A blaze that burned several days at a petrochemical facility in suburban Houston reignited Friday, emergency management officials said.Crews are responding to the Intercontinental Terminals Company, a storage facility in Deer Park, Texas, after two tanks appeared on fire, the Harris County Emergency Management Joint Information Center said.Emergency responders are trying to determine which tanks are on fire, an ITC representative said."We are coordinating with federal, state, and local officials to resolve the issue as soon as possible," the company said in a statement. The US Coast Guard has closed part of the Houston Ship Channel near the facility in response to the breach, ITC officials said.A shelter-in-place order has not been issued in Deer Park at the moment, Harris County emergency management officials tweeted. The fire had been extinguished Wednesday after burning for several days. It began in a single tank Sunday afternoon and quickly spread to a second tank, the company said.By Tuesday, seven tanks were burning. The tanks contained chemicals that go into making gasoline, including xylene, naptha and pyrolysis gasoline, known as Pygas. No serious injuries have been reported. The cause of the blaze is under investigation. 1259

WASHINGTON, D.C. – When it comes to gun control in America, no state is confronting the issue harder right now than Virginia. For the first time in more than two decades, Virginia elected and just swore in a new state legislature controlled by Democrats. “Virginia is officially blue, congratulations,” said Gov. Ralph Northam, D-Virginia, on election night 2019. The new Democrat-controlled state legislature is vowing to pass gun control measures. That’s prompting some local governments to make their own moves by declaring themselves “Second Amendment Sanctuary” cities and counties. So far, more than 100 cities and counties in Virginia have declared themselves “Second Amendment Sanctuaries.” They’re not the only ones: from Florida to Colorado to Nevada and elsewhere, local municipalities are voting in favor of designating themselves “Second Amendment Sanctuaries.”But what does it even mean? Georgetown Law professor Mary McCord says what each declaration says varies from place to place. “Some are very much directly stating that county officials or city officials will not enforce state law that implicates or regulates, in any way, shape or form, gun ownership,” McCord said. “Others are simply espousing a support for second amendment rights.” In the end, though, she said the declarations do not hold up to legal scrutiny. “They really have no legal effect,” McCord said. “In Virginia, for example -- the Virginia Constitution and Virginia state law is very clear that it is the general assembly of the entire state -- not of any particular locality. The General Assembly makes the general laws and that those laws are supreme -- and any local ordinances resolutions, etc., that are inconsistent with those laws are void and have no effect.”Virginia’s attorney general has concluded the same thing and added that any gun control measures passed by the state legislature will be enforced. 1916

A change is coming to some people’s life and health insurance policies that will make them more expensive. Prudential recently announced it will consider e-cigarette users the same as traditional smokers. Smokers pay on average about 50% more per year for life insurance. Depending on the policy, that’s between 0 and 0 more. Some other companies were already charging vapers more. The president of Consumer Watchdog, Jamie Court, says he doesn’t necessarily disagree with the practice. “Well you know I’m no fan of the insurance industry but I think they're probably right in this circumstance and you know vaping is a relatively unknown quantity we don’t have any longitudinal studies to show what happens in 10-20-30-40 years to the lungs of people who vape,” said Court. “But there has been some evidence that people have significant scarring.”Court says it’s a little more of a gray area when it comes to health insurance. Right now, plans under the Affordable Care Act don’t charge e-cigarette and tobacco users the same. Some states don’t allow smokers to be charged more. At the same time, the Insurance Information Institute reports some companies have vaping in the non-smoking category because there isn’t enough data yet on the health effects. But with recent injuries and deaths from vaping, some companies now consider it a higher risk factor. 1375
