BEIJING, Sept. 8 (Xinhua) -- The Fourth Plenary Session of the 17th Central Committee of the Communist Party of China (CPC) is to be held from Sept. 15 to 18 this year, according to a statement issued Tuesday after a meeting of the Political Bureau of the CPC Central Committee.     The decision was made at Tuesday's meeting, presided over by Hu Jintao, general secretary of the CPC Central Committee.     Participants at Tuesday's meeting discussed a draft document on improving Party building which is to be submitted to the four-day plenary session for deliberation.     The CPC has to improve the Party building to cope with "major development, reform and adjustment in the world" and to better lead all ethnic groups to concentrate on construction and development, the statement said.     To sum up the Party's invaluable experience of strengthening self-building since the founding of the People's Republic of China 60 years ago, and enhance the Party building in the new situation, the CPC should stick to the following principles detailed in the statement:     -- The CPC should be strict with the Party members by conducting strict education, administration, monitoring and self-criticism.     The Party should also make redoubled efforts to improve the Party's work style, build a clean government and fight corruption to maintain its advanced and immaculate nature.     -- The CPC should focus on theological and ideological construction to enable the Party's theory and practice to keep pace with the time and be creative.     -- More efforts will be made to enhance the CPC's creativity, cohesiveness and fighting capacity to guarantee the Party to do a better job in governing and rejuvenating the country, and building socialism with Chinese characteristics.     -- The CPC should stick to scientific and democratic rule and rule by law to make it always a representative of the development requirements of China's advanced social productive forces, the progressive course of China's advanced culture, and the fundamental interests of the overwhelming majority of the Chinese people.     -- The CPC should meet the essential requirements of building the Party to serve the public interests and running the government for the benefit of the people.     -- The CPC should improve itself in an innovative way.

CANBERRA, Aug. 13 (Xinhua) -- An anti-China rant by an editor on Australia's biggest-selling national newspaper has come under fire from netizens around the world.     Greg Sheridan, an editor of The Australian, flattered Rebiya Kadeer -- leader of the separatist World Uygur Congress -- for her "courage" to confront the Chinese government in an article published Wednesday.     In his article, titled "Uygurs must fight for rights within China," Sheridan said Rebiya should leave aside her campaign for a separate state for a while and "concentrate instead on human rights, cultural autonomy and democracy," so as to win support and aid from Western nations.     He lauded Rebiya's week-long visit to Australia, saying it would "change the course of Chinese politics."     However, responding to Sheridan's instruction to the self-appointed Uygur leader, many netizens expressed their disagreement with his absurdities and scoffed at his ignorance and crankiness.     "Has anyone worked out of these facts about Kadeer? BEIJING, Sept. 18 (Xinhua) -- The Communist Party of China (CPC) central leadership vowed Friday to enhance intra-Party democracy by improving Party congress and election systems.     Less than two weeks ahead of the 60th anniversary of the founding of the People's Republic of China (PRC), the 17th CPC Central Committee made a consensus at its fourth plenary session which ended Friday, calling for bettering the democratic decision-making mechanism within the Party in order to maintain the CPC's centralization and unity.     After the four-day close-door meeting, the CPC Central Committee agreed in a communique upon pushing forward intra-Party democracy, which allows broad representation of Party-wide wills and propositions, and, subsequently, drives people's democracy.     Hu Jintao, general secretary of the CPC Central Committee, said at the 17th CPC National Congress on Oct. 15, 2007, "We will expand intra-Party democracy to develop people's democracy and increase intra-Party harmony to promote social harmony." BEIJING, Sept. 29 (Xinhua) -- China will lower gasoline and diesel prices by 190 yuan (27.8 U.S. dollars) per tonne from Wednesday, the National Development and Reform Commission (NDRC) announced Tuesday.     The benchmark price of gasoline will be 6,620 yuan a tonne, and for diesel 5,880 yuan a tonne, according to the NDRC.     The retail price of gasoline will drop by 0.14 yuan per liter and that of diesel will decrease by 0.16 yuan per liter.     It is the eighth fuel price adjustment since the country adopted a new fuel pricing mechanism, which took effect on Jan. 1 and the first reduction of fuel prices in two months.     Under the pricing mechanism, the NDRC will consider changing the benchmark retail prices of oil products when the international crude price changes more than 4 percent over 22 straight working days.     The price cut was in accordance with the international price changes, the NDRC said.     The average crude price of Brent, Dubai and Cinta has declined to 71.52 U.S. dollars a barrel, down 5.02 percent since the previous fuel price adjustment, according to the Shanghai-based CBI (China) Co., Ltd., a leading service provider in Chinese commodity markets.
