SAN FRANCISCO (AP) — Pacific Gas & Electric, which is blamed for some of California's deadliest recent fires, knew for years that dozens of its aging power lines posed a wildfire threat but avoided replacing or repairing them, it was reported Wednesday.The Wall Street Journal, using company documents obtained under the federal Freedom of Information Act, reported that the utility told the U.S. Forest Service in 2017 and 2018 that 49 aging steel towers on one transmission line needed replacement and another 57 needed replacement of their hardware and aluminum lines.The Journal previously reported that PG&E delayed safety work on the line, known as the Caribou-Palermo line, for five years.State investigators said an equipment failure on that line sparked a November wildfire that essentially wiped out the Northern California town of Paradise and killed 85 people. It was the deadliest and most destructive in state history.On Wednesday, the Butte County Sheriff's Office identified a previously unnamed victim as 67-year-old Shirley Haley of Paradise.Four other people have been tentatively identified while two bodies remain unidentified.After the fire, PG&E decided to stop using the line, which was built in 1921.PG&E also estimated

Same-day appointments will only be made for people with critical transactions such as knowledge and vision tests and disabled parking placards.To honor social distancing guidelines, all behind the wheel tests have been canceled. No new drive test appointments will be available.But one 10News viewer told us that right after the announcement of the reopenings this week, parents rushed to the DMV website. Some were able to book a behind-the-wheel test as early as June 1 for their teens. But minutes later, when she tried to log on for her daughter, who's appointment this month was canceled, it was too late. The site had crashed."I think being able to drive is a life skill and one that these kids that have already lost so much deserve to be able to acquire! SAN DIEGO (KGTV)—This May, 10News is celebrating Asian Pacific American Heritage Month by featuring several stories of the Asian-Pacific-Islander experience in San Diego.During World War II, nearly 120,000 Japanese and Japanese Americans living on the West Coast were forcibly removed from their homes and sent to desolate incarceration camps.One of those internment survivors lives in La Jolla today. She shared her story about a beloved city librarian who gave her hope, while she lived behind bars.It was a different time. No computers. No internet. Just the Dewey Decimal System. The San Diego Public Library was not a downtown skyscraper. At its helm was Miss Clara Estelle Breed. “She was here for 25 years,” Special Collections Librarian Rick Crawford said. “It’s the longest tenure for a librarian we’ve had here as a Head Librarian.”Crawford remembers a woman with a lifelong love of literature. She was instrumental in modernizing the city’s multiple branch system, he said. But perhaps her greatest legacy was borne from conflict. On December 7, 1941, Imperial Japanese planes attacked Pearl Harbor. The bombings and suicide attacks destroyed hundreds of American military ships and aircraft and killed more than 2,400 people on Oahu Island. “Life changed for not only me but everyone,” Elizabeth Kikuchi Yamada remembered. She was a 12-year-old San Diegan when the attack took place in Hawaii.Suddenly, everyone who looked like Elizabeth was deemed the enemy. President Franklin Delano Roosevelt’s Executive Order 9066 forced anyone of Japanese ancestry, American citizens included, into incarceration camps. This was ordered in reaction to the Pearl Harbor attacks, with the intention of preventing espionage on American shores. “I was fearful,” Kikuchi said. The Kikuchi’s had one week to pack and report to Santa Fe Station in Downtown San Diego. There, the 12-year-old saw a familiar face.“Clara had given everyone postcards saying, ‘write to me,’” Kikuchi remembered. Breed was passing out hundreds of pre-stamped postcards and letter sets to children at the station, pleading with them to stay in touch.During this time, Breed was San Diego’s Children’s Librarian. Many of her visitors were Japanese American children; kids she cared for deeply.“She really fought resistance from the local community and of course the national opinion,” Crawford said. “I think she was very concerned about their future.”So the correspondence began, first from the converted horse stables at the Santa Anita Assembly Center. This was where more than 18,000 Japanese and Japanese Americans were first sent while their more permanent internment camps were being built. “Dear Miss Breed,” Kikuchi read her imperfect cursive. “How are you getting along? Now that school is started, I suppose you’re busy at the library.”In return, Breed always sent books and little trinkets to the dozens of children who wrote to her. This continued, even after the San Diego group was transferred to Poston Internment Camp in Arizona. There, Clara became their lifeline to the outside world. “I took the book “House for Elizabeth,” and it kept me from being lonesome,” Kikuchi said. Lonesome, staring at the desolate Arizona landscape. But that book gave Elizabeth a sense of belonging. “It’s like she read my mind. She knew I needed a house,” Kikuchi said, hugging the book. She never threw it away.Three years later, the war ended, and the Japanese Americans were released from the incarceration camps. In the following decades, Elizabeth and Clara Breed remained close friends. Before her death in 1994, Clara gave Elizabeth all of her saved letters and trinkets. They have since been donated as artifacts to the Japanese American National Museum in Los Angeles, CA. Clara Breed was a lifelong Miss, who had no children of her own. But she touched the lives of many. They were the innocent Japanese American children who remember the brave woman who met wartime hysteria and xenophobia with love. This legacy, Kikuchi said, would live on forever. “Clara cared about helping young people know that there was freedom beyond imprisonment,” Kikuchi said. “Freedom of the mind to grow and freedom of the heart to deepen. She gave us all of that.”Years later, the FBI concluded that there was not a single instance of disloyalty or espionage committed by the nearly 120,000 Japanese and Japanese Americans imprisoned in the ten internment camps across mainland United States. In fact, around 33,000 Japanese Americans served in the American military during WWII, while their families remained imprisoned. The Japanese internment camps are considered one of the most egregious violations of American civil rights in the 20th century. President Ronald Reagan signed the Civil Liberties Act in 1988 to give a formal apology for the atrocities. This legislation offered each living internment survivor ,000 in compensation. 4909

  

SAN DIEGO (KGTV)— As the heat wave continues across San Diego County, businesses operating outside are forced to deal with another challenge during this pandemic.While the county has been removed from the state’s monitoring list, no guidance on reopening businesses has been provided, so many continue to work outside.“It’s super-hot,” said Elise Ha, owner of Master Hair & Nails in Ramona. By noon the temperature had reached over 100 degrees, causing discomfort for employees, and slowing down her business.“Not everybody can handle the heat,” she said “It’s brutal.”Ha said working in the heat is a new struggle businesses are facing, especially having to move equipment back and forth to set up outside every day.“I almost fainted because of the heat,” she said. “I can’t wait to back inside.”For now she's using wet towels to cool down and offering cold water to clients.ABC 10News spotted utility workers in Alpine using umbrellas to shield themselves from the scorching sun as temperatures continued to climb Tuesday.The high heat and humidity is making things uncomfortable across the county and the dry fuel causing concerns of fire danger, still some are managing to get by.“We still get a rush,” said Carlos Legaspi, a cook at Tapatio Mexican Grill in Alpine. “We get a lot of city workers and construction workers and stuff that come in for lunch.”Legaspi said the restaurant owners moved tables outdoors before it was required by the state as a safety precaution.While it may be uncomfortable currently, he said things have been running smoothly and the employees have adapted to the changes.“It’s super hot, it’s like 100 degrees right now,” he said before noon Tuesday. “People are kind of used to it now.”As the heat wave continues, SDG&E is urging everyone to limit energy use to avoid power outages.You can do your part by turning off unnecessary lights, precooling your home early in the day, and setting your thermostat to 78 degrees or higher in the afternoon. 1997

  

SAN DIEGO (KGTV)— San Diegans are bracing for yet another round of gas price increases. Mike Metroianis has a love-hate relationship with driving.“I do about 300 miles on any given day,” Metroianis said. It is how he makes his living as an Uber and Lyft driver. But it is also why he has to spend a lot of money. He checks gas stations around his routes, always looks for the best prices. “25 cents makes a huge difference,” Metroianis said. According to AAA, the average national price of regular gas is .76 per gallon. But in California, it’s .57 per gallon. Experts say the increases are a result of the unrest in Europe and the Middle East, combined with high demand in the United States. “You dread it every time,” Metroianis said. “You see your gas go down and you’re like… You made all this money, and next thing you know, you’re throwing it right back in the tank. It’s ridiculous.”So ridiculous, Robin Bartlet has completely stopped getting regular gas for her 28-gallon Chevy Avalanche. Luckily, her car takes Flex Fuel, which only costs her .89 per gallon, at a 76 Station in Kearny Mesa. The same station is charging .29 per gallon for regular gas.“Holy sugar!” Bartlet said, looking at the sign for the regular gas. Experts say prices are not getting any sweeter, any time soon. By Memorial Day weekend, Californians may have to pump out on average, more than a gallon. The Bartlets say that is reason enough to not make any travel plans. “We’re not going anywhere,” Bartlet said. “With gas going up more for the holiday, it’s not even worth it.”So what happens to people like Metroianis whose livelihoods depend on gas prices?“If It went to , there’s no way. No way,” Metroianis said, shaking his dead.It may force him to get another job.Experts said the increase in prices can go on until fall. But most likely will drop significantly in 2019.  1925
