SAN DIEGO (KGTV) — Seaport Village is seeing a bounce back in foot traffic now that the most stringent of coronavirus-related restrictions have eased.Port of San Diego officials say in the last month, 39,661 people came to the coastal shopping mall. That's more than double the 16,606 people that came through the center in the month after the shutdown order took effect March 13. The port took over management of Seaport Village about two years ago and invested more than million to spruce it up, create more in-person events, and add new tenants. The idea was to reverse the decline in the village, which had seen numerous closures. Ultimately, the port plans to redevelop the property with a hotel, office space, an aquarium, and a spire. "We're really just doing our best to set it up for the future, for us this is the perfect opportunity with all of the interest that we've gotten," said Lucy Contreras, a program manager in the Port's real estate division.In the last year, the Port has signed leases with Geppetto's, Spill the Beans Coffee, Mr. Moto Pizza House, Sam the Cooking Guy for a restaurant, and a Mike Hess Brewing tasting room combined with City Tacos. The duo already has a location in Imperial Beach and will take over a former restaurant spot on the center's western edge overlooking the bay. "Ever since then, and that's been like three and a half years, you tell people we're doing beer and tacos on the beach, beer and tacos on the water, nobody thinks that's a bad idea," Hess said. On Friday, the port signed a lease with the Malibu Farm restaurant for a Seaport Village location.The mall, which canceled many in-person events during the shutdown, started once again offering live music two weeks ago. SAN DIEGO (KGTV) - San Diego Police released Thursday the name of a man who was shot and died after reportedly breaking in to a San Carlos home. Hollis Forman, 38, entered the home in the 6300 block of Lake Shore Drive July 16 and began fighting with the 54-year-old homeowner, police said. The homeowner’s wife called 911 as her husband confronted the man. Police said the homeowner’s 20-year-old son grabbed a gun and shot Forman, who ran out the back door and fell into the pool. SAN DIEGO (KGTV) — San Diego Police Saturday honored a local boy who risked his life to save his younger brother from drowning.Police say 10-year-old Ulises Frausto and his 7-year-old brother did not know how to swim when they were in a pool together. The brothers were holding onto the side of the pool when Frausto's brother lost his grip and sunk to the bottom.Despite not knowing how to swim, police say Frausto put his life on the line, swimming to the bottom of the pool to rescue his little brother. SAN DIEGO (KGTV) - Several people were hospitalized after they reportedly fell ill at a Sorrento Valley pharmaceutical company.San Diego Fire-Rescue crews were called to 6769 Mesa Ridge just before 2 p.m. Tuesday to reports that a 60-year-old man was passed out outside the business, Inovio Pharmaceuticals.Bystanders reportedly began CPR and used a defibrillator on the man.Crews say that additional people were transported after falling ill. In all, two people transported themselves to Scripps Memorial Hospital while two others were transported by emergency crews.Their conditions are not known at this time.SDFD said they believe the victims became sick after eating food brought in by an employee.  727

SAN DIEGO (KGTV) -- Starting in the new year, Californians will start to see paper license plates instead of dealer decals on the backs of vehicles. A new law taking effect January 1, 2019, mandates that dealers give out temporary paper plates or permanent license plates issued by the California DMV. The law is all part of an effort to aid law enforcement as well as limit toll evasion. The plates will list information including a temporary license plate number, report of sale number, vehicle identification number, make and model. There are several reasons California lawmakers passed Assembly Bill 516. Currently, law enforcement isn't able to identify some vehicles that may have been involved in a crime, according to the DMV. Having no temporary plate also makes it difficult to investigate crimes involving vehicles. Another reason for the law is toll evasion. According to the DMV, people who purchase vehicles often delay attaching permanent plates, making it impossible to identify vehicles violating toll requirements.
