SAN DIEGO (KGTV) - Details about a woman’s report of a violent rape were revealed in a downtown San Diego courtroom Wednesday as a resident of a nearby halfway house was charged with the crime. Juan Guzman pleaded not guilty to attacking the woman at 1:40 a.m. December 16 at her home in City Heights. Prosecutors said the victim was sitting on her bedroom floor in front of a mirror when she heard a noise and thought it was her boyfriend. She then saw the reflection of a man she didn’t know, according to attorneys. The man put his finger over his mouth and said “Shh”, the woman reportedly told police. He threatened her with a knife and raped her, prosecutors said. The woman called police, who questioned the man at the halfway house where he lived. Investigators found the woman’s underwear and the knife underneath Guzman’s mattress, prosecutors said. A judge set Guzman’s bail at million, saying he was a danger to the community. Guzman’s preliminary hearing is scheduled for January 3. 1006

SAN DIEGO (KGTV) — Hundreds of students at nearly a dozen schools walked out of class Friday in protest of the planned layoffs by the Sweetwater Union High School District. The district says cutting the teachers is the last resort to fixing a million budget deficit. But students across the district say cutting their teachers will not solve the problem. “I felt it was important because a school like Southwest, where it’s predominantly low income, predominantly Mexican we are typically overlooked and not heard,” says Dale McEnany, a senior at Southwest High. “So this protest is the first step in undoing that.”RELATED COVERAGE:Sweetwater Union High School District votes to cut over 200 jobsTeachers to rally in Chula Vista against Sweetwater District's layoff planHundreds of Sweetwater Union HS District students protest teacher layoffsThe Sweetwater Union High School Board has decided to layoff nearly 240 teachers, librarians, and Learning Center staff. Teachers and Students at Southwest High say cutting the Learning Center program will cause students to be enrolled in Independent Studies, which is similar to homeschooling. This program only has a 7 percent graduation rate. About 1,300 students use the district’s dozen learning centers. The state is auditing the district for potential money mismanagement, but the district says the shortfall is because of the decline in student enrollment and revenue.Students say they believe the district should cut the salaries of administrators instead of cutting hundreds of teachers. SUHSD's superintendent took home 7,000 in 2018.During the meeting where board members approved the cuts, Superintendent Dr. Karen Janney said they have looked at ways to save the positions.“Even in the most challenging financial times, layoffs for this governance team have been a last resort,” said Janney.Teachers and staff at risk of being laid off will receive pink slips in early March, though a final decision on the fate of their employment won't come until May. 2023

SAN DIEGO (KGTV) — For several months, San Diegans were invited to weigh in on the Port Master Plan proposal. It's the Port of San Diego's first comprehensive update in nearly 40 years, aiming to reflect changes in the needs and priorities of the region. The Port manages 34 miles of San Diego Bay and Waterfront along Chula Vista, Coronado, Imperial Beach, National City, and San Diego. When the Port published the proposed master plan in April, several communities voiced major concerns; two of the most vocal being Coronado and Point Loma residents. "We have this little slice of history, and I think it's our obligation to preserve, so it's enjoyed generations to come," said Cameron Lilley, a multi-generational Point Loma native. For months, Lilley has been garnering community support in opposition to some of the proposals impacting Shelter Island. "We started digging into it and quickly realized that there were so many points that really didn't consider the locals in the restructure of our community," said Lilley. Some of their primary concerns:Up to 1600 new hotel rooms70,000 square feet of retail and restaurant spaceRemoving private and historic docksThe Port received nearly 3,000 comment letters in response to its initial proposal. On Monday Port commissioners listened to public comment and made recommendations to staff.Direction to staff for the Shelter Island Planning District:No new hotel rooms on Shelter Island, move them to Harbor Island 30-foot height limit, consistent with City of San Diego height limitKeep Marlin Club at current location La Playa Piers - keep piers the way they are; open to the public with gangways and floating docks to remain privateLa Playa Yacht Club - no perimeter walkway, pursue other methods to provide public access to the areaScott Street - no reconfigurationAdd clarifying language:While it was never the Port’s intent to build a restroom on the La Playa Trail or at the trailhead, add language to clarify that no restrooms will be built Clarify the Port’s intent for the La Playa Trail to maintain it in its natural stateClarify the Port’s intent to maintain and protect current maritime usesPort staff will bring a revised proposal back to the table in six months, giving the public another opportunity to weigh in. 2289

SAN DIEGO (KGTV) — Family Fun Center has returned to its roots in Kearny Mesa, reopening the Clairemont Mesa Blvd. location on Saturday.Following the closure of Boomers! last June after parent company Apex Parks Group filed for bankruptcy, the Huish family — who own the land — has revived the site under its original name.Shane Huish says his father built the original park at the site in 1974 and operated it for about 20 years before it was sold to Boomers! in the 1990s."With that happening, our family was excited to get them back. However, when we went back to the parks in June, we were floored," said Shane Huish.Huish says the former Boomers! was in need of several improvements and upgrades.Among those needed improvements, miniature golf, bumper boats, and an arcade all in need of a facelift.Saturday, the park reopened Saturday from 11 a.m. to 8 p.m. with mini-golf on its Storybook and Westernland courses and go-karting, featuring updated karts and track. Also returning, Bullwinkle’s Restaurant.Huish says the park's bumper boats will need to wait for state guidance since they are considered an amusement park attraction."We have been fixing up the miniature golf courses and that will continue ... we have completely gutted the arcade building and remodeled it," Huish said, adding that the arcade will also have to await state guidance to reopen.Huish says the future of the former El Cajon Boomers!, which is also owned by the family, depends on how the business landscape looks in the next four to six months due to the pandemic. For now, a dose of family fun in the outdoors has returned to the property."Our family is super excited to be back in San Diego, we all grew up there," Huish said. For hours and more information, head to Family Fun Centers' website here. 1794
