WILMINGTON, Del. – Joe Biden said in a speech Wednesday that his campaign believes it’s clear that they’re on track to win enough states to reach the 270 electoral votes needed to win the presidency.“I’m not here to declare that we’ve won, but I am here to report that when the count is finished, we believe we'll be the winners,” said the former vice president from Wilmington, Delaware.Watch his speech below:Biden’s remarks came around the same time that The Associated Press projected he would win Wisconsin, bringing him to 248 electoral votes as of about 4 p.m. ET. At that same time, President Donald Trump had racked up 214.“Of all the votes counted, we have won Wisconsin by 20,000 votes, virtually the same margin as when Trump won that state four years ago,” said Biden.Biden is also leading in Michigan and Nevada, but by slim margins. If he were to claim those two states as well, he would reach the crucial 270-vote threshold.“In Michigan, we lead by over 35,000 votes and it’s growing,” said Biden. “It’s a substantially bigger margin than when President Trump won Michigan in 2016.”As for Pennsylvania, The Associated Press still had Trump leading, but Biden had made steady advances throughout Wednesday.“I feel very good about Pennsylvania. Virtually all the remaining ballots to be counted were cast by mail and we’ve been winning 78% of the votes by mail in Pennsylvania,” said Biden.The Democratic candidate said it’s been a long and difficult campaign, but admitted it’s been a more difficult time for our country. He said once the election is over, he hopes to bring Americans together, despite the partisan nature of the country.“I know this won’t be easy. I’m not na?ve, neither of us are,” said Biden referring to him and his running mate, Sen. Kamala Harris. “I know how deep and hard the opposing views are in our country on so many things, but I also know this as well. To make progress, we have to stop treating out opponents as enemies. We are not enemies.”He said what brings us together as Americans stronger than anything that can tear us apart and promised to be a president to the whole country, not just those who voted for him.“The presidency itself is not a partisan institution,” he said. “It’s the one office in this nation that represents everyone, and it demands a duty of care for all Americans and that is precisely what I will do. I will work as for those who didn’t vote for me as I will for those did vote for me.”Biden stressed that every vote must be counted to determine the winner of the election. His comments were likely in reaction to the Trump campaign's lawsuits that are asking for vote counts in Pennsylvania and Michigan to be stopped, claiming lack of “transparency.” The president's campaign is also requesting a recount in Wisconsin, where Biden was narrowly declared the winner.“No one is going to take our democracy away from us, not now, not ever,” he said. “America has come too far. America has fought too many battles. America has endured too much to ever let that happen. We the people will not be silenced. We the people will not be bullied. While there are still questions about whether trick-or-treating will happen in 2020 and how neighborhoods will make it possible, there is no question Americans like their Halloween candy.Sales of Halloween candy and chocolate at grocery stores are up 17 percent over 2019 so far this season, according to the National Confectioners Association. Total sales, including online purchases, is up 13 percent year-over-year.The National Confectioners Association, NCA, represents manufacturers and suppliers of sweet treats, gum, mints and chocolates.Their research showed chocolate is driving the increase. Halloween chocolate sales are up 25 percent over 2019 so far. The NCA released data over the summer showing chocolate was the treat of choice of Americans during the pandemic, with sales increasing five percent March through August over the same time period in 2019. Sales of premium chocolate during that time was up 12 percent year-over-year. Ferrara Candy, which makes Sweetarts, Nerds, Brach’s Candy Corn, Gobstoppers and more, said Halloween sales bring in about .5 billion in sales. In an interview with Axios, CEO Todd Siwak said their company learned a lot from the drop in sales for Easter. This was also the time many stores were closing because of lockdowns to stop the spread of the coronavirus. Even as shopping has picked up a little, they have made some changes.“As the frequency in-store is reduced by the shopper, so fewer trips but bigger baskets, we wanted to make sure we were there presenting the opportunity to consumers,” Siwak said. He added Ferrara Candy created more individually-wrapped confections and got product to stores earlier to extend the selling season.There are still about three weeks until Halloween, and the industry expects sales to increase. Siwak says about 60 percent of the sales for Halloween candy happen in the last few weeks before the holiday.The NCA data also suggested Americans are getting more excited for Halloween in 2020. When Brooke Harrison picked up her backpack Sunday during orientation day at Marjory Stoneman Douglas High School, there were two things different about it. The fact that my backpack was so close to me is really mind blowing,” Brooke said.It was left in her freshman classroom where five classmates were shot. Three of them died: Alyssa Alhadeff, Alex Schachter and Alaina Petty. Seventeen people died in total. “We know how lucky we are,” said Brooke’s mom, Denise Harrison. “From the stories we already heard in the classroom, we go pick up the backpack we saw this. Everyday, we’re saying to ourselves, we’re so lucky.”On Wednesday, Brooke and the student body return to campus.“It’s going to be sad because I’m going to remember the fact that three of my classmates won’t be able to go back to school and that three of them won’t be able to see their friends and see that everyone is okay,” Brooke said. Her parents aren’t worried about Wednesday or the next day. They know security will be tight when they return, but beyond that there's uncertainty.“One of the greater concerns that we have is, what happens next?” said Robert Harrison, Brooke’s dad. “When the news cycle ended and six months have gone by, what actions will have been taken to ensure this doesn’t ever happen again? At this school or any other.” For starters, they want more armed school resource officers and a review of code red protocol. “To give ourselves as parents, to give us the ability to know when you drop your kid off, they’re going to be safe,” Harrison said. On top of the friends they lost, they lost their innocence. Every hug and every “I love you” means more now. “Time just feels more precious now. It feels like we have to reaffirm that. It's a spinoff from his Band In A Bus program.“We believe it’s like giving away a box of joy,” said Rose.With more and more questions about what classes and extracurriculars will look like as the coronavirus pandemic continues, Band In A Bus is changing its approach to hand out recorders and drum sticks to as many kids as possible.“The least we can do in these trying times is help kids feel some type of happiness and excitement every day,” Rose said. "That’s kind of why we’re trying to pilot this program.”Band In A Bus says budget cuts due to the coronavirus are forcing some schools to cut back music programs even more, which makes these free boxes even more important for kids.“The worst thing that we can do to a kid is strip them of this creative outlet,” Rose said. “As a growing young person, the most valuable thing is learning who you are and your tone of voice.”The Band in a Box program has enough money to help about 500 kids, but it is raising more money to try to impact as many families as possible.“That’s the experience that every kid can kind of relate to – that excitement, that fun,” Rose said. “You could see their smiles as they were drumming.
