SAN DIEGO (KGTV) - Thousands of San Diego County jury trials are on-hold because of the pandemic. Local court officials have requested another extension from the Judicial Council of California for jury trials to be postponed through mid-September.On Monday, ABC10 News spoke to San Diego Superior Court Presiding Judge Lorna Alksne about the challenges of returning to jury trials. “We’re at 25-hundred jury trials that need to be tried,” she told us.Trials were halted on March 17th. Non-jury trials are currently in progress through a remote virtual process. “What we can't do right now is bring a jury into the courthouse. When you can't even go to a restaurant to eat, the idea of bringing hundreds of people in to sit in a room together is not recommended,” she told ABC10 News.Courtrooms are being retrofitted with plexiglass barriers to protect everyone from jurors to defendants to court staff. Judge Alksne said other safety measures like social distancing will also be implemented, when appropriate.“Once you do resume the process of summoning jurors, what if they just don't feel comfortable? They fear the risk?” we asked. “Jury service is a duty that we hold in high regard. We can't have criminal justice service work without jurors so I would hope that by the time we actually pull jurors in and ask them to come down that unless they have a health condition that would make it unsafe here, that they would be willing to serve,” she responded.The court is still working through other complex issues like the possible need for more alternate jurors. “In other jurisdictions where they have tried to start jury trials up and down the State of California, one juror getting COVID-19 or having symptoms will send everyone home and you'll have a mistrial,” she added.Judge Alksne also said there are currently about 300 violent felony defendants in custody who are waiting to be tried. 1903

SAN DIEGO (KGTV) -- Threats from President Donald Trump to move forward with ICE raids aren't stopping a Barrio Logan organization from patrolling the streets and alerting the community when agents are in their neighborhoods. Union Del Barrio is a 38-year-old organization. In the last year, they started the community patrols to warn neighbors of their rights, if ICE shows up at their door. Benjamin Prado is a member of Union Del Barrio. He says volunteers patrol in Logan Heights, Barrio Logan, Shelltown, City Heights and Linda Vista. Prado says they never interfere with the ICE agents doing their job, only document what they see. The organization is also training volunteers in other cities, including Los Angeles. Prado says they feel ICE shouldn't exist at all and that these patrols are to challenge the administration, trying to stop them from terrorizing and separating their families with deportations. On Saturday, Trump said the administration would move forward with ICE raids "fairly soon". Late Sunday afternoon, the president also tweeted in response to a New York Times article saying in part "people should not be entering the country illegally" while also praising the work of Border Patrol and others in law enforcement. SAN DIEGO (KGTV) - The San Diego City Council voted in favor Tuesday of an affordable housing plan which critics say could raise rents and home prices across San Diego.The vote, which came after hours of public comment, was five to four in support of the proposal.Council President Georgette Gomez moved to require developers to reserve 10 to 15 percent of new housing units in complexes for low to moderate income households. The plan includes other options, but if all else fails the proposal would raise the affordable housing in-lieu fee developers pay by 72 percent. For a typical 1,800 square foot unit, that would be an additional ,000 in construction costs that could be passed on to tenants. “We’re in a royal housing mess, and I almost would like to say, today, believe it or not, are the good old days for housing, because we’re staring straight into a bigger problem,” said Borre Winckel, who heads the San Diego Building Industry Association. But supporters of the proposal say the city needs the housing. Many workers are now being forced to commute from far away because there is no housing available. A report last year found the region still needed more than 140,000. "We’re certainly not trying to drive the cost of housing. Our number one goal here is to try to incentivize and regulate in a more fair manner the building of affordable housing,” said Keith Maddox, of the San Diego Imperial Counties Labor Council. Councilman Scott Sherman, who opposes the proposal, said the larger fee would add to a market rate rental and ,000 to the price of a home.
