SAN DIEGO (CNS) - Mayor Kevin Faulconer and San Diego Police Chief David Nisleit have launched a digital marketing campaign that aims to fill more than 200 positions that are currently vacant in the department, the mayor announced Thursday.Downtown-based Loma Media will run the marketing campaign, which includes videos that will be shared on social media as well as a new recruitment website, with the goal of fully staffing the department by 2020, Faulconer said."Getting the San Diego Police Department back to full staffing of over 2,000 officers is a top priority," Nisleit said in a statement.In December 2017, the City Council approved an agreement to boost salaries for San Diego police officers through the 2020 fiscal year.Since the raises were announced, the number of officers lost to other law enforcement agencies is down 84 percent from last year, Faulconer said."The best way to keep San Diego one of the safest big cities in the country is by attracting the best and brightest recruits to the San Diego Police Department," Faulconer said in a statement. "We're going to be innovative and creative in how we do that."Loma was one of four companies that responded to a request for proposals issued by SDPD earlier in the year. SAN DIEGO (CNS) - A man who wounded an off-duty sheriff's deputy and a bystander by opening fire in the Gaslamp District two years ago was convicted of assault with a firearm Thursday in his third trial in the case. Ray Pitoau, 39, was convicted of two counts of assault with a firearm for the Aug. 7, 2017 shooting that injured Deputy Jason Philpot, who was walking through downtown with his two brothers following a Metallica concert at Petco Park. Also injured was bystander Vladimir Shvets, a passerby in San Diego for a convention. Pitoau was also convicted of a lesser charge of assault on Philpot's younger sibling, Joshua, who Pitoau initially got into an argument with on Island Avenue near Sixth Avenue just after 1 a.m. RELATED: Gaslamp deputy shooting suspect escapes Spring Valley SWAT standoffSentencing is scheduled for Dec. 11. Pitoau was convicted in a prior trial of three felony firearm possession counts and was sentenced to 27-years-to-life for those convictions. However, both of his previous trials in the case resulted in hung juries regarding the assault charges. Jason Philpot testified that he tried to wrap his arms around Pitoau and get the gun away, but the defendant was able to pull the trigger, wounding the deputy in the chest and right arm. A second round also passed through his right arm. One of the rounds ricocheted off the sidewalk and struck Shvets. Pitoau testified that he grabbed a gun in self-defense because a group of men, including Philpot, were advancing on him. He testified that he and Jason Philpot both grabbed onto the gun, leading it to fire as they grappled over the weapon. SAN DIEGO (CNS) - A man who fatally stabbed his 66-year-old uncle during an argument in their Pacific Beach condominium was sentenced Monday to 15 years to life in state prison.Randy Bautista Baisa, 39, pleaded guilty to a second-degree murder charge in connection with the 2018, killing of Merlino Bautista. Authorities said the defendant and the victim lived together.Prosecutors said Baisa -- who has significant mental health issues, according to the prosecution and defense -- stabbed his uncle 16 times, mostly in the back. SAN DIEGO (CNS) - A security guard at a bar in Little Italy was sentenced Friday to six years in state prison for shooting a patron during an argument outside the establishment.Dangelo Jeffrey, 24, pleaded guilty earlier this year to charges of assault, discharging a firearm and carrying a concealed weapon for the April 20 attack that began at the El Camino Bar, 2400 India St., according to Deputy District Attorney Mary Naoom.Around 2 that morning, Jeffrey got into an argument with the male victim and others, and made threats. He then followed the victim along India and to Laurel Street, where they got into another argument, during which the victim punched him in the face, according to San Diego police.RELATED: Man shot twice by Little Italy security guard after argument at barJeffrey then shot the victim in the abdomen. The bullet struck his spine, Naoom said.San Diego Police Officer J. Buttle said Jeffrey fired two shots, one of which struck the victim, and that Jeffrey then went home. SAN DIEGO (CNS) - A parolee accused of sexually assaulting an 88-year- old woman at a Hillcrest nursing home just days after being released from jail for an unrelated drug offense was charged Wednesday with rape, elder abuse and other felonies.Lusean Arline, 48, was arrested Monday in connection with the alleged Oct. 27 sex assault at the Balboa Nursing & Rehab Center. Deputy District Attorney Scott Pirrello alleged that Arline entered the nursing home around 3 a.m. and was found completely nude on top of the victim in her bed. How Arline allegedly entered the facility remains under investigation, but Pirrello said it's believed he got in through an unlocked door.RELATED: 88-year-old woman sexually assaulted at Hillcrest nursing homeStaff heard the victim and her roommates screaming and entered the room, prompting Arline to flee the scene, the prosecutor said. The victim, who suffers from memory decline, sustained a fractured arm in the attack, according to Pirrello.Arline was identified as the alleged perpetrator through ``evidence left at the scene'' that was submitted to the FBI Combined DNA Index System, he said. Police then tracked down Arline with help from the state Department of Corrections and Rehabilitation, SDPD Lt.
