(KGTV) - Federal investigators are asking for possible victims of a convicted child predator and retired Vista school district high school teacher to come forward. Tay Cooper, 67, pleaded guilty in 2018 to possessing child pornography. He was sentenced to one year in federal prison and seven years of supervised release. The judge ordered Cooper to pay ,000 in restitution to the four victims identified in the images and videos. Last September, Homeland Security Investigations agents received information from a potential victim who accused Cooper of sexual abuse. Also of concern was that Cooper was a beloved teacher, winning Teacher of the Year two years in a row while in Los Angeles County. "He chaperoned trips, he initiated clubs, things of that nature in the school, which gave him really unlimited access to children in those school districts," said Durst. (KGTV) - Disney fans will be able to get their fill of toys, games, accessories, clothing, and other merchandise this fall at 25 Target stores nationwide. The entertainment giant is opening what it describes as “shop-in-shop” locations starting in October, according to Target officials. Disney’s store experience in Target will include music, interactive displays, photo ops, and a Disney movie clip screening area. 450 items will be available, including 100 products that were previously only available at Disney retail locations, Target officials say. (KGTV) - An 8-year-old boy who floated out to sea on a giant unicorn raft is safe thanks to a volunteer water rescue team. The Ohio boy, who was vacationing on North Carolina’s Oak Island with his family, was swept away by a gust of wind. He was blown nearly half a mile into the Atlantic Ocean. “From witness comments heard on the beach, and some witness comments we’ve read on social media, it happened suddenly when the wind pushed the raft from shallow water to deeper water in seconds. Once it was out past the waves, the big float acted like a sail and the unicorn float kept going away from the beach,” Oak Island Water Rescue reported. At least one person attempted to swim out to the boy but failed, said OIWR. When rescue teams reached the scene, they launched their boat into the surf and recovered the boy.The boy was safely reunited with his mother, OIWR said. "He was a brave one," rescuer Tony Young told 10News.WWAY-TV reports other floats blew out to sea several times last year, but this was the first time a child was still on board. “A strong wind gust can send a raft on the move. In fact, on days where we have a strong wind blowing toward the ocean, it is not uncommon for us to get multiple 911 dispatches for rafts blown into deeper water,” reported OIWR. (KGTV) — A Northern California judge has ruled against Gov. Gavin Newsom, saying he overstepped his authority when requiring all California registered voters receive a mail-in ballot for the 2020 election.Sutter County Judge Sarah Heckman said Friday that Gov. Newsom did not have the authority to amend or change the state's law through an executive order, which mandated all registered voters get a mail-in ballot and allowed counties to reduce the number of polling locations if in-person voting is offered ahead of Nov. 3, according to court documents.The ruling doesn't affect the results of the 2020 election.Newsom's executive order was made as part of the California Emergency Services Act, or CESA. The act gives the governor special powers during a public emergency.The ruling stemmed from a lawsuit by Assembly members James Gallagher (R-Yuba City) and Kevin Kiley (R-Rocklin), who claimed Newsom didn't have the authority to make the order. California's legislature later passed a similar law to the order.Kiley posted the judge's ruling online, in which the judge wrote, "Executive Order N-67-20 issued by the Governor on June 3, 2020 is void as an unconstitutional exercise of legislative power and shall be of no further force or effect. The California Emergency Services Act (CA Government Code §8550 et seq.) does not authorize or empower the Governor of the State of California to amend statutory law or make new statutory law, which is exclusively legislative function not delegated to the Governor under the CESA."The judge's ruling also put an injunction in place against Newsom, prohibiting him from changing any laws under CESA, according to the documents. 1687
