and Tammy Megison came up with a solution: Solutions for Change. The idea is to get families with children off the streets and into a program that would change their lives forever."We get them jobs right away, put them to work so they can learn the soft skills of working," Chris Megison said. "They're up at 5:30. Kids are fed and off to school. And now they're going to classes, they're going to work."Solutions for change works because of its motto, driven by accountability. It's a 1000 day program. Every client must have a job, and most work in the solutions aguaponic farm. They grow their own organic food, and what they don't eat they sell, and the proceeds go back into the program. "They're not looking to be a band-aid fix, they're looking to be a 'hand up' organization. They're not lowering the bar for people who find themselves in a pretty dark tragic place, they're trying to raise the bar and set people up for future success," San Diego County Supervisor Kristin Gaspar said.And since 1999, Solutions for Change has helped 900 families escape homelessness. People like Melissa Martinez and her children who not long ago were separated without a place to call home."It's put us all back under one roof. It's actually be a lot easier than I could have ever imagined, getting everybody to and from school, to and from work, we're really united and working as a team. SAN DIEGO (KGTV) — Included in the new defense budget bill just passed by Congress is what some call the most sweeping military housing reforms in decades. However, San Diego military families are concerned that a loophole will allow the private companies that oversee the housing developments to continue ignoring what they call "slum" conditions.10News has been digging for months into the problems reported by residents at local communities run by Lincoln Military Housing, one of the biggest companies in the industry. Residents say they have been plagued by mold, which has caused illness, as well as rodent and insect infestations, and shoddy maintenance and repairs.RELATED: .7 million awarded to Housing Commission to house military veterans"Lincoln Military Housing doesn't do a very good job of maintaining the infrastructure of these homes," says resident Erika Bradley.Bradley says the recent storms have led to more problems with leaks and mold. She says around 50 families living in the Santo Terrace community in Tierrasanta were forced to leave their homes and move into hotels.The new deal agreed to by Congress include the framework of significant reforms, including a tenant bill of rights, a strict set of regulations for how complaints should be handled, and an arbitration process that leaves the final decision in the hand of base commanders, rather than the companies. While the military and Congress can use the failure to agree to the processes as grounds to decide not to renew the contract with a company, most of the housing companies have long-term deals in place. That means it's possible that it could be nearly 30 years before some of them would be forced to consider making changes."It's kind of something that looks really good on paper," Bradley says, "but how does it actually help us in our day to day lives?"10News asked if Lincoln plans to agree to the new procedures. A spokesperson responded that the company is reviewing the provisions passed by Congress. SAN DIEGO (KGTV) - If you owe San Diego County property taxes, the deadline to pay is not changing.The County Treasurer-Tax Collector’s office tells 10News state law governs when property taxes are due and payable.In a statement, a spokesperson for the department said, “The second installment of property taxes is due no later than April 10. State action would be required to change the date. Critical county, school, and local city financial obligations are dependent on property taxes. They fund essential public services, including coronavirus response.”Several local politicians have pushed for state officials to change the deadline to allow property owners to pay their taxes late without consequence.Last week, San Diego City Council President Pro Tem Barbara Bry wrote a letter to the governor asking him to consider an Executive Order directing all county treasurer-tax collectors to defer April 10, 2020, property tax payments until July 15, 2020. The letter states, “This is in line with the announcement that both the Internal Revenue Service and California Franchise Tax Board are postponing tax deadlines until July 15, 2020 due to the COVID-19 pandemic.”Assemblywoman Lorena Gonzalez has publicly asked San Diego County Treasurer-Tax Collector Dan McAllister to waive late payment penalties.“State law already allows Mr. McAllister to waive any fees and the 10 percent penalty for late payments on a case-by-case basis. I would urge him to use that power to relieve San Diego County’s homeowners and businesses of these penalties during this dire situation we are experiencing,” Gonzalez said in a statement to 10News.The California Association of County Treasurers and Tax Collectors posted a statement on its website stating that tax collectors have the authority to handle specific scenarios where a taxpayer cannot physically pay their taxes on April 10 due to quarantine, illness or closure of the tax collector’s office as a result of COVID-19. The statement continues, “In such cases, the Tax Collector will utilize their authority pursuant to Revenue and Taxation Code (RTC) 4985.2. to waive interest or penalties that would otherwise be imposed or collected with respect to a delinquent second installment of property taxes levied for the 2019-2020 fiscal year on residential real property.”The San Diego County Treasurer-Tax Collector’s office told 10News that McAllister has no authority to extend the April 10 deadline as outlined in state law. However, taxpayers unable to pay on time can submit a penalty cancellation request after the April 10 deadline. The department reviews these requests on a case-by-case basis, and general guidelines are provided on the request form. A spokesperson for the office said all property owners who can pay their taxes on time are encouraged to do so. This revenue helps keep the government running and provides vital services that the public relies on, especially in times like these. Taxpayers can pay online, via telephone or by mail. Karina Sanchez searches for the right words. "We can't even believe how great business has been, we're so so thankful for it."Sanchez and her husband are owners of Waterhorse Charters in Mission Bay. Opening just last year, they offer scuba diving tours, party cruises, fishing and whale watching excursions.When the pandemic hit, they were forced to temporarily shutdown by state mandate. But once given the green light to reopen, Sanchez says business has been booming, with people want to get out and do it safely."I feel like people get a little more comfortable going out in the water," says Sanchez, "Something that's outdoors; than having, for instance, a house party or just going to bars or something like that."Sanchez connects with many of her customers through the site GetMyBoat.Com, which is kind of like Airbnb for boats."There's some data that suggests the average boat is only used 8 to 10% of the year," says Val Streif, who represents GetMyBoat.com from their headquarters in Minneapolis. "And the other time it's just sitting in a dock or marina."Streif says GetMyBoat has listings from private boat owners and charter services in 184 countries around the world, offering everything from kayaks and jet skis to pontoon boats and yachts."This is a way for people to earn some supplemental income," says Strief, "When they're not using the boat for themselves for personal purposes."There are increased regulations during the pandemic -- stepped up cleaning, fewer passengers for social distancing and other steps depending on the boat or excursion offered."We require everybody to wear a mask while they're on board," says Sanchez, "When they rent a regulator -- which is the piece you put in your mouth when you're diving -- every time people rent one from us we make them buy the mouthpiece."Sanchez says the changes aren't hurting business, as they've been sold out. And they're not the only ones, which is why GetMyBoat.com looking for more boat owners to sign up and perhaps help themselves "stay afloat" during these tough times, by renting out their boat.Sanchez says the demand is definitely there."Everybody is just grateful they can go out on the water.
