Chris Sharp said.There was no indication of foul play but there were injuries to the body, said Lt. Sharp.The Medical Examiner will try to identify the victim and conduct an autopsy to determine the cause of death.Bonita Cove is a busy area of Mission Bay. SAN DIEGO (KGTV) - San Diego city leaders met Monday to look for new ways to tackle homelessness. Several departments and organizations gave presentations to a committee, lead by Councilmember Chris Ward.The Select Committee on Homelessness met to discuss how to create new employment opportunities for homeless and how to get them into the existing rapid-rehousing programs. They also discussed a new program that would house all homeless services in one location.The San Diego Police Department provided an overview of their new Neighborhood Policing division. They say they are working to provide outreach, mental health services, and enforcement when needed.San Diego residents spoke during the public comment portion of the meeting, thanking the committee for their work but asking them to do more.Several other agencies also had presentations, providing updates on the temporary bridge shelters and the homeless storage facilities.The Select Committee on Homelessness meets one to two times a month. 1013

SAN DIEGO (KGTV) -- San Diego police officials have announced the arrest of two suspects in the murder of a security guard who was gunned down outside of an East Village homeless shelter last month.In a release sent Tuesday night, San Diego Police Department Acting Capt. Martha Sainz said homicide investigators were led to two suspects in the case through witness accounts and collected video footage from the area including from Smart Streetlights.The high-quality images obtained from the Smart Streetlights allowed investigators to identify 47-year-old Floyd Garrett and 40-year-old Johnny Hill as the suspects, according to Sainz."On January 4, 2020, investigators tracked Garrett to Phoenix, Arizona where he was arrested with the assistance of the Phoenix Police Department. Garrett will remain in custody in Phoenix, pending extradition hearings," said Sainz.Hill was located in San Diego and arrested by San Diego Police officers Tuesday without incident. He was booked into county jail for the murder.Both men are from San Diego, according to Sainz.Ernest Lee Buchanan, 44, was killed on Dec. 28 outside the Alpha Project shelter on Imperial Avenue. Buchanan was returning from taking a meal break when someone approached him and opened fire. Buchanan was taken to the hospital but died from his injuries a short time later. 1344

SAN DIEGO (KGTV) -- San Diego Gas and Electric is asking state regulators for permission to rebalance electricity rates next year in a way that would lower bills for customers during the summer but keep annual costs about the same.Currently, SDG&E customers pay a few cents more per kilowatt hour during the summer compared to winter rates. The seasonal pricing is designed to promote energy conservation in the summer when demand is highest, but it has also sparked complaints about high bills, particularly last year.In response to the complaints, the utility is proposing flat rates year-round, said SDG&E communications manager Wes Jones. "Simply put, we're trying to benefit our customers," Jones said. "We recognize they need a lot of power in the summertime to cool their homes."The new year-round structure would lower bills during the summer but result in higher winter bills than customers currently pay.Jones said reducing price volatility will help families budget for household energy expenses and mitigate summer sticker shock.The proposal would apply to all residential customers, including Time-of-Use, non-Time-of-Use and electric vehicle pricing plans. If approved by the California Public Utilities Commission, the changes would take effect prior to next summer, Jones said. 1309
