SAN DIEGO (KGTV) -- Parts of Balboa Park reopened Friday after the COVID-19 pandemic forced closures in March.Park officials said the following areas would reopen: Central Mesa (El Prado, Plaza de Panama, Cabrillo Bridge, Pan American Plaza), all parking lots, Prado Restaurant, Tea Pavilion, and Visitors Center.Tim Lu and his daughter Matilda have been looking forward to a bike ride at the park for a long time.They live nearby and drove by regularly ever since the park closed. Week after week, all they saw were empty streets and sidewalks.When they got the news that parts of Balboa Park were going to reopen, Lu wanted to make sure they were there for the first day. And he wasn’t alone, as others showed up equally as happy to see the park reopen.Sarah Beckman, director of the Balboa Park Conservancy, said, “This is part of people’s daily routines. This is a neighborhood park. It’s also a global destination but our friends have been missing this for a long time now.”While at the park or the trails, San Diego County and city health orders are still in effect. They have signs posted around the property to remind you. You have to wear a mask, practice social distancing, and if you are sick stay home.A way of life, Lu says he doesn’t mind.“Things haven’t changed. We don’t have a vaccine. A cure. So even though things are opening up we want to keep our progress going and keep things open and not have to shut down again,” said Lu.As for museums, they will reopen on their own schedules. SAN DIEGO (KGTV) — North Park residents will celebrate this holiday season with an annual tradition intact — at least for one more year.For 56 years, the Toyland Parade has delighted crowds in North Park during the holiday season. But much like a parade balloon, financial troubles have loomed over organizers.Last year, the parade was briefly canceled after former-host Victoria House Corporation said it had lost support from sponsors. Then in March 2019, the community learned that a Victoria House Corporation organizer was accused of fraud and pocketing 2018 parade donations and fees after the cancellation.RELATED:North park donut shop defends homeless manSan Diego deputies share tips to protect your presents10 special holiday events coming to San DiegoNorth Park Main Street (NPMS), a volunteer-based non-profit, pledged ,000 to the parade. That donation and monetary support from the community helped 2018's parade continue as planned. NPMS has since taken the parade over, as well.But the parade is once again in trouble. Angela Landsberg, executive director with North Park Main Street, says support from the local Lions Club has saved 2019's parade, but 2020 is a different story."Our presenting sponsor North Park Lions Club have ensured that it's going to go off this year, but if we don't raise enough money this year to get us carried through our planning for next year, because these things take a long time to plan, then this will be the final year," Landsberg told 10News. The organization is asking for the community to once again step in to make sure the parade steps off on University Avenue next year. SAN DIEGO (KGTV) -- Quite often tragedies, like the Valley Fire, bring out the best in people. Even the youngest can make a big difference. Just ask Lemon Grove resident Tiffany Klein, who had to explain to her 3-year-old son Nicholas, why the sky looked so smokey and gloomy over the last week."Ash was falling and the sky was dark, which was odd. So Nicholas asked me what was going on, he didn't quite understand."And when Tiffany told her son about the dangerous fires burning near Alpine, his response was a bit surprising for a young child."He asked if people were getting hurt," said Tiffany. "I told him, as of that time, that no one had gotten hurt, but some people had lost their homes. So he asked me if he could raise money by doing a lemonade stand."Despite being 3-years-old, Nicholas wanted to lend a hand, even if he wasn't quite sure what was going on."I wanted to help the people that lost their homes,"said Nicholas.And how could any parent say no to such a great request."I was mind blown. He said yes mommy, I want to help them find their homes, because he assumed they were lost."So the family went to work building a lemonade stand, and squeezing their own lemons."He had to build his own lemonade stand, and he went out and picked lemons from a lemon tree."By selling lemonade, he hoped to raise 7 dollars."Seven dollars is huge to him and i said OK, let's try to get that goal."Nicholas easily raised the 7 dollars, and a whole lot more."He doesn't understand what he did yet," says his mom. "Because he's over 500 dollars right now."Nicholas plans to donate the money to the Burn Institute in a ceremony on Friday. 1648

SAN DIEGO (KGTV) – Monday afternoon, the San Diego City Council rescinded regulations on short-term rentals in an 8-1 vote. On Aug. 1, the council voted 6-2 in favor of rules to regulate short-term vacation rentals in San Diego. The regulations were set to take effect in July 2019.  These regulations limited the rentals to primary residences, which would force some investors or owners of more than one home to sell their properties or rent them out long-term.City Councilwoman Lorie Zapf was Monday’s lone vote against the repeal.The group Share San Diego called Monday's vote "an important step towards fair and effective short-term rental regulations." 690
