SAN DIEGO (CNS) - Plans to replace an aging terminal at San Diego International Airport cleared a hurdle Thursday, with the Airport Authority Board's unanimous approval of the Environmental Impact Report for its major redevelopment plan.The new Terminal 1 would replace the current 53-year-old terminal, and offer 11 additional gates and upgraded amenities for passengers, including new restaurants, seating, shops and additional security checkpoints.Officials are hoping to break ground on the terminal sometime next year, with the first phase of gates anticipated to open in 2024.RELATED: Travel website ranks San Diego International as best airport in the US"Today, we took an important vote that will help ensure our airport can accommodate expected passenger growth well into the future and ensure our customers and their families are treated to a better airport experience than today's Terminal 1 can provide," said April Bolind, Airport Authority Board Chairman. "The plan will also ensure the airport can continue to function as an economic engine for the region for decades to come."The new terminal is part of a redevelopment plan that includes roadway and transportation projects that airport officials say will ease access into San Diego International, including plans for an "all-electric shuttle fleet" set to launch later this year, which would carry riders to and from the Old Town Transit Center.Airport officials say the new terminal and streamlined transportation to and from the airport will help accommodate a growing number of passengers, with around 25 million traveling through the airport last year.The next steps for the project include federal environmental review and approval from the California Coastal Commission. 1752

SAN DIEGO (CNS) - San Diego Mayor Kevin Faulconer and City Councilman Chris Ward announced the start of construction Friday on dedicated infrastructure for cyclists and scooter riders in downtown San Diego.Faulconer and Ward's news conference marked the beginning of phase one of the Downtown Mobility Plan, roughly two and a half years after the City Council unanimously approved it. Once complete, the plan calls for the addition of about nine miles of cycle track through downtown -- bike lanes with a barrier to protect cyclists from vehicle traffic."As we encourage people to get out of their cars more, we need to build transportation networks that provide safe paths of travel for everyone," Faulconer said. "Connecting the popular destinations in downtown to surrounding neighborhoods is an important step in that direction and will give San Diegans more opportunities to embrace the surge in mobility options over the past year."The council approved the plan in June 2016. Faulconer originally suggested that the entire plan could be finished by June 2019, but delays and higher-than-expected costs pushed the project back. In March 2018, city officials told the city's Bicycle Advisory Committee that project costs had jumped from roughly million to million.Due to the setbacks, city officials now hope to complete the first phase at some point in 2020. The first phase will add cycle track on Beech Street from Pacific Highway to Sixth Avenue, Sixth Avenue from Beech Street to Harbor Drive and J Street from First Avenue to 17th Street."The Downtown Mobility Plan is a vital step forward I providing safe infrastructure for all San Diegans and to meet our mobility goals," Ward said. SAN DIEGO (CNS) - San Diego County public health officials reported 490 new COVID-19 cases and 12 deaths related to the illness, raising the region's totals to 26,098 cases and 524 deaths.Four women and eight men died between June 15 and July 22, and their ages ranged from 44 to 88. All had underlying medical conditions.The county reported 6,974 tests Friday, 7% of which returned positive. The 14-day rolling average of positive tests is 6.1%. The target set by California is less than 8%.DATA: San Diego County coronavirus case trackerAfter three days with a downward trend in cases, the 587 cases and 18 deaths reported Wednesday marked a swing in the other direction. Wednesday was the deadliest day due to COVID-19 yet reported in the pandemic.Cal State San Marcos sent an advisory to students and staff Thursday evening notifying them that two employees who were working on campus have tested positive for COVID-19."One individual was last on campus on July 16 and the other individual on July 17," the advisory said. "Both are in self-isolation following public health protocols, as are people with whom they have had close personal contact."As a result of numbers that continue to rise, Supervisor Greg Cox announced Wednesday that San Diego County was starting a Safe Reopening Compliance Team that will provide assistance to businesses and residents not in compliance with public health orders. The team's exact powers were not immediately clear."This is a carrot approach, not a stick," Cox said Wednesday. "But we still have the stick and other tools to ensure compliance."Supervisor Nathan Fletcher said the team would enable the county to step up enforcement on "egregious violations" -- but the details on that enforcement were also unclear. Officials were reaching out to the various cities and communities in the county to collaborate on solutions."This is out of an effort to keep our businesses open, not to close them," Fletcher said.Three new community outbreak was identified Friday, bringing the total in the past seven days to 13. The number of community outbreaks -- defined as three or more COVID-19 cases in a setting and in people of different households -- remains higher than the state threshold of seven or more in seven days.The new outbreaks were reported in a restaurant/bar, a gym and a church.Of the total positive cases, 2,330 -- or 8.9% -- have been hospitalized and 602 -- or 2.3% -- have been admitted to an intensive care unit. As of Wednesday, 485 people with COVID-19 were hospitalized, 166 of them in intensive care units.From July 13 to July 19, the county also reported its most hospitalizations, 163, and the most deaths, 56, in any one-week span since COVID-19 began spreading in the United States in March."We implore you to not wait for someone you care about to lose the fight against COVID-19 before you take action," Dr. Wilma Wooten, the county's public health officer, said Monday. She said the recent spike in cases began to occur after bars, hotels and gyms reopened June 12.According to Wooten, 95% of the county's COVID-19 deaths have had underlying medical conditions.The percentage of San Diegans testing positive rose to 158.5 per 100,000 residents as of Thursday's data, well above the state's criterion of 100 per 100,000.The last metric the county has failed to maintain is the percentage of cases that have been handled by a contact investigator within 24 hours of being reported. There are more than 500 investigators employed by the county, and although 98% of all cases had been investigated in that time frame as recently as June 25, that rate had dropped to 9% as of Wednesday.Wooten said that in response, the county is attempting to hire more contact investigators, with 97 set to come on board Friday and another 212 are in the hiring process. 3827

  

SAN DIEGO (CNS) - The San Diego City Council declined to report details of its closed-door discussion Tuesday on a draft appraisal of price and payment terms for the city's potential sale of the SDCCU Stadium site to San Diego State University.The council met in closed session to discuss the undisclosed terms of the appraisal with its negotiating team, composed of officials in various city departments and the city attorney's office. Both the city and SDSU have expressed an intent to exchange the property for "fair market value," but what that entails remains opaque.D.F. Davis Real Estate estimated the fair market value of the site sits at .2 million, according to documents.The city is currently in the process of selling a 132-acre parcel of land to SDSU as the university intends to redevelop the parcel, which includes SDCCU Stadium, into a 35,000-seat stadium to be primarily used by the university's football team, a satellite campus, a park along the San Diego River and commercial and residential space.After the closed session, City Councilwoman Barbara Bry called for the draft appraisal to be released to the public and for all future discussions of the sale to take place in an open session."It is now time for SDSU to make an offer which honors the terms of Measure G and the promises that were made during the campaign," Bry said in a statement. "This offer should include a commitment to building the river park and designing a transit-dependent development."City officials have also noted their concern over certain elements of the project's draft environmental impact report, such as the university's analysis of how the project will affect traffic patterns in Mission Valley. The council must approve a final version of the report prior to completing the sale.On Monday, the Friends of SDSU, a group of university alumni and community members, called on the city to accept the appraisal without changes, arguing that the project would be transformative for the city and SDSU will be a good steward in overseeing the land."Introduction of extraneous considerations that are inconsistent with the provisions of voter-approved Measure G or are outside the mutually agreed-to guidelines for the appraisal could substantially delay or threaten altogether the successful transfer of this property," Friends of SDSU wrote in a letter to Mayor Kevin Faulconer and the council.San Diego voters approved the plan, then known as SDSU West and now dubbed SDSU Mission Valley, last November. Since then, the university has selected two firms to oversee the planning and construction of the future stadium and campus while negotiating the sale with the city.On the project's current timeline, university officials expect the California State University Board of Trustees to consider approving a draft environmental impact report on the SDSU West plan early next year. The university expects to break ground on the project in early 2020 and complete the redevelopment in its entirety by the mid-2030s. 3022
