ROCHESTER HILLS, Michigan — A Michigan man is accused of trying to kill a teen after the boy allegedly knocked on his door for directions.Jeff Zeigler, 53, a former Detroit firefighter, is charged with assault with intent to murder over the incident.Lee Kolozsvary, a long-time friend of Zeigler's says he's blown away by the allegations and thinks he was just trying to scare away the teen at the door.During a hearing on Friday, Zeigler said the public isn't hearing the whole store.Brennan Walker, 14, got lost on his way to school without a phone after missing the bus."I guess I put my hand up, I don't really remember, and I started to run," Walker said. "I looked back behind me and I saw him aiming at me and I turned back. I turned back and I heard the gunshot."Walker's family said the thought he was trying to break in. It was all caught on security video.Kolozsvary says he doesn't think Zeigler had any intent to kill."The Jeff Zeigler I know, he's a good guy," Kolozsvary said. (AP) — High-capacity gun magazines will remain legal in California under a ruling Friday by a federal judge who cited home invasions where a woman used the extra bullets in her weapon to kill an attacker while in two other cases women without additional ammunition ran out of bullets."Individual liberty and freedom are not outmoded concepts," San Diego-based U.S. District Judge Roger Benitez wrote as he declared unconstitutional the law that would have banned possessing any magazines holding more than 10 bullets.California law has prohibited buying or selling such magazines since 2000, but those who had them before then were allowed to keep them.In 2016, the Legislature and voters approved a law removing that provision. The California arm of the National Rifle Association sued and Benitez sided with the group's argument that banning the magazines infringes on the Second Amendment right to bear arms.Benitez had temporarily blocked the law from taking effect with a 2017 ruling.Chuck Michel, an attorney for the NRA and the California Rifle & Pistol Association, said the judge's latest ruling may go much farther by striking down the entire ban, allowing individuals to legally acquire high-capacity magazines for the first time in nearly two decades."We're still digesting the opinion but it appears to us that he struck down both the latest ban on possessing by those who are grandfathered in, but also said that everyone has a right to acquire one," Michel said.Attorney General Xavier Becerra said in a statement that his office is "committed to defending California's common sense gun laws" and is reviewing the decision and evaluating its next steps.The goal of the California law is to deter mass-shootings, with Becerra previously listing as an example the terrorist assault that killed 14 and injured 22 in San Bernardino.Benitez, an appointee of Republican President George W. Gavin Newsom.In a statement, Newsom criticized the judge's ruling."This District Court Judge's failure to uphold a ban on high-capacity magazines is indefensible, dangerous for our communities and contradicts well-established case law," the governor said. (AP) — An investigation has found many California state agencies have failed to provide sexual harassment training for all their supervisors as required by state law.Capital Public Radio reported Tuesday its investigation found nearly 60 percent of agencies surveyed by the State Personnel Board did not provide the training, up from 25 percent in 2016 and 32 percent in 2017.The public radio station reports that since 2016, the State Personnel Board has identified nearly 1,800 state government supervisors at dozens of agencies who did not receive the required training.A state law requires businesses with 50 or more workers and all state agencies to provide two hours of sexual harassment training to new supervisors within six months of being hired or promoted. 794

The change comes amid national calls to dismantle systemic and unconscious racism, starting with public education.The bill was authored by local Assemblywoman Shirley Weber, chair of the California Legislative Black Caucus and longtime professor of Africana Studies at San Diego State University.“What we are seeing in Washington and on American streets right now demonstrates the necessity of understanding the experiences and perspectives of these historically marginalized and oppressed groups who have nonetheless contributed to the building of our country,” Weber said in a statement. “This is great day for students and for the state. I am grateful to the Governor for joining me in moving California forward.”The bill, AB 1460, requires all CSU undergraduates to take at least one three-unit course in ethnic studies.
