BEIJING, May 21 (Xinhua) -- China's local governments should step up efforts to close 10 million kilowatts of outdated coal-fueled power station capacity this year, Chinese Vice Premier Li Keqiang said Friday.This year is crucial to completing the country's energy saving and emission reduction goals as set out in the Eleventh Five-Year Plan (from 2006 to 2010), Li said in a letter to a national work conference held in Beijing discussing the elimination of backward production capacity.Official figures show China's unit gross domestic product (GDP) energy consumption fell 14.38 percent during the first four years of the Eleventh Five-Year Plan. XIAMEN, Fujian, June 6 (Xinhua) -- Two foreigners were killed and another injured in an aggravated debt dispute Saturday night in the coastal city of Xiamen in east China's Fujian Province, local police said.The dead included a woman from Venezuela and a man whose nationality was not unknown yet.The other foreigner, who was a suspect as the police said, was hospitalized for injuries. His nationality was not confirmed either.The police did not reveal if there were other people involved in the case.Initial investigation showed the homicide was triggered by a debt dispute. One dagger had been found on the scene, near the Marco Polo Hotel on Jianye Road.It was unclear when the homicide happened, but local police said they received a report about it at 9:52 p.m.Local police were still investigating the case.

BEIJING, April 5 (Xinhua) -- The Communist Party of China (CPC) has set up more than 60,000 new grassroots party organizations nationwide while rectifying some 50,000 slack branches during an 18-month campaign to boost party building.The campaign of studying and implementing the Scientific Outlook on Development, launched in September 2008, has covered all the 75 million Party members in more than 370 branches across the country.The Scientific Outlook on Development, set forth by General Secretary of the CPC Central Committee and President Hu Jintao in 2003, emphasizes the well-being of the people and a comprehensive, coordinated and sustainable approach to development.Statistics show that during the campaign, more than 1.4 million items of outdated bylaws were abolished in units and departments nationwide. In addition, some 2.1 million new ones were issued and 2.5 million were amended. The bylaws cleanup covered science and technology development, environmental protection, people's livelihood, anti-corruption among other aspects.In the non-public sector, 12,000 new CPC branches were set up during the campaign, and another 24,000 are in the pipeline.
