BEIJING, April 7 (Xinhua) -- Top political advisor Jia Qinglin said Wednesday the mainland visit by retired generals from Taiwan has enriched the content of exchanges across the Taiwan Strait and is a sign of improved ties.Jia, chairman of the National Committee of the Chinese People's Political Consultative Conference (CPPCC), made the remarks while meeting with the delegation led by Hsu Li-nung.Cross-strait relations have seen significant changes in recent years and ties between the mainland and Taiwan reflect a bright future for peaceful development, he said.Jia Qinglin (R), chairman of the National Committee of the Chinese People's Political Consultative Conference, talks with Hsu Li-nung during his meeting with a delegation of retired generals from Taiwan led by Hsu, in Beijing, China, April 7, 2010.The two sides should oppose "Taiwan independence" secessionist activities and stick to the principle that the mainland and Taiwan belong to one China to maintain peace across the Strait, Jia said.Such a situation forms a solid political basis for the development of cross-Strait ties in the right direction, he added.

BEIJING, May 14 (Xinhua) -- Chinese Vice Premier Hui Liangyu has urged reconstruction authorities to protect the fragile ecosystem and improve living conditions during their work in the quake-hit Yushu Tibetan Autonomous Prefecture.Hui was speaking at a meeting held by the State Council on Friday in Beijing to evaluate a report on the reconstruction's impact on resources and the environment.A 7.1-magnitude earthquake jolted Yushu in the Himalayan northwest Qinghai Province on April 14, leaving at least 2,200 deaths. The State Council, or Cabinet, approved the report at the meeting and Hui said reconstruction planners should consider the impact of their projects on the ecosystem. The epicenter of the devastating quake was at the headwaters of three major rivers -- the Yangtze, the Yellow and the Lancang rivers -- that run through China and neighboring countries. The clearing of debris, selection of sites for new towns and development of other industries in the quake area should all prioritize environmental protection, and natural forests as well as vegetative cover should be protected and restored, Hui said. The government has pledged to finish reconstruction work within three years.

BEIJING, May 31 (Xinhua) -- The People's Bank of China (PBOC), China's central bank, issued a circular Monday requiring banks to curb lending to energy-intensive industries, a move echoing government energy-saving and pollution-reduction measures.Banks must strictly review loan applications from companies in energy-consuming industries, the circular said, adding that only bank headquarters can extend loans to finance capacity expansion projects in energy-guzzling sectors. It also banned new credit to any projects not complying with government energy-saving policies.According to the circular, banks should conduct an overall review of loans to energy-intensive industries and report the results to the central bank by the end of June. The State Council, China's Cabinet, urged in early May all government departments make efforts to cut emissions and conserve energy to meet the country's target set in the 11th Five-Year Plan (2006-2010), according to which China will cut its per unit GDP energy consumption by 20 percent compared with 2005 levels by the end of 2010.

BEIJING, April 16 (Xinhua) -- China's top legislature will convene its bimonthly session from April 26-29 and review draft amendments to the State Secrets Law and the State Compensation Law.The decision was made Friday at a meeting of the Council of Chairmen of the National People's Congress Standing Committee, presided over by top legislator Wu Bangguo. The draft amendment to the State Secrets Law, which will undergo its third reading during the upcoming legislative meeting, aims to boost citizens' awareness of the importance of safeguarding state secrets. The draft amendment to the State Compensation Law, which will be submitted for its fourth reading, aims to better defend people's rights from being violated by the state. It is also hoped to cover the protection of detainees' rights following a series of deaths in the country's detention houses. The session will also deliberate, for the second time, on a draft law on protection of oil and natural gas pipelines, according to a statement issued by the council. The statement said a treaty on explosives left over from war and a Sino-Indonesian extradition treaty, both submitted by the State Council, or Cabinet, are expected to be ratified at the session.Lawmakers will also discuss Cabinet reports on protection of migrant workers' rights, the development of the cultural industry, strengthening road safety management, the implementation of a law protecting Taiwan compatriots' investment, as well as a motion regarding appointments and dismissals. At Friday's meeting, members of the Council of Chairmen expressed their condolences to victims of a deadly earthquake that hit Yushu Tibetan Autonomous Prefecture in northwest China's Qinghai Province early Wednesday. They also paid tribute to rescuers from the People's Liberation Army, armed police, among others at the forefront of quake relief.
