Retailers and carriers are preparing for an online holiday shopping surge that could tax shipping networks and lead to delivery delays.FedEx and UPS are ramping up their holiday hiring while expanding their weekend operations and asking retailers to use their shipping network when there is more slack. Imperial County, with a population of 175,000 people on the state’s border with Mexico, has been the slowest in the state to reopen. "Some counties, like Imperial, haven't been able to move into that attestation process, because they can't meet that criteria," Newsom said of the county's struggle to reopen. "We reserve the right to toggle back if we don't see movement at the local level."Newsom said the state is working with the county to send additional resources to help local officials address coronavirus cases. Despite this, the governor said interventions are not making enough of an impact, leading to reinstituting the stay-at-home order.The county's positivity rate has averaged 23% in the last week, compared with 5.7 % percent statewide. Newsom said there is also a need to decompress the county's hospital system, which other counties have helped do by accepting patients."I just sent 76 ventilators down to Imperial County. We are in the midst of the first wave of this pandemic. We are not out of the first wave. This disease does not take a summer vacation," Newsom said. "It has become abundantly clear that over the last couple weeks in Atlanta is that while we have a police force full of men and women who work alongside our communities with honor respect and dignity," Bottoms said, "there has been a disconnect with what our expectations are, and should be as it relates to interactions with our officers and the communities in which they are entrusted to protect."Body worn or dash cam video of the incident was released to the public late Saturday. Video circulating on social media reportedly of the incident shows a man grabbing a stun gun from police during a struggle and running from officers. The video shows officers then shooting Brooks as he tried to flee.“The (Georgia Bureau of Investigations) is aware that there is video posted on social media captured by witnesses in this incident. We are reviewing the video & the early investigative information in this case. The police accused Brooks of failing a field sobriety test.Police then claimed Brooks struggled with officers during the arrest.
