SAN PEDRO SULA, Honduras — Hundreds of Hondurans devastated by recent hurricanes have been stopped as they tried to walk towards the United States in the latest attempt at a migrant caravan.Roughly 600 men, women and children tried to walk from the northern city of San Pedro Sula toward the border with Guatemala. But on Thursday they were stopped by Honduran security personnel, who demanded they show papers and coronavirus tests.Hundreds of thousands of Hondurans remain homeless after the November hurricanes. There are concerns about safety at some of the shelters and the potential of rapid coronavirus spread.Last week, Honduran President Juan Orlando Hernández asked for U.S. help, warning that food shortages as a result of crop loss caused by Hurricanes Eta and Iota could spur more migration to the U.S.Aid agencies report nearly 7 million people between southern Mexico and Colombia are in need of assistance following the catastrophic storms, according to NPR.Hurricanes Eta and Iota both came ashore as dangerous Category 4 storms on November 3 and November 17 respectively, making landfall in roughly the same region along the border between Nicaragua and Honduras."Hurricane Eta affected almost all of Central America, including Panama, Costa Rica, Guatemala, Honduras, Belize and Nicaragua," Steve McAndrew, deputy regional director, for the International Federation of Red Cross and Red Crescent Societies told NPR. "And then the second hurricane Iota also had a direct hit on the San Andreas Islands, which are part of Colombia. There's heavy damage and the region's been heavily affected."The region continues to dig out from mudslides. SAN MARCOS, Calif. (KGTV) - A local portable toilet rental company is charged with tampering with equipment on its trucks to skirt emissions regulations. Employees also allegedly faked some of the smog test results.Team 10 Investigative Reporter Jennifer Kastner went to San Marcos’ Diamond Environmental Services on Friday afternoon, but was asked to leave. 10News was looking for answers to the alarming accusations that the company and some of its employees were committing crimes against the environment. Part of a video on the company’s website states, “Diamond's dedication to doing the right thing goes above and beyond.” Yet prosecutors say Diamond was preparing false smog test results to get passing results. Additionally, executives were allegedly tampering with emission control devices on its diesel truck fleet, re-programming the emission monitoring devices to avoid extra costs that come with burning off dirty, soot-filled diesel filters. Ed Rodriguez is the owner of Auto Park Smog in Escondido. He says, “If you’ve ever seen a vehicle going down the road, like a truck, and it has black smoke coming out of it, that’s all soot and that's not good.” Rodriguez says he's worked on Diamond's smaller trucks but not the ones that are part of this new six count federal indictment. The U.S. Attorney’s Office claims that Diamond took the devices out of trucks and shipped them out of California to be re-programmed. SANTEE, Calif. (KGTV) - After seven years of planning and more than a year of construction, Mast Park in Santee is almost ready to reopen.The new park features all modern technology and brand new amenities, but planners wanted to make sure it kept its original feel of being surrounded by nature."If you think of Santee's parks along the river as a string of pearls, this one was the oldest and needed some polishing," says Bill Maertz, the City of Santee's Director of Community Services."We've kept the feel of the natural park," he adds. "So we have a brand new park here, but we've got 100-year-old trees here."The park's new features include three picnic shelters, a larger parking lot with electric car charging stations, three larger dog parks, a nature discovery play area, a forest-themed playground, a new basketball court, and an enhanced disc golf course.There are also more than 100 new trees planted throughout the 80-acre park, as well as native and drought-resistant landscaping."A portion of the park is part of the San Diego River Trail. So we wanted to keep that natural experience along the river," says Maertz.Multiple public meetings also showed that the community wanted to help kids build a connection to nature through the park."Children have a nature deficit disorder, there's too much time with screens, TVs and stuff," says Maertz. "So, we're trying to get them reconnected back to nature."The park will also have an active storm-water drainage system that runs through it like a river. Water runoff from nearby apartment complexes and businesses will filter through the park, with natural elements helping to clean it and block debris and trash from entering the San Diego River. The city built 12 bridges in the park to let people walk over the runoff areas like they're walking through a forest."The only reason we have 12 bridges is that we didn't have room for 13," jokes Maertz.The park will also have new bathrooms and a concession stand. SAN YSIDRO, Calif. (KGTV) - At least one person is dead after a collision with a tree off a South Bay freeway split their vehicle in two overnight.The crash occurred just after 2:30 a.m. Saturday on the southbound Interstate 805 connector to State Route 905 in San Ysidro, according to California Highway Patrol.Officers said the driver, who has yet to be identified, was traveling southbound on I-805 when he hit a tree. The collision split the vehicle in two and sending half of the vehicle into the westbound lanes of I-905.CHP officers said a portion of the vehicle also caught fire.The driver was ejected from the vehicle and died at the scene, according to officers.
