NANCHANG, April 29 (Xinhua) -- Chinese Ministry of Commerce released regulations concerning foreign investment in China's central region here Thursday.The region - which includes the provinces of Shanxi, Anhui, Jiangxi, Henan, Hubei and Hunan - should attract high-end green industry with policy incentives and guidance, the regulations say.It should give priority to manufacturing while eyeing investment in other sectors like agriculture, sophisticated processing industries, trade, finance, education, culture, tourism and leasing.The region should nurture business-friendly policies and slash transaction costs to attract businesses considering moving inland from the coastal regions.The rules call for rectifying any practices that disrupt business operation, including authorities' arbitrary law enforcement.The rules also urged a market-oriented administration system consistent with international rules.The ministry also pledged to establish state-level industrial transfer demonstration zones and to improve provincial industrial parks.

YUSHU, Qinghai, April 24 (Xinhua) -- The death toll from a 7.1-magnitude earthquake in northwest China's Qinghai Province on April 14 has climbed to 2,192, the rescue headquarters said late Friday.As of 5 p.m. Friday, 78 people were still missing, the headquarters said.Qinghai has received more than 722 million yuan (105.7 million U.S. dollars) in donation as of Friday, according to the provincial department of civil affairs.This includes 328 million yuan in cash and 394 million yuan worth of supplies, the department said.It said 1,363 tonnes of food, 87,476 boxes of bottled water, 27,842 tents and 130,876 quilts have been delivered to the quake-hit Yushu Tibetan Autonomous Prefecture.A television charity show broadcast nationwide by China Central Television Tuesday evening alone raised 2.175 billion yuan (320 million U.S. dollars) to help quake victims of last week's earthquake.

BEIJING, May 15 -- China is planning to raise the proportion of profits it collects from major State-owned enterprises (SOEs) in a move to balance income distribution, but analysts said the move should be bolder and the collected profits used to improve public well-being.The Ministry of Finance said on Tuesday that it might raise the ratio of profits of SOEs to be submitted to the State coffers.According to existing rules, monopoly enterprises under the administration of the central government in sectors like tobacco, oil, petrochemicals, power, telecommunications and coal mining should submit 10 percent of their post-tax profits, while the ratio for those in the iron and steel, transportation, electronics and trade sectors should be 5 percent.Financial corporations and companies in sectors like railways, transportation, education, culture, science and technology and agriculture are not included in the profit submission framework.The Ministry of Finance did not reveal by how much the ratio would be raised."It should be raised properly, and even if it were raised by 10 percentage points, it doesn't matter too much for those central enterprises, given their high profit level," said Zhang Wenkui, researcher with the State Council's Development Research Center.Central enterprises have been criticized by the public for having taken advantage of their monopoly or market predominance to make excessive profits. Some of them have further fueled public anger as they bid to purchase land at high prices, which is believed to have pushed up home prices.The central government collected profits of 14 billion yuan ( billion), 44.4 billion yuan and 98.9 billion yuan respectively in 2007, 2008 and last year from SOEs. It was the first time the event was held on the island.The Chinese mainland and Taiwan have been recently intensifying their exchanges, especially high-level visits to the island by mainland delegations, which is seen as a sign of increasingly solid relations.Earlier this month, a municipal government delegation of about 260 people headed by Shanghai mayor Han Zheng visited the island to promote the upcoming Shanghai World Expo.During the trip, several Shanghai companies and Taiwanese counterparts signed 28 agreements on long-term exchanges and short-term purchases, along with agreements on investments in finance, chemical materials, steel, tourism, intellectual property rights and farm products, among others.
