LA MESA, Calif. (KGTV) — East County residents say they're behind a local dog rescue's efforts to provide for canines, but that the facility has been operating dangerously.Suzy Avalos lives next door to the Happy Hearts German Shepherd Rescue, which is run out of a La Mesa home. She tells 10News the dogs that reside in the yard have had no problem jumping the fence."You see the fence is not high. It's right up here. The dogs don't have a problem jumping over this fence," Avalos said. "I've lived here for 10 years and it's just progressively getting worse."RELATED: Disease fatal to dogs that can spread to humans on the rise in some statesWhen the dogs escape they can also be aggressive, neighbors say, with at least one dangerous incident being recorded. 10News obtained records from the La Mesa Police Department showing at least 28 instances where officers responded to the dog rescue to help round up escaped canines or help people who say they were attacked by the dogs."We have a lot of people on this street that have young kids and I'm just worried a child is going to get bit or something worse is going to happen," Avalos said. "They're out of control and she should not have a license."The woman who runs the dog rescue, Donna, declined an interview by 10News. She did say she's sorry people are afraid of her dogs or any dogs.RELATED: 140 rats once living in van in Del Mar now up for adoptionDonna added that she's in the process of moving the rescue to a new facility in North County.Still, neighbors say she's spread that claim for a while. While they support the idea of rescuing the dogs, they say it needs to be done more responsibly. Or the rescue needs to stop."The frequency with which she forgets to close her gates or the dogs escape, it kind of imperils the neighborhood," Sean Hixson, another neighbor, told 10News. 1855

LA JOLLA, Calif. (KGTV) - One of the witnesses to Sunday's fatal drive-by shooting in La Jolla happened to be a trauma expert."I did see people at that point running all over the place," neighbor Michelle Carcel said. Steps from the crime scene, Carcel recounted what she saw hours prior. One woman was killed, and three men were shot on a sleepy street in La Jolla. San Diego Police said all victims were outside a house party on Draper Avenue when the shooting happened. RELATED: 1 dead in shooting at party in La Jolla"By 9 o'clock everything is shut down, so when we hear kids having a party and stuff, we often say it is a very nice thing. It is a quiet calm thing. So to have this occur is completely out of the ordinary," Carcel said. The scene was so foreign to neighbors in this area but all too familiar for Carcel. As a clinical psychologist, Dr. Carcel often deals with and speaks about gun violence and trauma. "I've talked about Parkland shooting. I've talked about the Orlando shooting. And to have it happen here, to have it happen here so close to home, is still so jarring and so rattling and really brings the message that it can happen anywhere," Dr. Carcel said. Carcel now wears both the witness hat and the clinical psychologist hat. She is giving advice to everyone involved. "This is going to have acute side effects," Dr. Carcel said. "You're going to have post-traumatic stress that could occur within a period of time. Just monitoring and making sure that they are getting the counseling and support that they need."She hopes for the end of senseless shootings, even if it means she may be out of a job. "Our children are dying," Dr. Carcel said. "Innocent people are dying, I don't know what the solution is, but I hope we come together as a community to figure it out."Dr. Carcel said she will conduct a trauma healing circle for her neighbors at a later time. 1900

(KGTV) - The J Company is telling the story of America's founding fathers, with a twist.This spring, they're staging the classic musical 1776 with an all-female cast."We need to support our young women and let them know they can be anything and anybody they want to be if they just put their minds to it," says director Joey Landwehr, who came up with the idea of casting only young women in roles portraying men.The musical tells the story of John Adams, Thomas Jefferson, Ben Franklin and the rest of the Continental Congress as they debated the merits of breaking free from England during the Revolutionary War. Some of the actors say they see the relevance to today's political climate in the story."Even though I know I'm pretty set on my political views, I do understand that other people have their own and that we need to find that middle ground," says Camille Le Saux, who will play Ben Franklin in the show. "That's what this play tends to focus on, and I think that's very relevant today."Others say it's empowering to see young women playing strong, influential men."It's showing that women can be powerful and women can be strong, and women can be angry and upset and passionate," says Caroline Egler. She's playing John Adams, a role she's wanted to tackle since she first learned of the show in 8th grade."Reading through the script again, I realized how beautiful it is and how human it is," Egler says.Rehearsals began this week at the Lawrence Family JCC in La Jolla. Law enforcement authorities are searching for a man who's suspected of threatening to shoot President Donald Trump.Shawn Richard Christy, of McAdoo, Pennsylvania, was last seen in Cumberland, Maryland, Sunday night driving a stolen vehicle, according to the authorities.The US Marshals Service is offering ,000 for information leading to Christy's arrest. Christy has been wanted on a June 19 federal warrant, accused of posting threats on Facebook against the President and Northampton County District Attorney John Morganelli.According to officials, Christy posted, "Keep it up Morganelli, I promise I'll put a bullet in your head as soon as I put one in the head of President Donald J. Trump."Christy is a 27-year-old white man who stands at 5 feet 10 inches and weighs about 160 pounds, according to a flyer released by the FBI. He has short dark blond hair, a large tattoo on his right upper arm of a "pointed cross and barbed wire," and speaks with a distinct lisp.Kentucky State Police said that upon reviewing surveillance footage it appears on Aug. 9 Christy stole a green 2001 Jeep Grand Cherokee with a black hood from the residence of Timothy Gilliam. Gilliam is the brother of Dakota Meyer, a Medal of Honor recipient and former husband of Bristol Palin.Christy could be driving another stolen vehicle at this point, according to authorities.Christy is also wanted on Pennsylvania state warrants for "burglary, probation violation, and failure to appear for an aggravated assault case," according to the marshals, and threatened to use "full lethal force on any law enforcement officer that tries to detain me."The FBI, US Secret Service and US Marshals Service are seeking the public's assistance in locating Christy, who is armed and dangerous and should not be approached. Officials ask anyone with information regarding Christy's whereabouts call the US Marshals at 1-877-WANTED-2 (1-877-926-8332). 1926

  

LEMON GROVE, Calif. (KGTV) - A major crash on SR-94 near Massachusetts off-ramp caused backups on the westbound lanes Wednesday night.According to CHP, the driver of an SUV traveling east and lost control just after 8 p.m. The SUV drove through shrubs on the center divider, jumped the median wall and ended up upside on the westbound lanes.The driver has been identified as a 35-year-old man. He was driving alone. He was taken to the hospital with major injuries, but was conscious, according to CHP.Alcohol is believed be a factor in the crash.Authorities on the scene were not sure if he was wearing a seatbelt.The crash caused cars to swerve out of the way, causing other accidents on the 94. One fender bender was reported, and a motorcycle rider lost of control and was taken to the hospital with minor injuries.Two lanes of traffic were closed off on the westbound lanes. All lanes were reopened shortly after 10 p.m. 933
