SAN DIEGO (KGTV) — Police have identified the woman shot and killed, allegedly by her boyfriend, at a Point Loma strip mall earlier this month.San Diego Police said 20-year-old Octavia Williams of Phoenix, Ariz., was fatally shot in the parking lot at 4013 W. Point Loma Blvd. just before midnight on Oct. 9.Paramedics transported Williams to the hospital where she died.MAP: Track crime happening in San Diego CountyPolice identified Williams' killer as 41-year-old Joe Bennette Conway. Conway is believed to be Williams' boyfriend, according to City News Service, and the shooting took place after an argument.Conway was described as 5’7” tall and 150 pounds. SAN DIEGO (KGTV) -- On Thursday, January 3, the newest members of Congress will head to Washington D.C. to be sworn in. Among them is Mike Levin, who will represent California's 49th Congressional District. Levin, an environmental attorney, ran a campaign focused on younger voters. During the campaign, he cast his opponent, Diane Harkey as a “rubber stamp" for President Donald Trump. The district was previously represented by Darrell Issa. Juan Varges of the 51st Congressional District will also head to Washington. Varges made headlines recently after pointing the finger at the Trump administration for the situation at the border after hundreds of migrants rushed the San Ysidro Port of Entry. The 51st Congressional District consists of south San Diego County, Imperial County and California’s entire U.S./Mexico border. Also in Washington for the swearing in is Congressman Scott Peters of California’s 52nd District. The district includes the cities of Coronado and Poway as well as most of northern San Diego. Peters was first elected in 2012. In 2018, Peters introduced legislation to provide a tax credit who paid more than 30 percent of their gross income on rent and utilities. Rep. Susan Davis was re-elected in 2018 and represents California’s 53rd Congressional District. The district stretches from I-5 and Balboa Park through Mission Valley to East County and includes much of the heart of San Diego.Davis has been serving the district since 2001 and in 2018, won against her opponent, Morgan Murtaugh. Heading to Washington also is Congressman Duncan Hunter of California’s 50th Congressional District. SAN DIEGO (KGTV) - More low-income seniors are taking back their independence with help from the St. Paul's PACE program.PACE helps seniors live independently at home by providing social services, in-home care, transportation, personalized medical services, and senior activities.Norma Griego is a PACE Certified Nursing Assistant and visits about six seniors a day. She checks on their well-being, does light housekeeping, and spends time socializing with the seniors. "Socialization is so important. There are times that they don't get out to see a lot of people and just listening to their stories is wonderful and then getting to know them and build relationships with them, it's amazing, it's just wonderful," said Griego.Iva Records is a PACE participant and is turning 102-years-old this Halloween. "Well I just like it here; I like my independence, I like to get up when I want to, I want my breakfast when I want it," Records.Because Records has trouble seeing, she relies on PACE to continue living independently at home. "They always are there for you," said Records. SAN DIEGO (KGTV) — Pacific Beach residents were seen running for their lives as a pickup truck slammed into several parked vehicles early Thursday.Witness video captured the incident, showing a pickup truck revving its engine, screeching its tires, and slamming into vehicles. Witnesses said at least nine vehicles were damaged. Another video showed neighbors holding the driver down on the ground until police arrived, one neighbor holding the man down in a headlock. Someone nearby could be heard yelling, "don't hurt him," at the group.Police arrive to detain the driver, but it's not clear what led to the dangerous incident.One neighbor who helped hold down the driver said his first reaction was to prevent anyone for getting hurt."My first reaction he needed to get out of the car and restrain him so he didn't hit anyone else," said James Scherr.The driver was taken to a nearby hospital by police for minor injuries.
