SAN FRANCISCO (AP) — A woman who drove off a Northern California cliff last month in an SUV carrying her wife and children was drunk, authorities said Friday.Toxicology tests found Jennifer Hart had an alcohol level of 0.102, said California Patrol Capt. Bruce Carpenter. California drivers are considered drunk with a level of 0.08 or higher.Toxicology tests also found that her wife Sarah Hart and two of their children had "a significant amount" of an ingredient commonly found in the allergy drug Benadryl, which can make people sleepy. Toxicology results for a third child killed are still pending, Carpenter said.Carpenter said none of the car's occupants were wearing seatbelts.Sarah and Jennifer Hart and their six adopted children were believed to be in the family's SUV when it plunged off a cliff in Mendocino County, more than 160 miles (250 kilometers) north of San Francisco.Authorities have said that data from the vehicle's software suggested the crash was deliberate, though the California Highway Patrol has not concluded why the vehicle went off an ocean overlook on a rugged part of coastline. A specialized team of accident investigators is trying to figure that out with help from the FBI, Carpenter said.Five bodies were found March 26 near the small city of Mendocino, a few days after Washington state authorities began investigating the Harts for possible child neglect, but three of their children were not immediately recovered from the scene.Two more are missing and another body has been found but not identified.The 100-foot (31-meter) drop killed the women, both 39, and their children Markis Hart, 19; Jeremiah Hart, 14; and Abigail Hart, 14. SAN DIEO (KGTV) - Parole agents checked on child sex offenders Thursday night to ensure they were in compliance, as part of the 26th Annual Operation Boo.10News rode along with California Department of Corrections and Rehabilitation Agents who went knocking on 7 doors Halloween night."The gates were closed, the lights were turned off, they kind of know what is expected of them," Parole Agent Matthew Holmes said.Some of the stops took us to National City, City Heights, even a marina where a house boat was docked."Most of the time they're compliant, occasionally somebody has to go back to jail, but we just try to hold them accountable for their conditions," Holmes said.That means no alcohol, drugs, weapons, or pornography.Thursday night everyone checked out.One parolee told 10News he's excited to take the next step after his release, "I feel fantastic, the program is great, State Parole is great. It's definitely worth it. I think all this tax payers expense, they're getting their money's worth, I'll tell you that."Operation Boo is just a small part of agents' role of checking in on parolees. SAN DIEGO (KGTV)- Santa Ana winds are once again sweeping through the county. Fire crews and the city are on high alert after recent brush fires around San Diego. They are urging the community to take action. This comes after flames sparked in a canyon in the Talmadge area last Tuesday. Neighbors had to evacuate as the fire came within 200 feet of homes. “We do know that where that fire started, there was a homeless encampment,” says Fire Chief Colin Stowell. “It’s important for those who see an active encampment to report it.” Check 10News Pinpoint Weather ConditionsThe next day crews responded to another brush fire in City Heights. The blaze scorched an acre of land. It’s not uncommon for homes to sit within feet of canyon-like areas. The city says they work to clear the brush in these spaces, but they also face some challenges. “Unfortunately, because of the number of open spaces and what we call the wildland-urban interface properties that but up against open space or canyons, they can only really get out there every three years,” says Stowell. The city says it's continually investing in new fire equipment. In June, the city added eight new fire engines and two brush engines. 10News learned a new helicopter will be deployed soon. 1262

SAN DIEGO (KGTV) – A California Assemblymember Thursday requested a state audit to review how that City and County of San Diego responded to a recent hepatitis A outbreak.In a letter to the Joint Legislative Audit Committee, Assemblymember Todd Gloria asks that the committee “determine whether both the County and City identified, contained, and treated the recent Hepatitis A virus (HAV) outbreak in accordance with statutory requirements and recommended procedures.”“We owe it to the 20 people who died and the more than 500 who contracted Hepatitis A to learn exactly what went wrong and what could have been done better,” said Assemblymember Todd Gloria. “It is my hope this audit will help us better understand how the City and County managed the Hepatitis A outbreak and ultimately make certain our region is sufficiently prepared to handle any future public health crisis that may arise.”According to the letter, the hepatitis A outbreak started in March of 2017.
