SAN MARCOS, Calif. (KGTV) -- A man deputies say was under the influence was arrested Saturday evening after crashing into a patrol car and causing a second crash while fleeing law enforcement. According to the San Diego County Sheriff’s Department, deputies tried to make contact with an intoxicated man in the parking lot on the 400 block of Autumn Drive in San Marcos around 4:49 p.m.The driver, Cristian Reinoso, 24, failed to obey instructions, instead backing into an unoccupied patrol vehicle twice, deputies say. According to the department, Reinoso then drove away from the parking lot, striking a fence and a parked car before running a red light and crashing into another vehicle at the intersection of Los Vallecitos Boulevard and Knoll Road. The crash reportedly caused Reinoso’s vehicle to roll over, so deputies say he got out and ran away before being arrested at an apartment complex on the 200 block of Knoll Road. Both Reinoso and the driver of the other vehicle were taken to the hospital for minor injuries. The department says Reinoso will be charged with assault on a peace officer with a deadly weapon and hit-and-run causing injuries. 1167
SANTEE, Calif. (KGTV) - A battle is brewing over a massive new housing project that would boost Santee’s population by 15 percent. Developers of East County’s Fanita Ranch project will try to win over residents at a meeting Wednesday night. 10News first covered the housing proposal in 1999. Fanita Ranch would bring nearly 3,000 homes, a school, parks, and open space. Councilman Stephen Houlahan says the project would bring more money to Santee. “The city needs to grow; that’s just how it is.” Some residents oppose adding more people and traffic. “The traffic getting to and from work is a major issue.” In 2007, the developer submitted a plan that received fierce opposition. 12 years later, they are presenting a new one at council chambers. Regardless of the council’s decision, the matter will likely go to a vote. 831

SAN YSIDRO, California — Migrants rushed the border Sunday morning, forcing the closure of the San Ysidro Port of Entry and several San Diego interstates. Southbound Interstate 5 and 805 closed at State Route 905, forcing drivers to be rerouted on one of the busiest travel days of the year. All north and southbound lanes of the port of entry were also closed to all vehicles and pedestrians, halting traffic. Las Americas Premium Outlets was also shut down due to safety and security. SCOTTSDALE, Arizona — It's not paper or plastic that's taking over a Scottsdale, Arizona recycling center — it's trash. Every day at Republic Services workers line a conveyer belt scouring for items that don't belong. But the belts are moving slower than they used to. That's because so much trash has been moving through, workers need more time to pick it out. "A cushion like this, not recyclable," Richard Coupland with Republic Services said. "Baby seats, not recyclable." But it's not just time-consuming. Coupland said when you put things that don't belong into a recycle bin, it can contaminate the other items that do belong. In return, that produces more trash. "Focus on your fundamental material, but most importantly that it's empty, clean and dry," he said. Fundamental material includes paper, plastic, aluminum and cardboard. However, if you're recycling a ketchup bottle, it must be completely empty and rinsed out. All the trash coming through the center is also costing more money. Coupland said China was at one time one of the largest buyers of recyclable material. However, the center has stopped shipping items there. "They've lowered their acceptable criteria from 3 percent to .5 percent," Coupland said. "That's a level that few folks are able to achieve right now without making significant changes to their operation." That's forcing the company to sell all it's paper, plastic, and aluminum to different markets, at a cost. "Those markets are not able to pay the same value for the material," Coupland said.In return, that can cost you more when it comes to pick up fees. However, you can help by being conscious about what you put in your bin. "Many don't realize that the bottom of a pizza box which is contaminated with grease of a pizza, that's trash," Coupland said. "No one is interested in buying that. So the proper thing to do is rip the box, give me the top and throw away the bottom." 2052
Sears is swinging the ax again. The struggling retailer announced plans to close another 46 Sears and Kmart stores.The company has already closed more than 100 stores this year -- including the last remaining Sears in its hometown of Chicago -- as it attempts to stem losses.Employees at 13 Kmart stores and 33 Sears stores were notified that their locations would close by November.When Sears and Kmart merged in 2005, they had about 3,500 US stores between them. About 900 US stores remain, and more closings are likely."We continue to evaluate our network of stores, which is a critical component to our integrated retail transformation, and will make further adjustments as needed," the company said in a statement.Liquidation sales at some of the stores will start as soon as August 30.Sears has lost .2 billion since 2010, its last profitable year and sales have plunged 60% in that time.The company has been looking at selling assets as a way to raise money. In August, CEO and majority shareholder Eddie Lampert offered to buy the company's Kenmore appliance brand for 0 million, and its Sears Home Services division for between million and million.Lampert said he also plans to negotiate with lenders to try to extend the repayment schedule for some of Sears' debt.Shares of Sears plunged 35% in the week since Lampert's bid was disclosed, and hit an all-time low of .15 a share Wednesday.
